Abstract:
One needn’t have a preference among the 23 candidates who contested for the presidency of Zimbabwe last summer to find the overall result of the elections deeply disappointing. What had been billed as a chance to turn the page on Zimbabwe’s international isolation, economic collapse and politics of fear instead exposed continued political violence, the unwillingness of the powers that be in the ruling Zimbabwe African National Union–Patriotic Front (ZANU-PF) to create a genuinely level playing field for political competition and elites’ overall contempt for average citizens. But while all of this makes it tempting to write off hopes for meaningful change in Zimbabwe, it is possible that the country is only at the beginning of a long and slow transition—the same process of reimagining the underpinnings of the state that is underway in many of its southern African neighbors.

Abstract:
This article assesses the state of democracy in South Africa, twenty-five years after Nelson Mandela and the African National Congress (ANC) came to power. The ANC won its sixth straight election in 2019, led by presidential candidate Cyril Ramaphosa. Yet the party faced a strengthened challenge from the populist left, and the 2019 contest saw the smallest ANC majority and the lowest turnout of any general election since the end of apartheid. This article argues that the most fundamental test for South Africa’s democracy has been dislodging the corrupt networks of “state capture” entrenched under former president Jacob Zuma. Civil society, opposition parties, accountability agencies, and the ANC itself succeeded in removing Zuma before the end of his term, but the task of rebuilding public trust remains.

Progress toward institutionalizing the norm of presidential term limits in Africa has been mixed. Leaders in 5 countries have evaded term limits since 2015, bringing the number of countries lacking term limits to 18. In contrast, 21 African countries have upheld presidential term limits, and an additional 15 now have such limits on the books. These limits, in turn, have wide-ranging implications

Progress toward establishing this norm has been mixed, however. Abstract:
Violent Becomings conceptualizes the Mozambican state not as the bureaucratically ordered polity of the nation-state, but as a continuously emergent and violently challenged mode of ordering. In doing so, this book addresses the question of why colonial and postcolonial state formation has involved violent articulations with so-called ‘traditional’ forms of sociality. The scope and dynamic nature of such violent becomings is explored through an array of contexts that include colonial regimes of forced labor and pacification, liberation war struggles and civil war, the social engineering of the post-independence state, and the popular appropriation of sovereign violence in riots and lynchings.

Mozambique is described as the third most exposed African country to the risks of disaster, particularly floods, cyclones and drought. It is one of the world’s worst affected countries in terms of climate change, resulting in high levels of poverty and vulnerability, and major impacts on natural resources and physical infrastructures. Oxfam is building the capacity of Mozambique’s civil society so it can effectively participate in disaster management, directly support affected and vulnerable people, and, in terms of the humanitarian situation, have a critical vision and voice.

Ms. Madonsela is the former Public Protector of South Africa, Chairperson of the African Ombudsman Research Center in South Africa, and one of the drafters of the South African post-Apartheid constitution. She has been in the spotlight during the last year for a report she filed before leaving the Office of the Protector regarding the connection between South African President Zuma and Indian-South African lucrative businessmen Ajay, Atul, and Rajesh Gupta. The report “details a disturbing web of influence exerted over parts of the South African state by a powerful family of Mr. Zuma’s chums”,[1] the Gupta family. The report indicates that the Gupta family was involved in political appointment, including that of the South African finance minister.

he Sub-Regional Office for Southern Africa (SRO-SA) of the United Nations Economic Commission for Africa (UNECA) and the African Peacebuilding Network (APN) of the Social Science Research Council (SSRC) organized a seminar on “Conflict, Peace, and Regional Economic Integration in Southern Africa: Bridging the Knowledge Gaps and Addressing the Policy Challenges.” It was held at AVANI Victoria Falls Resort, Livingstone, Zambia, from October 7 to 8, 2015. The seminar was the inaugural edition of the SRO-SA Southern Africa Sem- inar Series, an informal and frank forum in which academics, policymakers, and other stakeholders have the opportunity to discuss key development is- sues that affect the region. The purpose of the seminar was to sort out issues related to the causes of conflict in Southern Africa, the scope for regional responses and implications, the role of civil society in conflict mediation, the related issues of xenophobia and migration, the interaction of gender and conflict, and the importance of governance for economic development and to elicit perspectives from other regions. Despite promising economic and political developments, the regional in- tegration agenda in Southern Africa faces a number of growing challenges. The skewed nature of economic growth has resulted in in-country and cross- border migration in the region, as people search for employment and better living conditions. Furthermore, inequities in the distribution of income and wealth have inflamed tensions and led to a surge in social and political conflict within member states.
