291. Reaching for Justice: The participation of victims at the Extraordinary Chambers in the Courts of Cambodia

Abstract:
The Extraordinary Chambers in the Courts of Cambodia (ECCC) is the first international or internationalised tribunal to include the participation of victims as Civil Parties during the trial. There was a steep learning curve regarding management of victims' involvement in the first trial. There was initially insufficient funding allocated to support victims' participation, with late establishment and understaffing of victim support at the ECCC. Cambodian non-governmental organisations (NGOs) have proved instrumental in ensuring the submission of Civil Party applications, legal representation and other forms of support for Civil Parties throughout the process and played a pivotal role in outreach activities. Donors should consider financing NGO and civil society activities that support victim participation, in order to maximise the impact of the significant expenditures they are often allocating to the ECCC. The challenges and successes of the first trial provide lessons not only for future ECCC cases but also for other courts concerning the participation of victims such as the International Criminal Court.

This book is about alignment politics in the Global South. By alignments, I refer specifically to agreements between two or more states to undertake defense-related security cooperation. In the pages that follow, I attempt to address a critical question for international relations theory and practice: how do the small states and middle powers of the Global South tend to align with the great powers in pursuit of their security interests?

Abstract:
Under-performance on the Millennium Development Goals (MDGs) and conflicts are connected such that the former can catalyse or prolong the latter. This Insight looks at Southeast Asia, where intrastate conflicts and violence have plagued countries for years. Three socially vulnerable groups experiencing inequality in access to outcomes of projects on the MDGs are identified - women and youth in rural areas and internally displaced persons (IDPs). The propensity for such inequality to incite and prolong conflict is examined.

This synthesis provides the main findings of the Food Security Expert Group Meeting which was convened by the RSIS Centre for Non-Traditional Security (NTS) Studies in Singapore on 4–5 August 2010. The Meeting brought together experts from multilateral and bilateral agencies, international and regional organisations, universities, agribusiness firms and relevant Singapore government agencies. The Meeting aimed to examine the context of urban food security relative to global food security and rural food security; explore the development of an ASEAN (Association of Southeast Asian Nations) Food Security Management Information System; assist in developing a research agenda on urban food security; and identify possible roles for Singapore in the global food system.

296. Stalemate in Southern Thailand

The deadly conflict in Thailand's predominantly Malay Muslim South is at a stalemate. Although military operations might have contributed to the reduction in violence, the government of Prime Minister Abhisit Vejjajiva has made little effort to tackle the political grievances that drive the insurgency. A limited unilateral suspension of hostilities offered by rebels has met no significant response. Draconian laws that grant security forces sweeping powers remain imposed while justice for serious cases of past abuse remains unaddressed and torture of suspects continues. As bloody anti-government protests in Bangkok distracted the nation in early 2010, the death toll in the six-year-long insurgency steadily climbed. The conflict in the Deep South remains on the margins of Thai politics and unresolved. A paradigm shift is needed to acknowledge that assimilation of Malay Muslims has failed and that recognition of their distinct ethno-religious identity is essential. Dialogue with insurgents and reform of governance structures remain two missing components of a comprehensive political solution.

297. The Impact of Migration and Remittances on Wealth Accumulation and Distribution in Rural Thailand

Abstract:
This paper studies the impact of internal migration and remittance flows on wealth accumulation and distribution in 22 rural villages in Nang Rong, Thailand. Using data from 943 households, the study constructs indices of household productive and consumer assets with principal components analysis. The changes in these indices from 1994 to 2000 are modeled as a function of households' prior migration and remittance behavior while correcting for potential selectivity bias with propensity score matching. The findings show that rich households face a decrease in productive assets due to migration of their members, while poor households with migrants gain productive assets and improve their relative status in their communities. These results suggest an equalizing effect of migration and remittance flows on wealth distribution in rural Thailand.

Abstract:
This article argues that multidimensional regional processes have an external projection that may be explained by their semi-liberal governance structures. It analyses the European Union (EU) and the East Asian grouping of countries, focussing on the Association of Southeast Asian Nations (ASEAN) and the active participation of Japan, South Korea and the People's Republic of China within ASEAN Plus Three. Both regional processes have a multi-level external projection as seen in their links with key states (especially the United States), other regional processes, and global regimes like the UN and the G20. In both cases, one finds that public actors have to collaborate with private actors, although they do so in a restricted fashion and often using think tanks and elite public-private intellectual (track-2) actors. The comparative analysis concludes with some hypotheses regarding the consolidation of regional processes in the world.

Abstract:
The article critically explores how, and in what ways, the EU and ASEAN have addressed contemporary security issues, including non-traditional security threats. The comparison of the EU and ASEAN responses to these threats highlights the different forms and functions that regional integration has taken in Europe and Southeast Asia, and the implications of these differences for intra- and extra-regional security cooperation. The article considers how the EU and ASEAN might work more cooperatively together, noting some existing examples in which experiences and good practice are already shared, as well as other areas in which cooperation might be possible. The article concludes that while security cooperation in the EU and ASEAN, as well as between the two regional entities, is problematic, reflecting differing regional and national interests and organisational capabilities, there are concrete areas in which cooperation is possible.

Abstract:
Recent challenges have tested the approaches of both the Association of Southeast Asian Nations (ASEAN) and the European Union (EU) to adequately respond to forced migration in Myanmar. This article provides a comparison between the European sanctions regime and ASEAN's 'constructive engagement' with Myanmar. In the aftermath of Cyclone Nargis, it is ASEAN, along with the United Nations (UN), that has offered an effective mechanism to access populations of concern in Myanmar. This article draws on the experience of the UN High Commission for Refugees on the western border and argues that while the new ASEAN-UN-led mechanism offers a new way to assist people in the delta region, this access is contingent on three constraints: maintenance of personal relations with military decision-makers, continuation of an ASEAN-UN-led mechanism and ongoing funding from donor nations.
