71. Gender Training for Leaders: The Swedish Gender Coach Program

Abstract:
Dr. Louise Olsson and Capt. Anna Björsson, in “Gender Training for Leaders: The Swedish Gender Coach Program,” draw lessons from a program which aims to strengthen the ability of senior leaders in security, defense, and foreign affairs ministries to understand and ensure gender equality in their organizations. Senior leadership is instrumental both for creating demand for the organizational changes, and for ensuring an effective use of expert support functions, such as gender advisers. The authors detail the evolution and strengths of this program to offer best practices for leadership training programs in other security forces. They argue that such training must be designed to facilitate the leaders’ ownership of the process, and that key elements include: A parallel support structure, in which the person providing gender training has a similar level of seniority to the person receiving training, allows for potentially sensitive issues to be addressed more effectively; Strong leadership commitment, perseverance, institutionalization of practices, and education of personnel are required to build organizational capacity on gender equality.

72. Swedish Feminist Foreign Policy in the Making: Ethics, Politics, and Gender

Abstract:
In 2015 the world’s first self-defined feminist government was formed in Sweden. As part of that ambitious declaration, Sweden also became the first state ever to publicly adopt a feminist foreign policy, with a stated ambition to become the "strongest voice for gender equality and full employment of human rights for all women and girls." To be sure, launching a feminist foreign policy is a radical policy change. At the same time, this policy is embedded in the broader global efforts to promote gender equality in the international arena, which we have seen evolving over the past few decades in the aftermath of the adoption of United Nations Security Council Resolution 1325. The resolution "reaffirms the important role of women in the prevention and resolution of conflicts, peace negotiations, peace-building, peacekeeping, humanitarian response, and in post-conflict reconstruction and stresses the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security."

73. Permanent Budget Surpluses as a Fiscal Regime

Abstract:
This paper challenges the focus on budget deficits that permeates the literature on fiscal policy. It analyzes countries running budget surpluses and asks why some of them preserved these surpluses while others did not. Whereas several OECD members recorded surpluses for just a few years, balanced budgets became the norm in Australia, Canada, Denmark, Finland, New Zealand, and Sweden in the late 1990s. The paper compares the fiscal policy choices of both types of countries from a historical-institutionalist perspective. It argues that a path-dependent shift in the balance of power among fiscal policy interests explains why surpluses persisted in one group of countries but not in the other. This reconfiguration of interests was triggered by a deep fiscal crisis and an ensuing expenditure-led consolidation. It can be interpreted as creating a new “surplus regime” in which fiscal policy became structured around the goals of balancing the budget and cutting taxes.

Abstract:
We analyze the importance of legitimacy and compare how drivers of public policy attitudes evolve across the policy process consisting of the input (i.e., the processes forgoing acquisition of power and the procedures permeating political decision-making), throughput (i.e., the inclusion of and interactions between actors in a governance system), and output (i.e., the substantive consequences of those decisions) stages. Using unique panel data through the three phases of the congestion tax in the Swedish city of Gothenburg, we find that legitimacy is indeed important in explaining policy support. Moreover, we find a lingering effect where support in one phase depends on legitimacy both in the present and in previous phases. Hence, our study takes us one step further on the road to understand the complicated dynamic mechanisms behind the interactions between policy mak- ing, policy support, and the legitimacy and approval of politicians and political processes. The aim of this working paper is to compare the language policies of Finland and Sweden, especially in the field of education for the Sami population. The analysis is carried out on a macro level; firstly it investigates and examines how Finland and Sweden have intro-duced legislation to protect Sami languages, followed by a discussion of the current situa-tions in the field of education, according to each stage of education. A comparison of the two nations highlights their different outcomes due to the different policies of their governments.

Abstract:
This paper examines the prevalence of Roma voices in Swedish and German newspaper articles. It explores the importance of discursive self-representation for minority and marginalised groups, and evaluates the degree to which a voice is afforded to the Roma in three of the largest newspapers in each country, across a varied political spectrum. Sweden and Germany are leaders in minority protection and both profess to be seeking solutions to the widespread discrimination against Roma within their own countries and across Europe, and therefore provide interesting comparative case studies, both due to their historical relationship with Roma communities and in light of contemporary events. This paper uses quantitative analysis to determine the percentage of newspaper articles about Roma that include a Roma voice, and the findings are analysed using theories regarding European identity-building, Orientalism, and media discourse.

77. Has Sweden injected realism into public financial management reforms in partner countries?

Abstract:
Public financial management (PFM) reform is a common part of many development initiatives. It generally involves promoting "good practices" in developing countries, embedded in frameworks like the Public Expenditure and Financial Accountability (PEFA) assessment (PEFA 2006). These include multi-year budgeting, competitive procurement, modern internal audit, and more. Such practices have proved effective in selected contexts and promise solutions to common problems in governments. Unfortunately, a growing literature shows that many governments do not solve their problems after years of adopting such solutions. Data reveal that governments commonly produce new laws that are not enforced and budgets that are not effectively executed, and suffer from weak capacities in distributed units (like line ministries and local governments) after many finished projects (Andrews 2006, 2011, 2013; Porter et al. 2011; Wescott 2009). Studies tie these limits to a lack of realism in reform design and implementation (Andrews 2013; Andrews, Pritchett and Woolcock 2012; Booth 2011; Levy 2013; World Bank 2012). They argue, essentially, that reforms commonly fail to allow for necessary adaptation of external ideas to the realities in targeted contexts, often because the reform processes focus too narrowly on introducing the external good practice in principle and pay little attention to the practical difficulties of doing so in practice. Studies suggest, for instance, that such reforms pay insufficient attention to the political and administrative difficulties of effecting change, and that these difficulties commonly undermine reform results. Where studies see more effective and far reaching reform they often find that the externally nominated "good practices" are fitted to the targeted context through more adaptive processes that emphasize the real and practical issues of doing reform (like building reform support, testing and adjusting reform designs, and continually matching solutions and capacity realities and needs) (Andrews 2015; Andrews et al. 2014; Cabri 2014; Levy 2013). These studies call for approaches that allow more realism in reform processes in developing countries, especially those supported by multilateral and bilateral donors. They do so knowing that similar calls have been made before; and that there are already many examples of such realism in the development community. There is, however, a challenge to identify these examples and describe what such processes look like in practice. This search leads quickly to a focus on bilateral donors. A small and interesting set of work suggests that such donors might have a comparative advantage in introducing more realism to PFM-type reforms in developing countries, given their own country’s recent experiences with doing such reforms. The argument is simply that development agencies from these countries can leverage the real experiences with doing reform in their own contexts when engaging with reformers in developing countries. They can, for instance, access experienced reformers to share lessons on issues like building demand for change, establishing political support for reform, and adapting reform ideas to context. Such lessons are often learned best through experience and remain tacit in those who have been through the experience. Bilateral agencies arguably have an advantage in accessing such people and their lessons, and can more effectively incorporate this valuable knowledge into their reform support than multilateral agencies. This paper offers a novel analysis of this theory, asking whether Swedish development agencies working in the PFM field have leveraged the potential comparative advantage of the country’s own experience in supporting reform. The country’s own reforms have resulted in effective Sweden-specific adaptations of many of the good practices being promoted in developing countries today (including multi-year budgeting and modern accounting and audit). Academic descriptions of these reforms emphasize the processes by which they were adopted and the realism involved in such, and suggest the presence of many applied and tacit lessons one could see as valuable in developing countries (about testing reform ideas, for example, progressing gradually in reform processes, creating an urgent pressure for change, and building support for reform). The question asked here is whether Swedish development agencies bring these lessons into their support for PFM work, building on a potential advantage to promote realism in reform.

Abstract:
As Hacker and Pierson (2010) have observed, politics is primarily organization: “organized combat.” To understand the outcomes of politics, we have to look at how it is organized over time: by whom and with what resources? I take Sweden as an example of how politics as organized combat has changed quite dramatically in recent decades. Sweden is often cited as an opposite to the United States among the rich capitalist countries, but it has experienced many encompassing policy changes which have not received the attention they deserve. The paper specifies how Swedish organized politics has changed fundamentally, including the dismantling of corporatist arrangements, changes in the economic policy decision-making framework, increased income inequality, weakened political parties and changes in their social bases, the decline of blue-collar union strength, the growth of the policy professionals category, the increased impact of multilevel politics, and the mediatization of politics. Today’s amorphous, invisible mode of elite-driven policy-making diverges greatly from the old corporatist structures and is accompanied by dramatically increasing inequality. Even in Sweden, the impact of money on politics has become stronger. The paper discusses what this implies for current politics and policy-making in Sweden.

80. Severing the Innovation-Inequality Link: Distribution Sensitive Science, Technology and Innovation Policies in Developed Nations

Abstract:
Innovation is essential to economic growth. However, it appears that the ways in which we pursue innovation policies have aggravated inequality. Inequality is an increasingly contentious political issue in both wealthy and emerging economies. Yet, it is becoming clear that use of traditional state instruments to alleviate inequality by redistributive means, is no longer sufficient. For those reasons, in this paper we consider other state instruments that are rarely associated with distributive goals. Specifically, we inquire whether we can successfully devise and employ Distributive-Sensitive Science and Technology and Innovation Policies focused on disadvantaged groups of users and consumers of technology. Following an exploratory theoretical approach, the paper first develop four types of such programs, and then utilize a comparative approach to analyze existing programs that fit into these categories, first, in Israel, and then, in the United State, Germany, and Sweden. We conclude by arguing that although these programs are currently driven primarily by economic efficiency concerns and not by distributive ones, they show the promise of our approach of utilizing innovation policy to reach social policy goals.
