911. 'The Loud Dissenter and its Cautious Partner' – Russia, China, global governance and humanitarian intervention

Abstract:
The global issue of humanitarian intervention has become more pronounced and complicated in recent years due to increasingly diverging views on addressing security crises between the West on one side and Russia and China on the other. Despite their support for the principles of 'Responsibility to Protect' (R2P), both Russia and China are wary of Western intervention in internal conflicts after the Cold War and have become increasingly critical of Western-led armed intervention in humanitarian conflicts. Unease in Beijing and Moscow over the multilateral intervention in the 2011 Libyan conflict and their ongoing opposition to Western policies in the Syrian Civil War since 2011 would seem to point to ever more coincidence in their negative views of American and Western intervention policies. A conventional wisdom has thus emerged that there is something akin to a Sino–Russian 'bloc', with near-identical policies of discouraging armed intervention within state borders under the aegis of humanitarian intervention or the R2P doctrine, signed in 2005 (2005 World Summit). However, closer examination of Russian and Chinese positions on the Libyan and Syrian conflicts, drawing on normative and identity perspectives, reveals significant differences in how both states address intervention in civil conflicts involving human rights emergencies. Indeed, the Libyan and Syrian cases suggest that the distance between the two states on 'acceptable' policies toward international intervention in civil conflicts may actually be increasing. While Russia has assumed the role of the 'loud dissenter' in global dialogs on humanitarian intervention, China has opted for the position of a 'cautious partner'.

Abstract:
The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.

913. Soccer vs. Jihad: A Draw

Abstract:
There is much that militant Islamists and jihadists agree on, but when it comes to sports in general and soccer in particular sharp divisions emerge. Men like the late Osama bin Laden, Hamas Gaza leader Ismail Haniyeh and Hezbollah’s Hassan Nasrallah stand on one side of the ideological and theological divide opposite groups like the Taliban, Harakat al-Shabaab al-Mujahideen, Boko Haram, and the jihadists who took control of northern Mali in 2012. The Islamic State, the jihadist group that controls swaths of Syria and Iraq, belongs ideologically and theologically to the camp that views soccer as an infidel invention designed to distract the faithful from their religious obligations but opportunistically employs football in its sophisticated public relations and public diplomacy endeavour. Bin Laden, Haniyeh and Nasrallah employ soccer as a recruitment and bonding tool based on the belief of Salafi and mainstream Islamic scholars who argue that Prophet Muhammad advocated physical exercise to maintain a healthy body. However, the more militant students of Islam seek to re- write the rules of the game to Islamicise it, if not outright ban the sport. The practicality and usefulness of soccer is evident in the fact that perpetrators of attacks, like those by Hamas on civilian targets in Israel in 2003 and the 2004 Madrid train bombings, bonded by playing soccer together.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. Turkish Economic and Social Studies Foundation – TESEV and Friedrich Naumann Foundation have organized, in collaboration with the Mersin Chamber of Commerce and Industry a conference titled “Migrant Management of Syrians in Turkey in the Framework of the EU Migration Policy” on October 20th, 2015 in Mersin. The opening remarks were made by Burhanettin Kocamaz, the Mayor of the Mersin Metropolitan Mucipality; Şerafettin Aşut, the Chairman of the Mersin Chamber of Commerce and Industry; and Prof. Dr. Aydın Uğur the Chairman of the Executive Board of TESEV. During three panels entitled as Migrant management in Turkey in the framework of the EU migration policy, Management of Syrian migrants in Turkey, and Being a Syrian migrant in Turkey, public authorities, academics, and Syrians have discussed the challenges and policy recommendations to improve Syrians’ lives and migrant management in Turkey.

Abstract:
TESEV Foreign Policy Program and ORSAM (Center for Middle Eastern Strategic Studies) in order to understand the effects of Syrian asylum seekers to Turkey, visited Adana, Osmaniye, Hatay, Kilis, Gaziantep, Şanlıurfa, Mersin and Kahramanmaraş respectively during four different field study trips in three months. They held series of meetings with municipalities, professional organizations, chambers of trade and industry, civil society organizations, opinion leaders, locals and Syrians. This report has been prepared in the light of the observations and data gained from these field studies.

917. Nonviolent Struggle Versus the Islamic State: A Strategic Perspective

Abstract:
Attacking terrorism at its root, through slow and incremental cultural change, will pay off in the end, but this process is a difficult sell to those facing IS now. Such a long-term view neither benefits the people struggling to survive each day under IS’s murderous and authoritarian reign, nor does it equip the international security community concerned about IS’s immediate threat to regional stability. There is another solution. If what is needed is a relatively rapid rearrangement of social conditions that would cut off IS’s critical sources of power, then there may be no better route than collective nonviolent action undertaken by Iraqi and Syrian civilians. Collective nonviolent movements have been shown to be more effective than violent movements, even against highly violent or authoritarian opponents. Such a movement might take a page from IS’s own book, and tap into the same sources of power that have been indispensible to its success. After all, IS did not attract an army of nearly 30,000 fighters and capture a cumulative swathe of land larger than the United Kingdom merely because it had weapons. IS has flourished by successfully filling at least two critical power vacuums within Iraqi and Syrian society. It has seized upon a powerful narrative during a time of turbulence and confusion, and it has delivered necessary human services in places where the state has proved incompetent. However, a nonviolent collective movement of Syrian and Iraqi citizens could fill these power vacuums much more convincingly than IS, and in so doing, cripple IS’s power in the short term and impede the growth of new terrorist movements in the long term...

918. Nip It in the Bud: Disrupting Insurgent Financial Networks Before They Take Root

The rapid rise of Islamic State[1] has galvanised the international community to take action to contain it. One issue in particular – financing – has drawn increasing attention from policy-makers. As U.S. Secretary of Defense Chuck Hagel noted in August 2014, "ISIL is as sophisticated and well-funded as any group that we have seen. They’re beyond just a terrorist group…they are tremendously well funded."[2] He elaborated on this further in a September testimony to the U.S. Senate Armed Services Committee, stating that the United States would work with international partners "to cut off ISIL’s funding" and that "the Department of Treasury’s Office of Terrorism and Financial Intelligence is working to disrupt ISIL’s financing and expose their activities."[3] This decision by international partners to jointly focus on finance disruption has resulted in a bombing campaign partly targeting oil refineries (a major source of funds for Islamic State) and in a UN Security Council Resolution that exhorts the international community to inhibit foreign terrorist fighter travel and otherwise disrupt financial support.[4] ​ But will it work? This article will give necessary broader context on this key question by exploring in more general terms the importance of financing for terrorist and insurgent groups and the extent to which disrupting their funding can reduce the security threat posed by such groups. Specifically considering the evolution of Islamic State, this article will first review the importance of financing in conflict, then assess the way in which funding models develop. It will argue that, once groups move from a reliance on externally sourced funding to generating sufficient internal financing – a path several groups have now followed – disruption becomes significantly more challenging and complex. The international community consistently fails to prioritise the early disruption of terrorist and insurgent financing – an attitude that needs to change...

919. Russia's Arctic: A Necessary Space for Dialogue

Abstract:
Over the weekend of November 21st, 2015, Russia flew 141 sorties over Syria, hitting 472 targets in eight different provinces throughout the country.[1] While the deployment of the Russian Air Force over Syria has been in full affect since last September, the events of November 20th proved to be unique. Two of the TU-160 blackjack bombers that participated in the weekend’s campaign took flight not from a base in southern Russia, but rather from Olenegorsk Airbase on the Kola Peninsula of the Russian Arctic.[2] The two bombers traveled southwest along the coast of Norway, skirting United Kingdom airspace, turning east through the straits of Gibraltar, and achieved their goal of firing cruise missiles on Syria from the eastern Mediterranean. After their mission was complete, they flew northeast over Iran and the Caspian Sea to their home base in Engles, Saratov Oblast, in Southern Russia.[3] In total, the flight lasted 16 hours, with the aircraft traveling 8,000 miles, while motivating Norway[4] and Britain,[5] among other nations, to scramble fighter jets in the process. Presumably, the Russians chose such a circuitous route along the edges of Europe to demonstrate its long range bombing capabilities. In doing so, the Russian Federation also showed the rest of the world that its capabilities might rival those of the United States, proving that Russia too could attack targets all throughout the world. This use of an Arctic airbase for active bombing missions also marks a turning point in history; not even during the Cold War did the Russians demonstrate Arctic-based military capabilities with such expansive reach.[6] While this mission did not focus on targets within the Arctic, the use of an Arctic base for active bombing missions draws attention to Russia’s military buildup in the region...

920. Za'atari: Feral or Resilient City?

In 2003, Dr. Richard Norton presented a gloomy picture of urbanization: “Imagine a great metropolis covering hundreds of square miles… a territory where the rule of law has long been replaced by near anarchy in which the only security available is that which is attained through brute power.” Norton is describing his vision of the “feral city,” a space where political, economic, and military stressors bring about a city’s decline, a concept that became a major concern of security thinkers over the next decade. Reading Norton’s descriptions, large urbanized refugee communities of the Syrian crisis appear especially vulnerable to feral relapse. However, despite superficial parallels to Norton’s description, field research presented in this article will argue that the 82,000-resident Za’atari Syrian refugee camp—perhaps the most grimly reported refugee camp in the region—stands significantly in contrast to the “feral city” model: rather than declining to a “feral” state, Za’atari’s residents and authorities have demonstrated incredible resilience while maintaining, strengthening, and innovating new governance mechanisms for achieving human security. A wider search for feral cities in Mogadishu and Syria suggests that this resilience to feral decline is more the rule than the exception for modern cities.
