Abstract:
Violent Extremism is now recognized as a growing threat to peace and security in Africa, as exemplified by the recent terrorist attacks in Garissa, Abidjan, and Ouagadougou. While much of the policy discussion on Countering Violent Extremism (CVE) focuses on the return of radicalized foreign fighters to the West, less attention is directed to those foreign fighters who may eventually return from Iraq, Syria, and Libya to other areas of North Africa, the Maghreb, and the Horn of Africa. Tunisia is one of the world’s largest contributors to the Islamic State in terms of foreign fighters, with smaller contributions from Algeria, Morocco, Libya, Sudan and Somalia. Issues concerning the return of foreign fighters to Africa are particularly salient not only because these individuals may return to their communities, but also because they may link up with other extremist armed groups present across the continent. These include groups affiliated to either al-Qaeda or the Islamic State, such as Boko Haram, al-Shabaab, and al-Qaeda in the Islamic Maghreb (AQIM). Attempts to counter violent extremism began in Europe in the 1980s with the advent of programs to dissuade and disengage right-wing extremists in Norway, Sweden and Germany. Although no common definition exists, since that time CVE has come to be associated with a range of measures designed to prevent and reverse the radicalization of individuals and groups, and to forestall the participation of these groups and “lone wolves” in acts of terrorism. Given that CVE is preventative and reactive, different CVE strategies are necessary for different stages of the radicalization continuum, including for individuals and communities with no exposure to extremist networks, those with some exposure, and those already radicalized. The latter is often associated with attempts to shift extremists towards acceptance of more moderate ideologies and is known as “deradicalization.” In some ways, CVE is difficult to distinguish from conventional counter-terrorism, which often includes traditional military measures and the sharing of intelligence between nation states. However, because conventional counter-terrorism does not address the root causes prompting radicalization, policy interventions under the rubric of CVE have more recently been designed to focus attention on the grassroots factors, which may render certain individuals more susceptible to radicalization than others. Social exclusion, poverty, and a lack of education are often named as typical contenders in this regard, although CVE practitioners generally acknowledge that no single causal pathway to radicalization can be identified. Reflecting these general trends, this essay charts the development of African Union policy, from its roots in conventional counter-terrorism, to efforts to devise a continental strategy for CVE in Africa. It also outlines a number of policy measures, which any such continental strategy should take into account.

The Fletcher Security Review: Managed and edited by students at the Fletcher School of Law and Diplomacy, we build on the Fletcher School’s strong traditions of combining scholarship with practice, fostering close interdisciplinary collaboration, and acting as a vehicle for groundbreaking discussion of international security. We believe that by leveraging these strengths – seeking input from established and up-and-coming scholars, practitioners, and analysts from around the world on topics deserving of greater attention – we can promote genuinely unique ways of looking at the future of security. Each issue of the Review is centered around a broad theme – in this issue, we tackle “Money & War.” Money influences every aspect of warfare, conventional or unconventional. No nationstate military, insurgent group, terrorist network, trans-national criminal organization, or hybrid actor can be understood, or countered, without knowing where the money is coming from – as well as where, and how, it gets spent. Evolutions and revolutions in financial tools and practices quickly translate to transformations in military affairs, and some cases, vice versa.

A prolific writer and reporter, James Copnall was the BBC’s Sudan correspondent from 2009- 12 and covered South Sudan’s independence, the Darfur war, rebellions, and clashes between both the Sudans. He has also reported from over twenty other African nations. His latest book, A Poisonous Thorn in Our Hearts - Sudan and South Sudan’s Bitter and Incomplete Divorce deals extensively with the conflict engulfing the Sudans from various perspectives. Earlier this year, he sat down with the Fletcher Security Review to give some perspective on recent developments.

As the Executive Director of the World Peace Foundation, Professor Alex de Waal is considered one of the foremost experts on Sudan and the Horn of Africa. His scholarly work and practice has also probed humanitarian crisis and response, human rights, HIV/AIDS and governance in Africa, and conflict and peace-building. In 1988, he received a D.Phil. in social anthropology at Nuffield College, Oxford for his thesis on the 1984-5 Darfur famine in Sudan. He was the first chairman of the Mines Advisory Group at the beginning of the International Campaign to Ban Landmines. He set up two independent human rights organizations, African Rights (1993) and Justice Africa (1999), focusing respectively on documenting human rights abuses and developing policies to respond to human rights crises, notably in Rwanda, Somalia and Sudan. From 1997 to 2001, he focused on avenues to peaceful resolution of the second Sudanese Civil War. In 2001, he returned to his work on health in Africa, writing on the intersection of HIV/AIDS, poverty and governance, and initiated the Commission on HIV/AIDS and Governance in Africa. During 2005-06, deWaal was seconded to the African Union mediation team for Darfur and from 2009-11 served as senior adviser to the African Union High-Level Implementation Panel for Sudan. He was on the list of Foreign Policy’s 100 most influential public intellectuals in 2008 and Atlantic Monthly’s 27 “brave thinkers” in 2009.

Side switching by armed groups is a prominent feature of many civil wars. Shifts in alignment have far-reaching consequences, influencing key outcomes such as civil war duration and termination, military effectiveness, levels of civilian victimization, and state-building prospects. In Sudan's wars, ideological and ethnic cleavages have not influenced factional alignments nearly as much as one might expect given the prominence of clashing political projects and ethnically organized violence in southern Sudan and Darfur. Recent explanations highlighting the role of territorial control, factional infighting, or relative power considerations also have limited value. In many wars fought in weak states characterized by low barriers to side switching, two mechanisms explain patterns of collaboration and defection: first, political rivalries that lead actors to collaborate in exchange for military support in localized struggles; and second, patronage-based incentives that induce collaboration for material gain. A nested analysis drawing on original data from wars in southern Sudan and Darfur supports this argument. The findings have implications for understanding alignments in civil wars, the role of weak states in counterinsurgency, and ethnic politics more generally, as well as policy relevance for factionalized civil wars.

79. Sudan: The Prospects for "National Dialogue"

Prospects for an inclusive national dialogue President Omar al-Bashir promised in January 2014 are fading, making a soft-landing end to Sudan's crises more doubtful. Sceptics who warned that the ruling party was unwilling and unable to make needed concessions have been vindicated. Peacemaking in Darfur and the Two Areas (Blue Nile and South Kordofan) and potential merging of these negotiations with the national dialogue were dealt a blow with suspension of African Union High-Level Implementation Panel (AUHIP)-mediated “parallel” talks in Addis Ababa in December. A separate German-backed initiative has elicited a more unified and constructive approach from the armed and unarmed opposition, but no breakthrough yet. The government still holds many cards – including formidable means of coercion – and has little sympathy for the increasingly unified demand of the armed and political opposition for a really inclusive process and true power sharing. Unless both sides give ground, a continuation of intense war and humanitarian crises is inevitable.

Violence in the Darfur region of Sudan's far west continues unabated. Some 450,000 persons were displaced in 2014 and another 100,000 in January 2015 alone, adding to some two million long-term internally displaced persons (IDPs) since fighting erupted in 2003. The government remains wedded to a military approach and reluctant to pursue a negotiated national solution that would address all Sudan's conflicts at once and put the country on the path of a democratic transition. Khartoum's reliance on a militia-centred counter-insurgency strategy is increasingly counter-productive – not least because it stokes and spreads communal violence. Ending Darfur's violence will require – beyond countrywide negotiations between Khartoum, the rebel Sudanese Revolutionary Front (SRF) coalition and unarmed players – ad-dressing its local dimensions, within both national talks and parallel local processes.
