Abstract:
The Institute of International Education's delegation to Myanmar last month had an unusual start. Dr.Catherine Raymond, a faculty member at Northern Illinois University who curates the Burmese art collection there, was a part of our group and had taken on the mission to give back to Myanmar a Buddha sculpture created more than 1,000 years ago. At a ceremony with the minister of culture, we learned that the return of the Buddha was not an easy thing.

This briefing paper, “ Building Research and Teaching Capacity in Indonesia through International Collaboration, ” published by the Institute of International Education's Center for International Partnerships, provides a detailed, data-driven look at the research and teaching capacity of Indonesian universities. The authors, Flavia Ramos-Mattoussi and Jeffrey Ayala Milligan, report on key findings from a USAID-funded project in which faculty members from Florida State University worked in collaboration with university partners in Indonesia to develop and implement a series of activities with the aim of building the capacity of teacher education institutions. This IIE briefing paper examines recent efforts in building the research and teaching capacity of Indonesian universities and the specific challenges in developing the research capacity of university lecturers in Indonesia.

Abstract:
The presence of Indonesian President Susilo Bambang Yudhoyono at the G20 Summit in St Petersburg in early September went virtually unnoticed by the European media. That his attendance was overlooked can be explained by immediate factors, namely the overriding importance of the Syrian conflict in the discussions among leaders, and the fact that SBY (as President Yudhoyono is commonly known) is a lame-duck president with less than a year to go before the end of his two-term limit. Lacking BRIC status (for now at least), Indonesia – unlike China, India or even Brazil – barely registers on the radar screen of public awareness in Europe. Symptomatic of this neglect is the fact that, almost four years after its signing in November 2009, two EU member state parliaments (and the European Parliament itself) have yet to ratify the EU-Indonesia Partnership and Cooperation Agreement.

A Wicked War: Polk, Clay, Lincoln, and the 1846 U.S. Invasion of Mexico. By Amy S. Greenberg. Knopf, 2012, 344 pp. $30.00 (paper, $16.95). Every country sooner or later confronts the sins of its past, though rarely all at once. In recent decades, historians of the United States have revealed and explored the sins of American imperialism, recounting in detail Washington's interventions in Latin America, Southeast Asia, and the Middle East. Yet they have largely overlooked American meddling in Mexico. Consequently, few in the United States recognize that the Mexican-American War (1846–48) was Washington's first major imperialist venture. Fewer still would understand why future U.S. President Ulysses S. Grant, who fought in Mexico as a lieutenant in the U.S. Army, would come to see it as the country's most “wicked war.”

This paper outlines regional level cooperation efforts of the Association for Southeast Asian Nations (ASEAN) to counter serious cross-border cyber threats and identifies where gaps might exist, which require further and urgent consideration. It considers whether more might be done to create a comprehensive approach to cyber security in the ASEAN region. Finally, it aims to fill identified gaps by providing several recommendations for possible future development and implementation to create a resilient regional cyber security regime.

NAYPYIDAW—In September 2007, India and China, Myanmar's two principal neighbors, stood by valiantly as the ruling junta brutally suppressed protests over increased fuel prices, led by pro-democracy groups and Buddhist monks. At least 13 were killed and thousands arrested. The nascent democratic transition that began in March 2011 has now placed Myanmar at the center of Southeast Asia's strategic landscape. Not surprisingly, India and China are stepping up their efforts to win deals—and influence—in the new capital, Naypyidaw, even as they face new competition from the Western world. But neither of the two Asian neighbors is particularly welcome here.

China Central Television has come a long ways since its founding as a domestic party propaganda outlet in 1958. The domestic service has been supplemented by an international service, boasting three major global offices in Beijing, Washington, and Nairobi, and more than 70 additional international bureaus. The quality of CCTV’s journalism depends on both the region in which it’s produced, and the subject matter’s sensitivity in Beijing. On one hand, CCTV produces sophisticated long-form reports on complex international issues such as climate change; at the same time, its reporting on the Chinese Communist Party echoes the party line. CCTV’s biggest impact may be in regions where China is directing its international investments. The Nairobi operations complement extensive investments in African infrastructure, many of them in communications; China is also pursuing critical investment in Latin America and Southeast Asia.

Abstract:
Indonesia's military government collapsed in 1998, igniting fears that economic, religious, and political conflicts would complicate any democratic transition. Yet in every year since 2006, the world's most populous Muslim country has received high marks from international democracy-ranking organizations. In this volume, political scientists, religious scholars, legal theorists, and anthropologists examine the theory and practice of Indonesia's democratic transition and its ability to serve as a model for other Muslim countries. They compare the Indonesian example with similar scenarios in Chile, Spain, India, and Tunisia, as well as with the failed transitions of Yugoslavia, Egypt, and Iran. Essays explore the relationship between religion and politics and the ways in which Muslims became supportive of democracy even before change occurred, and they describe how innovative policies prevented dissident military groups, violent religious activists, and secessionists from disrupting Indonesia's democratic evolution. The collection concludes with a discussion of Indonesia's emerging "legal pluralism" and of which of its forms are rights-eroding and rights-protecting.

Abstract:
Indonesian Foreign Minister Marty Natalegawa salvaged ASEAN unity after its failure to issue a formal communiqué at its ministerial meeting due to disagreement over Chinese activities in the South China Sea. At the US-ASEAN Post-Ministerial Conference, Secretary of State Clinton reiterated US support for a peaceful settlement to the disputes and emphasized the importance of ASEAN-based institutions in that process. The US linked efforts to improve Philippine "maritime domain awareness" to Manila's military development plans. Secretary of Defense Panetta also announced that the US would be adding naval visits to Vietnam. The US suspended many prohibitions against private investment in Myanmar, though human rights-based sanctions remain. At the Shangri-La Dialogue, Panetta outlined an ambitious plan for enhanced military partnerships with regional friends and allies, though how a reduced US military budget will impact these plans is a growing concern in Southeast Asia.
