1. Threats, Instability and Disruption in Europe’s South

Abstract:
Russia’s intervention in Syria in September 2016 turned out to have much broader objectives. The development of air and naval bases provided Moscow with platforms for operations in the Mediterranean and in Sub-Saharan Africa. The delivery of S-400 missile systems to Turkey added another major strategic gain. The European Union is faced by broad challenges on its South, with a sharp decline in rule of law, political instability, and a surge in authoritarianism. Wider phenomena such as climate change, demographic trends, and criminal activities of human trafficking networks add to the challenges. ISIL is still a threat too. Turkey’s choice of disruptive policies has perplexed EU and NATO leaders in the recent past. Tensions with the EU have risen due to challenges to maritime boundaries and sovereignty of Cyprus and Greece. Although largely a consequence of Russia’s invasion of Ukraine, the European Union’s major foreign policy initiatives in 2022 have marked a watershed moment and constitute a useful precedent for the Union’s policies with third countries. In the near future, the EU will have to invent a new format, distinct from accession, for its relationship with the countries of ‘Wider Europe’ and to use its now diversified ‘foreign policy toolbox’ in a coherent and effective fashion.

On NATO’s entire Eastern and South-Eastern flank, the Allies face a major, pressing and subtle challenge. Using sub-conventional grey zone tactics, Moscow has repeatedly tried, and at times succeeded, in expanding its influence, eroding international norms, undermining the rules-based in- ternational order, and shifting the balance of power in its favour. Preventing Russia from launching such op- portunistic acts of aggression is particularly import- ant because its armed forces are developing the ability to attack quickly – under the cover of increasingly capable defences – countries on their periphery in a clear effort to impose a fait accompli.1 NATO countries are at a particular disadvantage in this type of compe- tition. Their force structures consist of expensive and technologically complex information-gathering platforms, such as satellites and manned aircraft, which due to their high costs are also scarce and employed with reluctance by states who generally hesitate to put them in harm’s way. Additionally, the prohibitively high cost of these platforms deters some countries from investing in these types of capabilities. As debates within NATO about cash, capabilities and contributions continue to hold the stage, highlighting Allies’ needs for different types of capabilities – less expensive, more resilient, and relatively more disposable – is important.2 Equal- ly critical is the need for Allies to develop new concepts of operations as well as new organi-zations to employ them effectively. The solution may not involve fielding exotic new capabilities so much as employing existing ones in innovative ways. It will also benefit greatly from approaches that allow Allies and partners to participate fully. If we do not adapt, we risk being surprised by potentially catastrophic events in a future conflict.

Abstract:
Authoritarianism has become a major buzzword of global politics today. But the public debate has often focused on headline-catching cases of democratic decline. In the European Union (EU), Hungary and Poland, have tended to dominate discussion and critique with the implication that a modern-day ‘containment’ strategy might suffice to withstand the authoritarian advance. This brings dangers for how we think about politics in Central, Eastern and South-Eastern Europe (CESEE), involving a problematic reading of the region as a source of threat to democracy, rather than a theatre for its renewal. This new LSE IDEAS report, Authoritarian protectionism in Central, Eastern and South-Eastern Europe: diversity, commonality and resistance, seeks to provide a wider regional contextualisation through the examination of Hungary and Poland in tandem with four other case studies in the region: Bulgaria, Czech Republic, Romania and Slovakia. The paper argues that the recent histories of these states provide a vantage point for reflection on the broader tendencies driving democratic decay globally. As the populaces of these states have shown tremendous civic energy in their willingness to resist authoritarianism, often in very large numbers, these case studies also point to the need to re-frame how this topic is discussed in the European public sphere. They suggest we should highlight how events in the region may be a harbinger of new opportunities for democratic advance. The snapshot comparative analysis of these states is undertaken through the frame of what the author, Dr Luke Cooper, calls authoritarian protectionism. This emphasises the importance of a politics of ethnonational partisanship to the contemporary challenge to democracy. In the cases examined in the report, authoritarian protectionism draws particular attention to the coherence that exists amongst such actors– despite the fact the examples are drawn from the left, centre and right of the political spectrum.

4. Are Agri-Food Workers Only Exploited in Southern Europe?

Abstract:
In recent years, several studies have reported on the exploitation endured by migrant workers in Southern European Union member states—especially in sectors such as agriculture and food production. However, there has been much less focus on the North. New research now shows that agri-food workers in Northern Europe also face poor and even abusive conditions. In this light, Are Agri-Food Workers Only Exploited in Southern Europe? focuses on production in Germany, Netherlands, and Sweden. These three EU member states have stronger social protections than Italy, Spain or Greece—yet the dynamics driving wage compression and the violation of workers’ rights are like those in Southern Europe. This publication provides recommendations on how the EU and national governments can act to make Europe’s agri-food system more sustainable, benefiting farmers, consumers, workers, and the environment.

5. Has the “External Constraint” Contributed to Italy’s Stagnation? A Critical Event Analysis

Abstract:
Has the strategy of the “external constraint” (voluntarily limiting the country’s policy-mak- ing discretion by tying it to the European mast) contributed to Italy’s stagnation over the past twenty-five years? The existing literature is divided on this question. The dominant in- terpretation is that Italy’s stagnation is due to insufficient liberalization, and that the exter- nal constraint has had no negative and even a positive influence. An alternative interpreta- tion emphasizes the demand compression and supply-side effects of the external constraint. Based on three case studies of public debt management, privatization, and labor market policy, this paper reconstructs the process by which the external constraint has affected out- comes. It argues that it has had a negative impact, but more as a necessary condition than as a sufficient one. In other words, it would probably have been possible to manage the exter- nal constraint differently to produce better outcomes, but without the external constraint, the stagnation would likely have been less deep.

6. Is the Euro up for Grabs? Evidence from a Survey Experiment

Abstract:
The COVID-19 pandemic may lead to a resurgence of the euro crisis. In this context, Italy seems particularly vulnerable: support for the euro is lower than in most other eurozone countries, and a possible exit could have serious consequences for the common currency. Based on a novel survey experiment, this paper shows that the pro-euro coalition is fragile in Italy and preferences are malleable. They are heavily dependent on the perceived costs of continued membership, as a majority of Italians would opt for Italexit rather than accepting a bailout plan requiring the implementation of austerity policies. Individuals who feel they have not benefited from the euro are most likely to support exit when faced with the pros- pect of austerity. This suggests that, differently from Greece, where voters were determined to remain in the euro at all costs, the pro-euro coalition may crumble if Italy is exposed to harsh conditionality.

8. The Union for the Mediterranean Ten Years After Its Foundation - How to Overcome the Frustrated Ambitions

Abstract:
It is a busy diplomatic period among the Heads of State and Ministers of Foreign Affairs of the European Union and the Mediterranean countries. On the 24 and 25 February 2019, the EU and the League of Arab States (LAS) are set to hold their very first Euro-Arab Summit at the level of heads of state. The two regional blocks are meant to focus on “stability” and “migration”, going back to prioritising the security and stability agenda over the promotion of democracy and human rights. The aim is also to forge a new European-African Alliance, where Arab countries must play a necessary bridging role. This goal already questions whether the centre of gravity of EU-Arab cooperation is moving away from the Mediterranean to Africa. A few months back, the Conference of Mediterranean Ministers of Foreign Affairs – that includes all EU countries and 10 Arab countries – marking the tenth anniversary of the Union for the Mediterranean (UfM), was held on the 8th of October 2018. However, it passed almost unnoticed on mainstream media. The event could be considered as an achievement in itself given that it gathered the 43 UfM countries, with their divergent and sometimes antagonistic geopolitical agendas – including Israel, Turkey, alongside the European and Arab countries – and allowed to reaffirm a rhetorical commitment to this regional partnership that focuses more on the socioeconomic issues. The Conference did not manage to produce a formal conclusive document, but just a mere declaration signed by the co-presidents1 . The UfM Conference was followed more recently by the Meeting of Foreign Affairs Ministers of the 5+5 dialogue (Western Mediterranean Forum2 ) on 18 and 19 January 2019, where parties adopted a declaration focused on reinforcing western Mediterranean ties focusing on “sustainable development, youth, migration and mobility”3 . The Union for the Mediterranean (UfM) ten years after its foundation - How to overcome the frustrated ambitions 2 In that regard, France is pushing for its initiative of the “Summit of the two shores”, announced by President Macron, that will take place on the 24th of June 2019 in Marseille. It aims to revive the 5+5 Dialogue format, with 10 of the 43 countries of the UfM, while making it more inclusive and less government-driven, including civil society and all actors of the “voices of the Euro-Mediterranean dialogue”. It proposes a new “Mediterranean policy”, hinting on the existing failures of the UfM formula4 . In this paper, the authors zoom in the UfM, today considered, within the Mediterranean countries political and diplomatic circles, as a positive forum for formal political dialogue among its 43 member-states. However, throughout the past ten years, none have passed without analysts or politicians asking for revitalisation and necessary changes in the partnership, which lacks depth and vision. If you address the 43 capitals of the UfM, you are likely to find at least 20 different interpretations of the value and meaning of this somehow forgotten partnership. The EU, on a discursive level, presents the UfM as a model for regional integration complementing its Neighbourhood policy. Southern Mediterranean countries, on their end, continue to maintain low profiles, showing their moderate interest in an organisation which has failed to become a partnership based on equal footing – one country, one vote- that would increase regional economic integration with the EU. Critical security and geopolitical issues are put on the discussion table outside the UfM’s realm, through the League of Arab States or 5+5 Dialogue. The partnership’s lack of coherence and articulation with the other forums and partnerships (Neighbourhood Policy, 5+5, EU-Arab League) contributes to its weakening. At a time when multilateralism is vilified all around the world, when the EU is internally divided and marked by the rise of nationalist populist forces and securitydriven agendas; at a time when the Arab world, all the more divided, stands far from the short-lived optimism brought by the Arab Springs, is the Mediterranean agenda going to be central to its member states’ international cooperation? Will the UfM hold a central place in the Mediterranean agenda and more broadly EU-Arab relations, or just be one of many actors? Despite all its shortfalls, the authors believe in the added value of the UfM forum to advance people-centred socioeconomic models. From Clans to Co-ops explores the social, political, and economic relations that enable the constitution of cooperatives operating on land confiscated from mafiosi in Sicily, a project that the state hails as arguably the greatest symbolic victory over the mafia in Italian history. Rakopoulos’s ethnographic focus is on access to resources, divisions of labor, ideologies of community and food, and the material changes that cooperatives bring to people’s lives in terms of kinship, work and land management. The book contributes to broader debates about cooperativism, how labor might be salvaged from market fundamentalism, and to emergent discourses about the ‘human’ economy.

Abstract:
The political transformation in the post-communist Croatia was driven by the aspiration to become a constituent of 'the Western club', besides the idea of regaining the sovereignty and statehood. The EU was perceived as an attractive model of political stability and economic wellbeing, where membership is not easy to achieve but worth struggling for. On the other hand, NATO was regarded as an optimal framework for the functional conceptualisation of the national security in the long run. Basically, it was quite clear that the country with rather limited capacities would be incapable to individually guarantee its national security in a highly volatile and complex international environment. These two fundamental foreign-policy orientations became 'two sides of the same coin' in Croatia's endeavour to become a full-fledged member of the transatlantic community and institutions.
