Abstract:
Las relaciones entre España y América Latina siempre han conformado un pilar en la estrategia de integración internacional del país ibérico. No obstante, ante la singular coyuntura que supone el auge exponencial de China en la región latinoamericana, ¿qué riesgos afronta hoy España en América Latina? ¿Ha influido dicha coyuntura en las líneas maestras de acción exterior de España hacia la región? Este artículo arroja algo de luz en torno a tales preguntas, y su conclusión es doble. Por un lado, sugiere que el desembarco chino supone un serio desafío para España. Por otro, se sostiene que la política exterior española ha hecho coexistir tres tipos de actitudes como respuesta: una más continuista, otra que capitaliza esta nueva coyuntura y busca aprovechar sus oportunidades, y una última más reactiva a las amenazas que suscitaría la pujanza china en América Latina.

Abstract:
This paper will examine two theoretical perspectives about International Security, through the theoretical framework of IR (International Relations) Debates. The focus will be on “thin cosmopolitarianism” and offensive liberalism. Both approaches emphases the linkage between international security and human rights as the core of ideas and practices in the field. International Security has a central role in IR contemporary debates and within them has emerged proposals that pursue the aim of presenting innovative forms and contents for security. Among those approaches experts highlights critical views of cosmopolitarianism and a specific form of liberalism called offensive or interventionist, usually associated with USA security policies. Particularly, this last perspective has not received enough attention in Spanish IR literature. Therefore, the aim of this paper is to review, to compare and to call into question both perspectives, considering that as a basis for analyze international security-human rights relationship.

4. The challenges facing the ‘new’ Spain

Although some Spaniards joke that the country has got along fine with a caretaker government for 315 days, this year has been a lost one. There are some pressing issues that need to be tackled now that there is finally a functioning government. But the new Popular Party (PP) government no longer has an absolute majority. As a minority administration it will have to negotiate its laws and reforms in a deeply fragmented parliament, the result of the upending of the PP and the Socialist Party (PSOE) by two new parties, the far left Unidos Podemos (UP) and the centrist Ciudadanos (C’s). The government has a lot on its plate, including the following: (a) belatedly approving the budget for 2017 and meeting the EU’s threshold for the deficit (3% of GDP) in 2018 (a target imposed by Brussels that the PP persistently missed); (b) deciding what to do about the push for independence in Catalonia (the region’s government says it will hold a referendum on the issue in September 2017 regardless of whether the central government approves it or not); (c) cleaning up corruption in the political class; (d) making the judiciary more independent; (e) possibly deepening the labour market reforms in a bid to reduce the still very high unemployment rate (18.9%); (f) reforming an education system whose early school-leaving rate of 20% is close to double the EU average; (g) bolstering the ailing pension system hit by a sharp fall in the number of social security contributors and a rapidly ageing population; and (h) making its voice heard more in the post-Brexit debate.

Han transcurrido tres años desde que la Fundación Alternativas elaboró el primer informe sobre el estado de la Cultura en España. En aquella ocasión, después de hacer un repaso de la situación en los diferentes sectores culturales, se llegó a la conclusión de que nuestras políticas culturales obtenían un aprobado raspado, pues nunca ha sido nuestro fuerte, como país, dedicar la debida atención en medios, al mundo de la cultura. A tenor de este II Informe que, con el título «La salida digital», publicamos ahora, seguramente no obtendría, nuestra cultura, ni tan siquiera un modesto aprobado y quiero dejar claro, con el fin de evitar confusiones, que cuando hablamos de la situación o estado de la cultura no nos referimos a los creadores culturales que los hay en abundancia y de gran mérito, sino a las políticas culturales que se realizan, ya sea desde el ámbito público como privado. He sostenido, desde hace tiempo, que España reúne las mejores condiciones para ser una potencia cultural, aunque solo fuera por ese arma formidable que es su lengua, la segunda más hablada del mundo y con tendencia a la expansión. No obstante, desde los poderes públicos y desde instancias privadas, no se le presta el apoyo debido, ya sea en términos de legislación, de fiscalidad, de patrocinio o institucional. No es normal que en un momento de grave y sostenida crisis económica, como la actual, se haya castigado fiscalmente a nuestras industrias culturales, se haya recortado de manera drástica la inversión en cultura, se hayan deteriorado las condiciones laborales de sus actores o se haya eliminado el Ministerio de las Culturas, por solo mencionar algunos estragos.

Abstract:
The contribution analyzes whether the terrorist financing offence as defined in international conventions is punishable under the Spanish criminal legislation. The analysis concludes that not all elements of the international offence are included in the Spanish legislation, and that a reform of the Spanish penal code is necessary. However, a 2008 draft reform approved by the Spanish government introduces this offence and consists of a literal copy of the international instruments. It seems appropriate to take into account the peculiarities of Spanish criminal law when adopting international standards.

8. Making sense of Sarkozy's Union for the Mediterranean

resident Sarkozy's proposed Union for the Mediterranean (or UMed) has so far been poorly conceived and, to say the least, awkwardly presented politically. However this does not mean that nothing good can come of it. The Barcelona process and its confusing combination with the European Neighbourhood Policy (ENP) have neither been a disaster nor a brilliant success. There is a case for streamlining a single European Mediterranean policy, rationalising and properly integrating Barcelona, the ENP and new ideas that the UMed initiative may produce. Both Italy and Spain as well as the South Mediterranean states themselves appear concerned not to undermine the existing structures (Barcelona and ENP). Steps could be made to lighten the overweight participation of the EU and all its 27 member states in too many meetings with too many participants and too few results, drawing on models that have emerged in the EU's Northern maritime regions. However, the EU as a whole will not agree to delegate the essential initiative on strategic matters to just its Southern coastal states – as has been made clear in recent exchanges between President Sarkozy and Chancellor Merkel. In addition the EU will also want to maintain a balance between its Northern and Southern priorities, and if the UMed becomes a new impetus for the South, an equivalent but different policy move can be contemplated for the EU's East European neighbours

Abstract:
The main purpose of this paper is to examine the foreign trade patterns and/or specialization in foreign trade of three EU member countries – namely, Greece, Portugal, Spain, and candidate country Turkey – and to compare the foreign trade patterns with the EU/12 in the period 1995- 2005. The paper is divided into seven main sections. The first section summarizes the export and import developments of the countries in question between the years 1995 and 2005. The second section describes the methodology and data sets. Empirical analysis is found in the third section, where in five subsections we investigate international competitiveness and trade specialization using different indices. In the fourth part of the research we compare the dynamic products in world exports with dynamic products in the exports of the four countries. The final section gives brief conclusions drawn from the results and considers the future position of Turkey within the enlarged EU. In this research we do not intend to explain why the foreign trade patterns are different in the considered countries. We simply try to show whether and where there are any differences in foreign trade specialisation among the four countries and EU/12.

10. The EU Border Management Strategy: FRONTEX and the Challenges of Irregular Immigration in the Canary Islands

Abstract:
The EU is developing a border management strategy aiming at an "integrated and global response" to the challenges posed by the phenomenon of irregular immigration through the common external borders. "The Southern maritime borders" constitute one of the main targets addressed by this strategy. On November 2006, the European Commission published a communication calling for the reinforced management of the EU's Southern maritime borders and for the maximisation of the capacities of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union – FRONTEX. This paper provides some reflections about these current policy approaches by looking at the nature, scope and practical implications of the implementation of the Integrated Border Management strategy and its relationship with a common EU immigration policy. After assessing the latest policy developments in these areas, we raise a number of questions about some of the functions and capacities carried out by FRONTEX, and present a series of vulnerabilities characterising the joint operations coordinated by this Community body taking the example of the operations HERA I, II and III in the Canary Islands (Spain).
