Abstract:
Alp Services is a private global public affairs and intelligence firm based in Geneva, Switzerland. In 2023, it was revealed that Alp Services worked for the United Arab Emirates, and carried out the largest disinformation campaign against Muslims in Europe, linking successful business people, organizations, and individuals to the Muslim Brotherhood in an effort to smear and blackmail them. The campaign relied on Islamophobic tropes as it framed Muslim individuals and organizations of being tied to an alleged “Islamist movement.”

Abstract:
For many people, primary care is their first point of contact with the health system, and decades of evidence shows it is critical for population health, health equity, and the overall efficiency of health care systems.1 Primary care is also uniquely positioned to screen for social needs and provide integrated behavioral health services.2 Ensuring people have access to high-quality, comprehensive primary care is vital to good health outcomes and positive experiences with the health system at large. Despite the importance of primary care, health systems around the world are facing challenges at the patient and provider level. Many countries struggle to ensure access to care, or first contact; continuity of care; comprehensiveness of care; and coordination of care. These four core components of high-quality primary care are essential to better overall health outcomes.3 Factors like workforce shortages, physician burnout, and dwindling access for patients, driven in part by underinvestment and growing administrative burdens, pose significant barriers to care.4 To better understand how patient care can be improved in a changing primary care landscape, this brief compares the state of primary care in the United States with nine other high-income nations. It updates an earlier Commonwealth Fund study comparing primary care performance in the U.S. with nine peer countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Sweden, Switzerland, and the United Kingdom. Our data come from the Commonwealth Fund’s 2022 International Health Policy Survey of Primary Care Physicians and the 2023 International Health Policy Survey of adults age 18 and older. The 2022 and 2023 surveys asked different questions of the participating physicians and responding adults, so this edition includes new measures on access to telehealth, preparedness to treat behavioral health conditions, and care coordination. 3. Insights into the U.S. Maternal Mortality Crisis: An International Comparison

Abstract:
The United States continues to have the highest rate of maternal deaths of any high-income nation, despite a decline since the COVID-19 pandemic. And within the U.S., the rate is by far the highest for Black women. Most of these deaths — over 80 percent — are likely preventable.1 With policies and systems in place to support women during the perinatal period, several high-income countries report virtually no maternal deaths. As policymakers and health care delivery system leaders in the U.S. seek ways to end the nation’s maternal mortality crisis, these countries may offer viable solutions. This brief updates an earlier Commonwealth Fund study of differences in maternal mortality, maternal care workforce composition, and access to postpartum care and social protections between the U.S. and other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom.2 In this edition, we have also included data on Chile, Japan, and Korea — all high-income countries with universal health care systems. For our analysis, we used the most recently available data from the U.S. Centers for Disease Control and Prevention (CDC) and from the Organisation for Economic Co-operation and Development (OECD), of which the U.S. is a member. Where country-specific data are more than five years old, we note whether more recent published data from other sources are available for that country. Readers should be aware that because the methods we used to derive updated numbers from other sources may be different from methods the OECD uses, data points may not be comparable to the U.S. rates. 4. Employment Effects of Offshoring, Technological Change and Migration in a Group of Western European Economies: Impact on Different Occupations

Abstract:
This paper estimates conditional demand models to examine the impact of offshoring, technological change, and migration on the labour demand of native workers differentiated by four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted for an unbalanced panel of five economies Austria, Belgium, France, Spain, and Switzerland covering the period 2005-2018. Our results point to important and occupation-specific effects: offshoring seems to have beneficial employment effects for native craft workers in this set of economies, while negative effects for native manual workers across a wide set of industries (including manufacturing and services industries) and managers/professionals in manufacturing. Furthermore, there are important distinctions whether offshoring occurs in other advanced economies, in the EU13 or in developing countries. The analysis of the impact of technological change shows the strong positive impact which the additional IT equipment has on most occupational groups of native workers (with the exception of manual workers), while robotisation in manufacturing showed strongly negative impacts on the employment of all groups of workers and especially of craft workers. Increasing immigrant shares in the work forces showed strongly negative impacts on native workers – however, considering only the partial substitution effects and not including the potential for productivity and demand effects – and this is mostly accounted for by immigration from low- to medium-income source countries.

5. Cost of Violence Study – Switzerland: A Halving Global Violence Report

Abstract:
The aim of this report is to document the prevalence of interpersonal violence and its associated costs in Switzerland, and to identify policies, programs, and recommendations to address the economic impact of violence in the country. Interpersonal violence is understood to be homicide, physical assault, and sexual assault, since much of these are perpetrated in the domestic sphere. In this report, the authors provide separate numbers for domestic violence, which includes intimate partner violence (IPV). Additionally, this research will contribute to the forthcoming Flagship Report of the Halving Global Violence Task Force, and aims to inform national and global discussions about the business case for investments in violence prevention. While assigning monetary values to injuries and death may be seen as morally questionable, it is essential for understanding the magnitude of the issue and informing policy decisions. By quantifying these costs, we can better comprehend the burden of violence. In addition, the cost distribution of different forms of violence can help guide policymakers in allocating resources to tackle the most pressing issues, as well as devising effective violence reduction measures.

6. Migration and trust: Evidence on assimilation from internal migrants

Abstract:
I study whether internal migrants assimilate culturally to the locals. Investigating this question with observational data has been challenging because it requires disentangling assimilation from sorting and because data on immigrants before migrating is typically not available. I overcome this challenge by studying the Swiss context, which provides an ideal setting for two reasons. First, as a result of its history, Switzerland presents substantial cultural differences between its regions. Second, the Swiss Household Panel tracks individuals for a long period before and after they move. I exploit these two features to compare early and late migrants in a difference-in-difference framework. I focus specifically on trust in strangers, one of the most important components of culture and which has been shown to predict growth and other desirable economic, social and political outcomes. I find a statistically and economically significant evidence on assimilation of migrants moving to higher and lower trust cantons, and this assimilation starts in the first few years. Finally, using the Sorted Effects Method, I find that assimilation is driven by the youngest immigrants, which is in line with the impressionable years hypothesis in psychology.

7. Turning No Tides: Union Effects on Partisan Preferences and the Working-Class Metamorphosis

Abstract:
Relying on panel data for Germany, Switzerland, the United Kingdom, and the United States, the paper examines the impact of union membership on partisan preferences. By leveraging panel data to control for time-invariant selection effects, we show that unions exert a small consistent left‑wing influence on the average wage earner who becomes affiliated, but they are no longer able to modify the preferences of working-class members. A longitudinal approach reveals that changes in partisan preferences can be linked to members’ preexisting predispositions and to the prevalent political views within unions. Unions mainly attract individuals who already share their political inclinations before joining. These preexisting left-wing convictions allow an additional left-wing shift to take place through a value congruence mechanism provoked by interactions with long-term union members who are even more left-wing oriented than the newcomers. Symmetrically, working-class joiners exhibit less pronounced left-wing inclinations before becoming affiliated, a gap that widens further after they join as a consequence of their unmet expectations.

Abstract:
The purpose of the research was to investigate the scale of crime by foreign nationals in Switzerland in the context of the effectiveness of the assumptions of the migration policy of that state in the area of security. Materials and methods: The research uses literature sources and statistical data on the crime of foreign nationals in Switzerland and its migration policy. The author used qualitative research methods, including the query of literature and strategic documents (using the content analysis technique) and the analysis of statistical data (using the desk research technique). Results: In the context of the three analysed factors, the following trends can be observed: steadily declining crime in Switzerland; the relatively constant level of crime by foreign nationals, especially since 2018; constant, although relatively mildly growing, percentage of foreign nationals’ crime in the overall crime scale. Conclusions: In the context of the assessment of the effectiveness of the implementation of the assumptions of Switzerland’s migration policy in the area of security, it should be noted that the relatively constant level of the crime rate of foreign nationals, despite their constantly growing population, proves the optimality of these assumptions and their highly effective implementation.

Abstract:
The adoption of several humanitarian carveouts under several Syria-related autonomous sanctions regimes – in response to February 2023’s devastating earthquake – has been strongly welcomed by the humanitarian community. The exceptions adopted by the United States (US), European Union (EU), United Kingdom (UK), and Switzerland are designed to facilitate transactions in relation to relief efforts and the purchase of oil and petroleum-related products in Syria, particularly by humanitarian actors. They differ in terms of scope of activities authorized, breadth of actors covered, and their duration. This article seeks to map the main characteristics of each exception and assesses them in terms of benefits, ongoing challenges, and areas for potential improvement to inform future sanctions policies.

Abstract:
This paper investigates what role Sweden, by participating in the Neutral Nations Supervisory Commission (NNSC) since 1953, has played to maintain peace on the Korean peninsula. What specific contributions has the NNSC done? How important are they in comparison to other factors that have preserved peace? These issues are analyzed by comparing the tasks of the NNSC, as defined by the Armistice Agreement, and the Commission’s work. Consideration is also given to the Commission’s composition and whether its role has changed throughout the years or not. North Korea’s policy to dismantle the NNSC in the 1990s is included, as are the Commission’s responses and the subsequent reorganization of its work.
