Abstract:
This February, the Sudanese government launched a series of direct assaults on towns and villages in West Darfur that harkened back to the worst periods of violence since the current conflict in Sudan's western region began in 2003. Military aircraft, including Antonov transport planes used as bombers and helicopter gunships accompanied Sudanese Armed Forces and government-supported proxy militia in attacking the towns of Sirbu, Silea and Abu Siruj, among others. While these towns were located in a region controlled by the Justice and Equality Movement (JEM) rebel group, no evidence provided by the government of Sudan, international journalists or human rights groups indicates that rebel elements were present in these communities at the time of assault.

Sudan is known to most Americans today for the ongoing genocide in its western region of Darfur, yet the problems facing this country are more complex than many activists are aware. As the largest country in Africa and the size of the United States East of the Mississippi River1, Sudan faces many challenges, governance chief among them. Shaped by its history, modern Sudan experienced two phases of civil war between the North and South (1955-1972 and 1983- 2005) killing more than two million while displacing many millions more. In 2005, this conflict ceased with the signing of the Comprehensive Peace Agreement (CPA). However, it is in danger of erupting once again if CPA implementation continues to be delayed due to Khartoum's intransigence on many issues and the capacity challenges faced by the Government of Southern Sudan.

Analysts, policy makers and experts are now accepting that the conflicts in Chad and Sudan have mutually reinforcing dynamics. Chad's internal political instability is having devastating consequences on the peace processes in Sudan and the Central African Republic (CAR). The U.N. Security Council Sanctions Committee Panel of Experts on Sudan stated that Chad supports Sudanese insurgent groups with arms, ammunition, vehicles, food, training and safe haven. Violations of humanitarian law and international human rights continue unabated in the region and violators in eastern Chad operate in an environment of almost total impunity. A new U.S. Government strategy must be created to stabilize Chad and bring to an end the continued degradation of conditions in the region. This strategy must work in parallel with the peace process for Sudan and with the efforts led by the “Contact Group” to normalize Chad-Sudan relations.

Abstract:
“Eastern Africa” denotes the geographical area comprising the seven member states of the Intergovernmental Authority on Development (IGAD): Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, and Uganda. Tanzania is also included because it has had long historical and political interactions with Kenya and Uganda within the rubric of the East African Cooperation (EAC). The main challenges to human security in this region have originated from political and state fragility, resource scarcities, and environmental degradation. All these factors have contributed to a regional context that is characterized by intrastate conflicts, interstate wars, and political extremism. Raging civil wars and interstate conflicts have, in turn, produced forms of statelessness and marginality that have deepened societal insecurities and strained human livelihoods. Consequently, in addition to profound political instability and economic destitution, human security is arrayed against escalating communal violence, small arms proliferation, and massive movements of people within and beyond the region.

177. Northern Uganda: The Road to Peace, with or without Kony

Abstract:
The Juba peace process, intended to bring closure to the northern Uganda conflict and disarm Joseph Kony's Lord's Resistance Army (LRA), is failing. On 29 November, Kony failed again to appear at the Ri-Kwangba assembly point to sign the Final Peace Agreement (FPA). Since April, armed actions attributed (not always accurately) to the LRA resumed in Sudan's Western Equatoria state and the Bas Uélé district of the Congo (DRC). The LRA menace has moved out of Uganda, but the north does not yet have the certainty of sustainable peace. The government's reconstruction, development and oil exploitation policies will only bring peace if joined to a credible process of consultation over benefits and of reconciliation and measures to address the region's marginalisation from national institutions. Additional negotiations on insufficient aspects of the protocols, under a new format and supported by a military containment strategy, are also needed to disarm and reintegrate LRA fighters. For all this to happen, donor governments must adopt a more critical view of government intentions and performance.

Abstract:
The United States has made great efforts to encourage the full implementation of the Comprehensive Peace Agreement (CPA) and to end the unconscionable humanitarian suffering in Darfur. For the past eight years, President Bush has led the work of the US government on Sudan, through a massive humanitarian operation, an integrated development program, sustained and vigorous support for peacekeeping, and significant diplomatic efforts. Early in the administration, Senator John Danforth, whom President Bush empowered as his special envoy in 2001, used great creativity, commitment, and skill in helping to secure the groundbreaking signing in 2005 of the CPA. Deputy Secretary of State Robert Zoellick later devoted his efforts and attention to the crisis in Darfur, culminating in the signing of the Darfur Peace Agreement, and most recently, Special Envoy Andrew Natsios worked diligently through frequent travel to the region and coordination with international partners to bring relief to the people of Sudan.

179. Sudan's Comprehensive Peace Agreement: Beyond the Crisis

On 11 October 2007, the Sudan People's Liberation Movement (SPLM) announced it was suspending participation in the Government of National Unity because the National Congress Party (NCP) was not implementing key aspects of the 2005 Comprehensive Peace Agreement (CPA) that ended the generation-long, primarily North-South conflict. After months of highlevel meetings, military posturing and increasingly aggressive rhetoric, the parties agreed on a series of measures and drew back from the brink. The SPLM rejoined the government, which includes a reorganised cabinet, on 27 December. The immediate crisis has been defused, but underlying difficulties remain, and the risk of significant new fighting is growing in the Abyei area. Both parties must re-commit to full CPA implementation if peace is to hold, and the international community must re-engage robustly in support of the still shaky peace deal and recognise that CPA implementation would create the best environment for peace in Darfur and beyond.

180. Sudan's Southern Kordofan Problem: The Next Darfur?

The Comprehensive Peace Agreement (CPA) that ended Sudan's generation-long North-South civil war in 2005 is at risk in Southern Kordofan state, where many of the same ingredients exist that produced the vicious Darfur conflict. Both parties to that agreement, the National Congress Party (NCP) and the Sudan People's Liberation Movement (SPLM), who together form the Government of National Unity in Khartoum, have been guilty of mistakes and misjudgements there as they manoeuvre for partisan advantage in advance of national elections scheduled for 2009. Any strategy for addressing the problems must recognise that time is short. Concrete progress on integration and reform is essential to address the prospect of what could be a devastating new conflict. Rapid interventions are needed, well before the national elections.
