1. From Rhetoric to Action: Delivering Equality & Inclusion

Abstract:
The flagship report of the Pathfinders Grand Challenge on Inequality and Exclusion is about the solutions that will deliver equality and inclusion. It is the culmination of several years of research and mobilization undertaken by a unique partnership of ten countries, the United Nations, the World Bank, the OECD, Oxfam, and CIVICUS, along with numerous partners and international experts. The report constructs a bridge between the rhetoric of “build back better” and action: a bridge between promise and progress. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens' concerns about inequalities, their policy priorities, and their desire for change, Pathfinders commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. Additionally, it underlines the need for renewed social contracts between citizens, civil society, the private sector, and governments, as well as between high and low- and middle-income countries. These social contracts must be built to serve future generations, to guard against climate breakdown and pandemics while delivering respect, opportunity, and justice for all. The report should serve as a practical handbook for policymakers and influencers; as a source of possibility for the public; and, as a call to all political leaders to act.

Abstract:
Determining precisely what factors lead to radicalization is a pressing challenge. In fact, beyond the violent Islamist threat, the influence of political Islam and varying shades of Salafism are also growing across Muslim communities in Europe. This, too, has harmful social consequences. The scale of the problem facing Europe was exacerbated by the decision made by Germany in 2015 to open its borders to refugees fleeing conflicts in Muslim-majority countries. While security threats undoubtedly entered with the refugee flow (or individuals were radicalized and became threats once in Europe), the refugee issue has also introduced social and cultural questions relevant to overall cohesion and integration in Europe. This essay looks at these issues from the perspective of four European countries: the United Kingdom, Germany, Sweden and France. Islamist terrorists have attacked each country in the last two years, and each has taken differing approaches to preventing extremism and facilitating integration. Dozens of conversations with government officials from across Europe have informed my conclusions.

Abstract:
The Estonian Government began employing an integrated approach to national defence in 2010. Pursuant to the National Defence Strategy, subsequent steps will include submission for Cabinet approval of the non-military sections of the National Defence Development Plan for 2013-2022. These sections deal in a coordinated manner with both military defence and essential non-military activities. The Ministry of Defence is currently drafting a National Defence Act. The report was commissioned in order to document the current state of implementation of the integrated national defence model. The Estonian Government began employing an integrated approach to national defence in 2010. The report identifies conditions for the successful interactions of national security and defence stakeholders in the strategic framework of comprehensive security and integrated defence. It reviews the literature on comprehensive and integrated approaches to complex security and defence challenges and extracts some key factors underpinning the effective whole-of-government and whole-of-society efforts. It then considers experiences of several nations – Denmark, Finland, The Netherlands and Sweden – in building integrated security and defence systems. Finally, the paper investigates the ‘state of play’ in Estonia when it comes to implementing the concept of integrated defence. It closes with the recommendations to Estonia‘s policymakers.

4. The Negotiated Nordic Labor Markets: From Bust to Boom

Abstract:
This paper provides an overview of the negotiated Nordic labor market regimes and their various paths of adjustment from bust to boom in recent decades. Developed in small, open economies, the Nordic labor regimes are often associated with strong centralized agreements and associations, high union density, and extensive worker representation, which have been embedded in social models based on close interaction between working life policies, the welfare state and macroeconomic policies. In leaner forms these features have undoubtedly contributed to the high Nordic levels of mobility, equality and employment in recent years (“flexicurity”), but an often overlooked part of the story is the increased scope for product market competition and the supply-side reforms undertaken in the Nordic countries since the crises in the 1980-90s. Another distinction of the revitalized Nordic models is the growing importance of management-union negotiations and dialogue at the company level. A key argument in this paper is thus that the capacity for negotiated flexibility and adjustment in Nordic labor markets has been critically reliant on the multilevel, single-channel pattern of articulation between centralized coordination and decentralized negotiations linking restructuring, training, productivity and pay issues.

Abstract:
The position of ethnic minorities, their integration and assimilation into the society where they exist, along with ethnic majorities, has been an area of conflict, an area of discrimination, and an area of social tension. This report examines a policy of inclusion working next to a policy to fight exclusion as Sweden tries to establish a dual program including “soft” measures within culture and “hard” measures within the structuraleconomic sphere to counteract poverty and abuse as a means to promoting inclusion in a multicultural society.

7. The Role of Public Discourse in European Social Democratic Reform Projects

Abstract:
Public discourse, understood both as ideas about public action and interactive processes that serve to 'coordinate' the construction of those ideas and to 'communicate' them to the public, has been central to the success (or failure) of the reform projects of social democratic parties. Certain background factors, including countries' policy legacies, problems, preferences, and capacity set the stage for reform while good ideas which are cognitively sound and normatively appropriate as well as relevant, coherent, and consistent contribute to reform success. But institutional context also matters with regard to how ideas are conveyed to whom, with 'simple' polities emphasizing the 'communicative' discourse to the general public and more 'compound' polities the 'coordinative' discourse among policy actors. This is demonstrated with examples from Germany, France, Britain, Italy, the Netherlands, Denmark, and Sweden.

The Swedish economy has undergone impressive changes and has delivered a remarkable surge in productivity since the mid-1990s. Consequently, per capita incomes are slowly making up the ground lost in earlier decades. Labour market performance, however, has been less inspiring. Employment rates have yet to recover to their 1990 peaks and hours of work need to increase to support the welfare state.
