201. The UN Security Council and the Darfur Crisis: A Country-by-Country Analysis

Abstract:
On August 31, 2006, the United Nations (UN) Security Council passed Resolution 1706, authorizing the deployment of a robust UN peacekeeping force to provide protection for the people of Darfur. This proposed force would transition from the current African Union Mission in Sudan (AMIS), which has had neither the resources nor the numbers to ensure security in the region. Africa Action welcomed the passage of this Security Council Resolution as an important step forward. It recognized the need for an international intervention in Darfur and the responsibility of the international community to take new action on this crisis.

202. Avoiding Conflict in the Horn of Africa: U.S. Policy Toward Ethiopia and Eritrea

In 2006, the Horn of Africa witnessed major escalations in several conflicts, a marked deterioration of governance in critical states, and a general unraveling of U.S. foreign policy toward the strategically located region. The U.S.-brokered Algiers Agreement to end the 1998–2000 border war between Ethiopia and Eritrea is at a crossroads. Ethiopia has resisted implementing the decisions made by the Eritrea-Ethiopia Border Commission (EEBC), Eritrea has imposed unilateral restrictions on the United Nations Mission in Ethiopia and Eritrea (UNMEE), and both states have rejected the EEBC's plans to demarcate the border unilaterally. In Sudan, implementation of the Comprehensive Peace Agreement remains incomplete, and the violence in Darfur continues to rage and spill into Chad. In Somalia, the Transitional Federal Government (TFG) has failed to establish itself outside of Baidoa and its rival, the Union of Islamic Courts (UIC), has seized control of Mogadishu and much of southern Somalia. The rapid rise of the UIC in mid-2006 in particular amplified prospects for regional conflict as Ethiopia and Eritrea sent significant military support to the opposing sides. On December 6, 2006, the UN Security SudanCouncil unanimously endorsed Resolution 1725, a plan supported by Washington to deploy African troops to prop up the authorities in Baidoa. The Islamic Courts have stated that this intervention will be regarded as an invading force and will escalate, rather than reduce, the conflict.

203. Getting the UN into Darfur

Abstract:
The impasse over deploying a major UN peacekeeping force to Darfur results directly from the international community's three-year failure to apply effective diplomatic and economic pressure on Sudan's government and its senior officials. Unless concerted action is taken against the ruling National Congress Party (NCP), Khartoum will continue its military campaign, with deadly consequences for civilians, while paying only lip service to its many promises to disarm its Janjaweed militias and otherwise cooperate. No one can guarantee what will work with a regime as tough-minded and inscrutable as Sudan's, but patient diplomacy and trust in Khartoum's good faith has been a patent failure. The international community has accepted the responsibility to protect civilians from atrocity crimes when their own government is unable or unwilling to do so. This now requires tough new measures to concentrate minds and change policies in Khartoum.

204. Peace in Northern Uganda?

The peace talks in Juba between the Lord's Resistance Army (LRA) and the Ugandan government have made surprising progress, with a formal cessation of hostilities agreement signed on 26 August. Led by Dr Riek Machar, vice president of the Government of Southern Sudan (GoSS), they evolved rapidly over five months and now offer the best chance to end a twenty-year civil war that has ravaged the north of the country and spilled into Sudan and the Democratic Republic of Congo (DRC). The immediate test is whether the LRA will relocate its forces to the two designated assembly areas in southern Sudan. Initial reports are that small groups of LRA troops, with LRA Deputy Vincent Otti amongst them, have arrived at the assembly areas, raising expectations the talks have overcome their first big hurdle; but if the rest of the forces do not arrive, they may yet fall apart.

205. Sudan's Comprehensive Peace Agreement: The Long Road Ahead

More than a year after it was signed, Sudan's Comprehensive Peace Agreement (CPA) is showing signs of strain. While the agreement ended one of Africa's longest and bloodiest civil wars, it was an agreement between only two parties, the Sudan People's Liberation Movement/Army (SPLM/A) and the ruling National Congress Party (NCP), and continues to lack broader support throughout the country, particularly in the North. The current equation for peace in Sudan is a worrying one: the NCP has the capacity to implement but lacks the political will, whereas the SPLM has the commitment but is weak and disorganised. There is a real risk of renewed conflict down the road unless the NCP begins to implement the CPA in good faith, and the SPLM becomes a stronger and more effective implementing partner. The international community, which has largely abandoned the political engagement and commitment that was so crucial to achieving the peace agreement in the first place, must forcefully reengage with the process to ensure the agreement's successful implementation.

206. To Save Darfur

Abstract:
The international strategy for dealing with the Darfur crisis primarily through the small (7,000 troops) African Union Mission in Sudan (AMIS) is at a dead end. AMIS credibility is at an all-time low, with the ceasefire it could never monitor properly in tatters. In the face of this, the international community is backing away from meaningful action. The African Union (AU) yielded to Khartoum's pressure on 10 March 2006 and did not ask the UN to put into Darfur the stronger international force that is needed. If the tragedy of the past three years is not to be compounded, the AU and its partners must address the growing regional crisis by getting more troops with greater mobility and firepower on the ground at once and rapidly transforming AMIS into a larger, stronger UN peacekeeping mission with a robust mandate focused on civilian protection.

207. Beyond Victimhood: Women's Peacebuilding in Sudan, Congo and Uganda

Abstract:
Peacebuilding cannot succeed if half the population is excluded from the process. Crisis Group's research in Sudan, Congo (DRC) and Uganda suggests that peace agreements, post-conflict reconstruction, and governance do better when women are involved. Women make a difference, in part because they adopt a more inclusive approach toward security and address key social and economic issues that would otherwise be ignored. But in all three countries, as different as each is, they remain marginalised in formal processes and under-represented in the security sector as a whole. Governments and the international community must do much more to support women peace activists.

The summer of 2006 was open season for political sniping at United Nations peace operations, bookended by wrangling over the Darfur conflict and the Israel/Hizbollah conflict in the Lebanon. In early June, a delegation of Security Council ambassadors visited Sudan to negotiate the deployment of around 15,000 troops to Darfur. They were promptly followed by the organisation's Under-Secretary General for Peacekeeping, Jean-Marie Guéhenno. But a combined total of a month's negotiations failed to deliver any deal.

On August 20, 2006, the Arab League committee on Sudan backed Sudanese president Omar al-Bashir's refusal of a UN peacekeeping force in the war-wracked Darfur region. At the UN Security Council, the only open critic of the proposal to send such a force is Qatar, the only Arab member of the Council. Within the week, President Bush responded by sending Assistant Secretary of State for Africa Jendayi Fraser to Khartoum as his special envoy carrying a personal letter to al-Bashir urging him to permit the presence of a robust UN peacekeeping force in Darfur. This decision by the Arab League has been a discouraging development, given that in June, Arab League secretary-general Amr Musa had urged Sudan to accept UN peacekeepers to replace the fragile 7,000-person African Union (AU) African Mission in the Sudan (AMIS). The Arab League's position represents a stark about-face. In the past, the Arab League had supported Sudan's refusal to agree to a UN peacekeeping force. The change of heart exposed the ambiguities that have long characterized relations between Sudan and the Arab League—particularly Sudan's neighbors Libya, Egypt, and Saudi Arabia.

210. Overcoming Obstacles to Humanitarian Assistance in Darfur

Civilians and internally displaced persons (IDPs) in Darfur, western Sudan, are increasingly being attacked by militia groups. At the same time, it is progressively more difficult to deliver humanitarian assistance to Darfur as aid agencies are hampered by increased banditry and continued obstruction by the government of Sudan (GOS). Moreover, the African Union Mission in Sudan (AMIS) does not offer adequate protection as it continues to operate with severe budgetary constraints, inadequate amounts of military officers and equipment, and a limited mandate that does not allow it to prevent incidents or respond sufficiently to attacks. On December 14, 2005, the Sudan Peace Forum of the United States Institute of Peace (USIP) convened to address the continuing challenges facing the delivery of humanitarian assistance in Darfur. Firsthand accounts of the humanitarian crisis were presented by Sloan Mann of the United States Agency for International Development; Michael Heller Chu of the United Nations Organization for the Coordination of Humanitarian Assistance; and Jonathan Morgenstein of USIP. Ambassadors Chester Crocker and Francis Deng co-chaired the meeting. This USIPeace Briefing summarizes the discussion on the rising insecurity faced by civilians in Darfur, the challenges facing AMIS, the response by the GOS, and the opportunities for the international community to facilitate humanitarian assistance in Darfur.
