Abstract:
Ongoing negotiations to end the South Sudan crisis cannot simply return the country to the previous status quo. For lasting peace, the negotiating parties and mediators will need to reach beyond national political elites and those bearing arms and invite active involvement of the international community. South Sudan needs to build national cohesion and address fundamental issues of governance, democracy, and human rights. Restarting the stalled constitution-making process presents an opportunity to achieve these objectives. Following negotiations, a broad-based, inclusive, interim government that includes a degree of joint South Sudanese-international community administration and management should govern and ensure preparations for new elections.

Abstract:
As world is moving fast on swirling waves of globalization and, as the new economies of Asia have witnessed unprecedented economic growth, global competition for natural resources has entered into new phase of international politics. Although 'scramble for natural resources' has always been a defining theme of international economic structures, the rise of Asian economies and multinational companies has metamorphosed natural resources politics in the current discourse on world affairs. The African continent which has huge reserves of natural resources such as oil, gas and minerals, has acquired a renewed significance in world politics. Analysts fear that quest for natural resources can lead to potential new conflicts among nations. Today, new discoveries of coal, oil and gas across Africa generate great academic interest to predict how these resources will transform the course of global energy markets and development in those countries. In this context, Sandipani Dash, in his book Sudan's Oil Diplomacy, 1991-2003, has attempted to analyze oil diplomacy of an erstwhile undivided Sudan in the larger context of natural resource politics in Africa. The book aims to examine the importance of Sudan's oil reserve in the world oil regime, its oil production linkage with the Western and Asian countries, and its diversified approach to transnational oil production with Asian orientation.

Abstract:
Small-scale traditional agriculture provides the foundation of economic, political, and social life in Sudan's Darfur region. Traditionally, it included shifting crop cultivation and agro-pastoral livestock herding, with different ethnic groups specializing in each activity. Under this system, rights over land were not exclusive; various overlapping rights prevailed, and land use was not permanent. These arrangements allowed for the exchange of production inputs (manure for fertilizer, crop residues for animal feed), and permitted the different ethnic groups to coexist peacefully to their mutual advantage.

84. Macroeconomic Impact of Capital Flight in Sub-Saharan Africa

Abstract:
This paper assesses the impact of capital flight on growth in thirty-one sub-Saharan African countries. It first considers the “macro fundamentals” hypothesis that capital flight would be lower in a country whose government adhered to “sound” macroeconomic policies. Analytical considerations fail to support this hypothesis. Second, it develops a growth estimating equation derived from the Harrod-Domar framework. The growth estimations support the conclusion that capital flight had a major impact on growth over the last three decades, 1980–2010. The negative impact was greatest for the petroleum-exporting countries and those affected by internal conflict, but it was also substantial for the other countries, with a few exceptions.

Abstract:
Jonglei state's combustible mix of armed political opposition, violent ethnic militias and dysfunctional political system were part of the tinder that led to the eruption of the civil war in South Sudan in late December 2013. Despite eleven months of peace talks, mediated by the Intergovernmental Authority on Development (IGAD), the war threatens to reintensify in the coming weeks. The negotiations do not reflect the diversity of armed groups and interests in South Sudan and the region, most of which are nominally allied with either President Salva Kiir's government or former Vice President Riek Machar's Sudan Peoples' Liberation Movement/Army-In Opposition (SPLM/ A-IO). The constellation of regional and South Sudanese armed groups in Jonglei is emblematic of the regional, national and local challenges to peace and the pattern of a war that cannot be resolved by engaging only two of the nearly two-dozen armed groups in the country and ignoring those that have not yet engaged in the fight.

South Sudan is facing the world's worst food crisis, driven by the conflict that erupted in December 2013. Unless there is an end to the fighting, this food crisis will continue. Without far stronger international pressure, the conflict is unlikely to be resolved. International diplomacy – as well as aid and the protection of civilians on the ground – is urgently needed.

The Intergovernmental Authority on Development (IGAD), composed of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda with its secretariat headquartered in Djibouti, covers northeast Africa, a region continuing to experience major changes, arguably more than any other part of the continent. This is the only region of Africa where colonially drawn borders have been redrawn. In contrast to other regions of Africa, this is also where the prospect of further redrawing of borders—with Somaliland seeking international recognition as a separate state—remains a real possibility.

Abstract:
Despite the Murle group being politically and economically marginalised, local and national political and popular discourses portray this group as the main aggressor in South Sudan's Jonglei State. This widely asserted narrative ignores the fact that responsibility for the cycle of violence in Jonglei rests with all those perpetrating violence and certainly not solely with one group. While sharing an overarching ethnic identity, when it comes to issues of peacebuilding, the Murle can be neither seen nor treated as a consolidated group. Rather, there are cattlekeeping Murle living in the lowlands of Pibor county and agrarian Murle living in the Boma Plateau; there are also age-sets, clans and many other differentiating factors. Accusing all Murle of responsibility for violence only serves to magnify the sense of marginalisation and isolation felt by the Murle as a whole. This policy brief seeks to address some of the differences between the cattlekeeping lowlands Murle and the cultivating highlands Murle from the Boma Plateau. By doing so, it highlights the importance of understanding cultural specificities and the local political economy and, when it comes to peacebuilding, of differentiating who is responsible for a specific conflict and who has influence over those responsible.

Abstract:
As the United States drove Islamist insurgents from Afghanistan, many migrated to Yemen, eventually reaching the Horn of Africa, which became the “epicenter” for al-Qaeda. Osama bin Laden was indoctrinated by Wahhabist imams in Saudi Arabia, a sect that espouses armed jihad. In 1987, bin Laden formed al-Qaeda (the base) in Afghanistan, with his mujahedeen fighters. In 1991, he moved to Sudan with his al-Qaeda lieutenants and spent the next five years plotting attacks against Western interests.

Abstract:
The only means available to the US to assume a responsibility to protect the Syrian people from slaughter was by credibly threatening Bashar al-Assad and the security and military elite surrounding him with a decapitating air strike if they did not immediately cease murdering protestors and begin negotiations with opposition figures to the end of making the regime broadly representative of the Syrian population. Credibility probably demanded an initial decimation, a technically possible move. In part because the US lacks the ideology and institutional structure of a real imperial power, in part because it is post-Bush a careful calculator of national interests, Syria, unlike Libya but much like Sudan and the DRC, was a bridge too far.
