Abstract:
No part of Indonesia generates as much distorted reporting as Papua, the western half of New Guinea that has been home to an independence movement since the 1960s. Some sources, mostly outside Indonesia, paint a picture of a closed killing field where the Indonesian army, backed by militia forces, perpetrates genocide against a defenceless people struggling for freedom. A variant has the army and multinational companies joining forces to despoil Papua and rob it of its own resources. Proponents of this view point to restrictions on media access, increasing troop strength in Papua of the Indonesian armed forces (TNI), payments to the TNI from the giant U.S. copper and gold mining company, Freeport, and reports by human rights organisations as supporting evidence for their views.

The Indonesian police are closing in on Noordin Mohammed Top, South East Asia's most wanted terrorist. In a dramatic pre-dawn raid on 29 April 2006 in Wonosobo, Central Java, they shot and killed two members of his inner circle and arrested two others. If and when they capture Noordin, they will have put the person most determined to attack Western targets out of commission. But the problem of Noordin's support structure will still have to be tackled.

The legacy of “losing” Timor-Leste (East Timor) continues to haunt Indonesia, affecting attitudes toward Aceh and Papua, heightening suspicions about foreign intervention, complicating relations with Australia and perpetuating fears for territorial integrity. Despite this legacy, the shared land border has been mostly peaceful: the policy focus there should be as much on establishing the infrastructure for legal trade as on improving security.

Abstract:
Aceh is the only part of Indonesia that has the legal right to apply Islamic law (Shari'a) in full. Since 1999, it has begun slowly to put in place an institutional framework for Shari'a enforcement. In the process, it is addressing hard questions: What aspects should be enforced first? Should existing police, prosecutors and courts be used or new entities created? How should violations be punished? Its efforts to find the answers are being watched closely by other local governments, some of which have enacted regulations inspired by or derived from Shari'a. These moves in turn are sparking a raging debate in Indonesia about what role government at any level should play in encouraging adherence to Islamic law and how far the Islamisation drive will or should be allowed to spread.

445. The Determinants of Loan Contracts to Business Firms: Empirical Evidence from a Private Bank in Vietnam

This paper deals with loan contracting from a private bank in Vietnam. We focus on the main loan contract features that the bank uses in lending to business firms, namely loan maturity, collateral and loan interest rate. Based upon the simultaneous equation model of Dennis et al. (2000) and the bank's loan contracting policies, we examine the possible interdependency of the three different loan contract terms. Also, we try to determine which firm characteristics and exogenous factors are relevant for loan contracts. We find strong interdependencies between these contract terms with significant bi-directional relationships between collateral and loan maturity, loan rate and loan maturity, and a uni-directional relationship between loan rate and collateral. The conflicting signs within the collateral–loan maturity relationship and the loan interest rate–loan maturity relationship can be explained by our hypothesis that the choice for a certain loan maturity is primarily determined by borrowers' behaviors, whereas the loan rate and the collateral requirements are primarily determined by banks policies. In addition, our results support the relevance of firm quality, agency costs of debt and relationship lending in loan contract design.

446. Globalization and Rural Poverty: A Perspective from a Social Observatory in the Philippines

Using a rice village in the Philippines as a social observatory, the impacts of modernization forces under globalization on rural poverty are assessed based on data collected from recurrent household surveys over the past three decades. After cultivation frontiers closed in the early 1950s relentless population increases continued to press hard on limited land resources in this village. This pauperizing force was counteracted to some extents by the development of irrigation systems followed by the diffusion of modern high-yielding varieties of rice. However, the much more important factor that prevented poverty incidence from increasing and income inequality from worsening was identified as the expansion of non-farm employment opportunities resulting from the increased integration of this village with wide urban and foreign markets. This finding does not lend support to the popular assertion that the encroachment of markets into traditional agrarian communities tends to result in greater inequality and misery of the poor.

Faced with its worst crisis since gaining independence in 1999, the new nation of Timor-Leste is once again the subject of upcoming UN Security Council resolutions that call for the reintroduction of peacekeeping forces and international police. Timor's embattled prime minister, Mari Alkatiri, has left the government after the threatened resignation of the popular president, Xanana Gusmao. Australian-led troops are trying to stabilize the situation while the UN conducts an assessment in anticipation of deployment of a new peacekeeping force.

Abstract:
A UNIQUE AND SUCCESSFUL INTERNATIONAL POLICY EXPERIMENT has been under way in Cambodia for the last six years. In the country's export apparel factories, working conditions and labor rights are monitored by inspectors from the International Labor Organization (ILO), an international public organization. The results of the inspections are published in credible, highly transparent reports that describe in detail whether the factories are in compliance with national labor laws and internationally agreed basic labor rights. These reports are published on the Internet, and a range of Cambodian and international actors use them. The U.S. government uses the reports as a key input for decisions under an innovative scheme that allows Cambodian firms to sell more apparel in the U.S. market if they improve working conditions and respect workers' rights. Private retail apparel firms that buy from Cambodian factories also use the reports. These buyers, conscious of their brand reputations, use the reliable information they find in the reports to steer orders toward compliant factories and away from noncompliant ones.

It is doubtful that the Bush administration will be very successful advancing America's image in the Islamic world as long as its representatives have such trouble telling the truth. A case in point took place on October 21, when U.S. Undersecretary of State for Public Diplomacy Karen Hughes was talking before a group of university students in Jakarta, the capital of Indonesia, the world's largest Muslim country. As she has found elsewhere in her visits in the Islamic world, there is enormous popular opposition to the U.S. invasion of Iraq and the ongoing U.S. counter-insurgency war.
