Abstract:
Recently with the sinking of the migrant boat off the coast of Greece, or the deceased of the Syrian child refugee on the beach of Turkey has us questioning how to tackle the refugee crisis. Deriving from the Refugee Convention of 1951, it states that a refugee is an individual “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality, and is unable to, or owing to such fear, is unwilling to avail himself of the protection of that country.”

382. Restructuring the UN Secretariat to Strengthen Preventative Diplomacy and Peace Operations

Abstract:
ince 1945, the United Nations has helped support many successful peace processes and protected millions of civilians around the world. Peace operations deliver results: research estimates suggest that the presence of a UN peace keeping mission can reduce the risk of relapse into conflict by 75 – 85 percent;1 and that larger deployments diminish the scale of violence and protect civilians in the midst of fighting.2 Peace operations can be highly cost effective, with one General Audit Office assessment finding the cost to be roughly half of what a bilateral stabilization operation would cost.3 Different types of peace operations - from mediation and special envoys through to multidimensional peace-keeping and specialized justice and emergency health missions - have helped end long running conflicts and prevented violence from escalating or recurring in situations as diverse as Burkina Faso, Cambodia, the Central African Republic, Gabon, Guatemala, Guinea, Kyrgyzstan, Lebanon, Liberia, Namibia, Sierra Leone and Timor-Leste. Yet in 2017 the UN’s peace and security pillar faces deep challenges. Three reviews in the past two years have highlighted serious inadequacies in UN peace and security responses at large. Many of the recent challenges are due to real world shifts in the nature of conflict and geopolitical dynamics – the tragedy of Syria, renewed fighting in Yemen and South Sudan, continued crisis in Libya, difficulties in preventing a political and humanitarian crisis in Burundi, longstanding missions that are struggling to deliver sustainable peace in DRC and Haiti, and newer missions in Mali and CAR where geography creates sustained cross-border security risks. These situations are also affected by divisions amongst Member States that have prevented agreement on action in some cases. Part of the weaknesses, however, are managerial and structural. The sense of urgency pervading Member States at the UN, together with a new Secretary-General who has signaled his determination to reform this area, provides the opportunity to take a more fundamental look at what would give the UN’s peace and security pillar the right form to deliver the functions that it is called to serve, now and in the future. The purpose of this report is to analyze options for organizational restructuring in the UN’s peace and security pillar. It focuses on headquarters structures since this has been identified as a primary source of overlap and competition: the purpose however is to deliver better results in the field, from prevention through crisis management to post-conflict recovery. It does not cover wider reforms across the UN’s three pillars, which are supported in other CIC work streams.4 Following an introductory section, Section II traces the history of UN peace and security structures since the UN’s founding (see Box). The UN has had no shortage of reform in the past, each designed to address specific weaknesses or new demands. Cumulatively, however, these changes have resulted in a structure that is no longer fit to fulfill the functions needed.

Abstract:
Europe, and most importantly, Western Europe has become a fertile ground for ISIS recruits. Western Muslim Europeans have been making the trip to Syria and Iraq, filling in the ranks of ISIS, and back. Western intelligence agencies are faced with multiple challenges: what is the level of threat those war hardened returned fighters represent to public safety? Can these returned jihadists become de-radicalized and re-enter the society, without killing anybody that does not agree with their ideology? The purpose of this study is to present to counter-terrorism policy makers, the reasons Western European Muslims born and converted become radicalized, by presenting the psychological factors that contribute to the radicalization of the Western European Youth, towards jihadism. Furthermore, by using the Freudian splitting of the Id, the Ego, and the Superego, it examines how Muslim extremists using tenants of the Muslim faith are influencing the psychic of the youth toward radicalization, as the only true expression of the Muslim faith. This study also examines, how fundamentalism impacts the minds of “believers” and castigates everybody else that is considered a “non-believer”, while influencing the path of a young mind towards his or her becoming the defender of the Ummah, or the Muslim community at large. Finally, what lessons security agencies can learn and apply towards, before a youth becomes radicalized and then jihadist and makes the trip to ISIS fold, and after the return of the well grown jihadist by now, back to European society.

384. Three milestones of Russia’s foreign policy in 2017

Abstract:
2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

Abstract:
The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. Moreover, this step was due to receive the approbation of the major “domestic sponsors”, including the military-industrial complex, the oil industry, and financiers. Finally, it can be treated as the comeback of the “strong leader”, the translation of Trump’s election pledge into a policy.

President Donald Trump and NATO Secretary General Jens Stoltenberg had a brief visit at the White House on Wednesday, April 12, 2017, which was followed by all of the typical press conferences and media interviews expressing new found agreement and harmony. It is yet another example in the Presidency of Donald Trump where explicitly bold and brash campaign trail criticism ended up not just softened but utterly reversed.

Abstract:
In an extensive interview, General John W. Nicholson, commander of Resolute Support and U.S. Forces-Afghanistan, stresses the importance of preventing the country from again becoming a platform for international terrorism, noting counterterrorism operations have almost halved the fighting strength of the Islamic State’s local affiliate. He also outlines the ongoing effort to empower Afghan efforts against the Taliban, saying: “They’re at a bit of a stalemate. The government holds about two-thirds of the population. The enemy holds a solid 8 to 10 percent. … We think [if] we get to about 80 percent or more, we start to reach a tipping point where the insurgency becomes more irrelevant.” Our cover story by Georg Heil focuses on the deadly truck attack this past December in Berlin by Anis Amri, a Tunisian extremist suspected of links to Islamic State operatives in Libya. Investigations have made clear the danger posed by the radical network he belonged to in northwestern Germany led by an Iraqi preacher named Abu Walaa. It is believed to have recruited dozens to travel to join the Islamic State, communicated extensively with Islamic State operatives in Syria and Iraq, and encouraged attacks on German soil. Heil argues the high level of interconnectedness between these radicals in Germany and the Islamic State has potentially grave implications for European security. Aymenn al-Tamimi looks at the implications of the recent realignment of rebel and jihadi groups in Syria, which created two potentially conflicting power centers revolving around an enlarged Ahrar al-Sham and Hay’at Tahrir al-Sham, a new al-Qa`ida-aligned umbrella grouping. Robin Simcox finds Islamic State plots by pre-teens and teens are increasing in the West, with plotters in contact with the group in a majority of such cases. Shashi Jayakumar examines the growing Islamic State threat to Southeast Asia, arguing the group may pose as big a threat in the future in the East as in the West. Andrew McGregor warns growing clashes between Fulani Muslim herders and settled Christian communities in Nigeria could be exploited by terrorist groups and potentially destabilize the entire Sahel-West Africa region.

Abstract:
In our feature article, Seamus Hughes and Alexander Meleagrou-Hitchens focus on the threat to the United States from the Islamic State’s “virtual entrepreneurs” who have been using social media and encryption applications to recruit and correspond with sympathizers in the West, encouraging and directing them to engage in terrorist activity. They find that since 2014, contact with a virtual entrepreneur has been a feature of eight terrorist plots in the United States, involving 13 individuals. In our other cover article, Ahmet Yayla, the former police counterterrorism chief in the Turkish city of Sanliurfa near the Syrian border, outlines how investigations into the New Year’s Eve Reina nightclub attack in Istanbul have made clear the “immense scale of the Islamic State threat to Turkey.” While the attack, remotely steered by Islamic State operatives in Raqqa, was the work of a single gunman, a 50-strong network in Istanbul with access to at least half a million dollars provided logistical support. With the Islamic State declaring all-out war on Turkey, Turkish counterterrorism capacity severely weakened by recent purges, as many as 2,000 Islamic State fighters already on Turkish soil, and the possibility that Islamic State fighters will flood into Turkey as the caliphate crumbles, Yayla warns of severe implications for international security. Daniel Heinke, the director of the state bureau of investigation (LKA) in Bremen, outlines the key findings of an official German study of almost 800 German foreign fighters—the largest such study by a Western government—and the takeaways for smarter counterterrorism. He notes that while the number of Germans traveling to join the Islamic State has slowed to a trickle, there has been a surge in violent Islamist extremism inside the country, creating concern that returning foreign fighters will add “lethal capabilities to an already highly adrenalized Islamist community.” Andrew Zammit outlines how the jihadi threat in Australia has transformed since the Islamic State called for attacks in Western countries. While there has been an increase in attacks and plots in Australia, they have also become less sophisticated and ambitious. Finally, Matthew DuPée examines the growing financial windfall the Afghan Taliban and other jihadi groups are extracting from illegal mining in Afghanistan, which is now providing the Taliban with as much as $300 million in revenue per year.

Abstract:
We’re proud to be publishing the 10th anniversary issue of CTC Sentinel. In the inaugural December 2007 issue, then Director of the Combating Terrorism Center Joseph Felter introduced the new publication with a favorite phrase of the late General Wayne A. Downing, “Who thinks wins.” Felter is now the Deputy Assistant Secretary of Defense for South and Southeast Asia and is the subject of our interview this month. “We wanted CTC Sentinel to be a resource to the academic, scholarly, and policy community … so we designed CTC Sentinel to include both high-quality scholarship from leading scholars as well as articles grounded in practitioner insights,” he recalls. “[It] has truly met and exceeded our hopes for it.” A great deal of credit for this is due to founding editor Erich Marquardt, the journal’s editorial board over the years—now led by Colonel Suzanne Nielsen, Lieutenant Colonel Bryan Price, and Brian Dodwell—as well as Brigadier General Cindy Jebb, the Dean of West Point, who has been a longtime champion of the publication. There are still very significant challenges to think through. Hassan Hassan warns in this month’s cover article that the Islamic State is now attempting a resurgence in the border region between Iraq and Syria, having conserved forces for the same kind of attritional insurgency that led to its regeneration after its near-defeat in the late 2000s. This year has seen four international terror attacks involving ethnic Uzbeks, including a truck attack on New York City’s West Side Highway in October. Goktug Sonmez outlines how radicalization among Central Asians is becoming a growing international security concern. Johannes Saal examines what is known about what appears to be a new Islamic State external operations hub in Libya and the spokes connecting it to radical networks in Europe. Ryan Cummings outlines the evolving relationship between Boko Haram and al-Qa`ida and argues there are indications al-Qa`ida is trying to bring the group back into its fold.

Abstract:
United Kingdom’s (UK) foreign policy towards the Syrian crisis is quite significant with reference to the entry of Syrian refugees into Europe and the strategic balance of power in the Middle East. UK being a major power in the European continent understands the importance of sharing the humanitarian responsibility for protecting, aiding and accommodating the Syrian refugees. The British Government is aware of the fact that it is not only providing humanitarian assistance to the Syrian refugees but also going to host their hostilities and affiliations in the ongoing conflict inside Syria. The arrival of Syrian refugees and asylum seekers in UK presents a complex case of national versus humanitarian concerns in foreign policy analysis. This research paper is an attempt to focus on the convergence and divergence of interests between UK’s Humanitarian assistance policy directed towards Syrian refugees and the British national security interests with reference to the strategic balance of power in the Middle East.
