Abstract:
The year 2013 has been the most violent since the beginning of the contemporary wave of terrorism. Although Al Qaeda's core has decreased in size, the group has become even more influential. With its extraordinary presence on the web, Al Qaeda is guiding its associates to fight back. With the western drawdown from Afghanistan in 2014, the Taliban-led terrorist sanctuary will likely be reconstituted once again, threatening global stability and security.

142. Democratic Change and Forest Governance in the Asia Pacific: Implications for Myanmar

Abstract:
While signs of democratization in a country may raise hopes of better natural resource governance, especially of forests, evidence from the Asia Pacific region in countries such as Indonesia and Cambodia demonstrates no significant relationship between a country's transition toward democracy and better forestry governance. Myanmar's transition to democracy is unlikely to counter this trend. Deeply vested interests operate within democratizing countries that outweigh the support inside governments or civil society for improving forestry conservation. Incumbents also stand to benefit directly from initiatives that promote free trade and further investment in the forestry sector at the expense of the environment and the most vulnerable in society. International organizations returning to Myanmar must fine-tune their policies to accommodate the local political economy of deforestation and should engage with elements on the periphery, dissenting voices inside the government, and a broad range of local civil society organizations. Failure to do so may exacerbate current trends and lead to future conflicts in the already volatile cease-fire areas.

Abstract:
This research reviews Myanmar's Disaster Management Law from the angle of inclusivity. It aims to make Myanmar's disaster management cycle more inclusive of women, children, persons with disabilities and aged persons. It offers recommendations aimed at government and members of the Disaster Risk Reduction Working Group (DRRWG) as to how to address inclusivity gaps identified through an analysis of the Disaster Management Law, and beyond. It suggests that many of the gaps can be addressed by construction of robust and inclusive Rules and Regulations to accompany the Law. While this research is focused predominantly on inclusion within Myanmar's Disaster Management Law, it also discusses disaster management processes more broadly. In this way, this research offers useful insights with regards to current and future challenges for comprehensive disaster management in Myanmar.

In 2011, following decades of isolation, Myanmar embarked on an unprecedented reform process, raising hopes for a new democracy. These reforms have been welcomed by the international community with rising levels of aid. If properly handled and spent, aid offers an opportunity to harness Myanmar's economic potential and make it work for poor people – reducing inequality, providing essential services, building resilience, and promoting sustainable investment. This paper explores what good-quality aid should look like for Myanmar, what it could deliver for those living in poverty, and what decision makers can learn from other countries, to ensure that aid is a catalyst for democratic reform, equitable growth, and peace.

Abstract:
The paradox of the political showdown between pro and anti-Thaksin elements may have given the government's negotiators some breathing space in order to rethink the peace process, but it has also sent negative signals to the Deep South about the ineptitude and opportunism of Bangkok's elite. The prospects for peace have become further elusive due to uncertainty about the insurgency's command and control structure as well as ideology and long-term objectives, the Thai Army's heavy-handed approach, the changing tactics of insurgents and objections to Malaysia's role in the peace process.

The revolution will not only be televised, it will be instantly transmitted. When dictators fall, the world watches in real time; when complex negotiations take place, global public opinion has a seat at the table; and in crisis situations, immediately is not soon enough. Widespread access to information and communication technology (ICT) has permanently changed the face of international relations. In particular, it has transformed the conceptualization and practice of diplomacy. As non-state actors become increasingly empowered, diplomacy has come to encompass not only state-state relations, but various forms of state- citizen and citizen-citizen relations as well, all enacted in full view of the public. Diplomatic actors, institutions and processes are in the process of adapting-some faster than others-to these new realities.

Abstract:
The Organization of African Unity (OAU), the League of Arab States (Arab League), and the Association of Southeast Asian Nations (ASEAN) were all established as post-colonial projects with the explicit aim to safeguard state borders and shield sovereign governments from external interference. Yet, their approaches to regional interference in domestic affairs have with time taken on different trajectories. This working paper traces the present diversity in regional approaches to negative sanctions against members back to formative events in the early days of regional cooperation. All three organizations had to confront political problems of substantial regional weight at an early stage: the OAU the apartheid regimes in Southern Africa, ASEAN the Vietnam War, and the Arab League the creation of the state of Israel. The analysis demonstrates that the concepts of the region the organizations articulated as they dealt with these problems continue to inform present positions on involvement in domestic affairs.

148. Rubber Plantations Expand in Mountainous Southeast Asia: What Are the Consequences for the Environment?

Abstract:
For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold. Preliminary research suggests this massive land-use change could lead to drier conditions at the local level plus surface erosion, loss of soil quality, sedimentation and disruption of streams, and risk of landslides. And it appears that when primary or secondary forests are converted to rubber, carbon emissions are likely to increase. Despite environmental concerns, both local farmers and outside entrepreneurs are likely to continue expanding rubber plantations because of high economic returns. Production systems that provide the best balance between economic return and environmental sustainability are needed to improve the long-term outlook for the region.

Abstract:
"Hotline" communication channels or Direct Communication Links (DCLs) have the potential to serve limited but important crisis management and confidence-building functions in East Asia's increasingly tense maritime security environment. Their primary purpose is to provide a secure communications channel between national command authorities for clarifying intentions in near real time in order to prevent unintended military conflict, especially where territory is actively in dispute. This has clear policy relevance given East Asia's maritime geography, the existence of overlapping sovereignty and boundary claims, and the rising tide of incidents at sea and in the airspace above. This pertains not only to armed forces but extends to paramilitary and civilian law enforcement vessels and aircraft.

Abstract:
Today, there is much talk about the 'American pivot' back to Southeast Asia, and the role that America continues to play in terms of the geo-strategic relations between the countries in the region. That America has been a player in Southeast Asian affairs is well-known, as America's presence in countries like Indonesia, Thailand, the Philippines and Vietnam has been well documented since the Cold War. However, there has been less scholarship devoted to America's role in Southeast Asia prior to the 20th century, lending the impression that the United States is a latecomer as far as Southeast Asian affairs is concerned.
