Abstract:
Thirty-two years ago, an event took place that American political scientist Francis Fukuyama claimed marked the “end of history.” It was argued that the disappearance of the Soviet Union from the world political scene and the end of the Soviet socialist project meant that there was no socioeconomic alternative to a liberal capitalist world order – a system that puts the individual above society and private business above national interests and gives overconsumption priority over progress. What did the collapse of the Soviet system, the dissolution of the Warsaw Treaty Organization, and the breakup of the Eastern bloc lead to? In the wake of all this and with political support from their governments, British, German, French, and American companies received unlimited sway over a market representing nearly 420 million people, of whom 290 million represented the total population of former Soviet republics and the other 130 million the population of former Eastern bloc countries. In addition to vast opportunities for the sale of consumer and other goods, Western countries gained access to rich natural resources, including natural gas and oil, and this brought about unprecedented industrial growth in Western Europe.

Abstract:
Desde comienzos del siglo XX, Rusia y la URSS ha promovido un modelo de intervención militar que responde más a su visión imperialista que a sus necesidades de seguridad. Este hecho ha provocado que salvo cuando la intervención consistiera en una operación relámpago de cambio de gobierno, las aventuras militares hayan acabado en fracaso. Además, la incapacidad de Moscú para modernizar de facto sus doctrinas militares, unido a su atraso tecnológico, ha convertido al ejército ruso en una estructura ineficaz donde el factor humano no es valorado. Este trabajo pretende elaborar un modelo de intervención ruso-soviética que se repite en todas las aventuras militares rusas desde los años cincuenta hasta hoy mismo.

Abstract:
This paper discusses through a Constructivist perspective that the aim of maintaining influence via great power identity in the Near Abroad which preserved its significance in the post-1991 Russian foreign policy under the statist/pragmatist and civilizationist schools’ influence, is reinforced through citizenship policies due to established collective identities with certain actors. The fact that Russia’s conferral of citizenship to certain peoples through old collective identities via long-time great power identity is not a newly invented and ephemeral policy but that its roots reflect influence-driven subjecthood/citizenship policies since the Tsarist times, strengthens the assumption that the Near Abroad is an irreplaceable region for Russia which may practice similar policies towards other actors in the Near Abroad in the future.

Abstract:
This article explores the conflict processes in one of the most volatile regions in post-Soviet space - South Ossetia. The objective of the analysis is to bring more nuanced and explicit distinction to the understanding of the heterogeneous nature of the armed conflict. By studying the evolution of issues at stake and conflict processes we can trace the pattern of conflict behavior. The study focuses on an assessment of the extent to which ethnicity is merely a convenient common dominator to mobilize ethnic groups in the struggle over resources, land, or power. This study rejects the common notion that the contemporary conflicts in the South Ossetia can be understood as "unfinished business" from the past ethnic conflicts that had been "frozen" under the communist regime.

5. 'Moral power' as objectification of the 'civilian'/'normative' 'EUlogy': the European Union as a conflict-dealer in the South Caucasus

Abstract:
This article develops a new conceptual framework of 'moral power' by arguing that the 'civilian'/'normative' power Europe paradigms are insufficient for understanding the essence of the conflict resolution policy of the European Union (EU) in the South Caucasus. Analysing the conflicts of Abkhazia, South Ossetia and Nagorno-Karabakh, the study reveals that until the August 2008 war, the EU was an incoherent actor in terms of the interplay among its institutions and member-states. The EU's policy has been devoid of a long-term peace-focused strategy, making it inconsequential; as a result, the EU has merely dealt with, rather than managed, the conflicts. Its rhetoric has been inconsistent with practice. Often the EU has subordinated its values to material and power-related interests. Moreover, the EU has hardly been normatively stable in its approach to the Nagorno-Karabakh conflict. Bypassing inclusiveness until the launch of the Geneva talks pertaining to the Abkhazian and South Ossetian conflicts, the EU has not enjoyed much legitimacy by the de facto states. Whereas the EU has largely failed to resolve the South Caucasian conflicts, it has achieved partial success by putting a halt to the 2008 hostilities between Russia and Georgia. Overall, having faltered as a 'civilian'/'normative' power it still has to fare as a 'moral power'.

Abstract:
The EU's role in conflict resolution and peace building has evolved in response to the changes in the international system, the EU's own internal political dynamics, and the EU's capacity and willingness to play a major role in regional and international conflicts. During the 1990s, the EU approached the South Caucasian region the same way it approached the other former Soviet republics. In spite of the enhanced profile of Georgia in EU foreign policy after the Rose Revolution in 2003, the EU was content with providing technical and economic aid to Tbilisi and supporting the negotiations between Tbilisi and its breakaway regions, South Ossetia and Abkhazia. Despite its failure to preclude the outbreak of the conflict, the EU's role in conflict resolution in Georgia has paradoxically been enhanced in the aftermath of the August 2008 Russian-Georgian War. It is, however, important to note that in spite of these positive developments in the EU's role in conflict resolution, Brussels' efforts to promote its visibility in the region is to some extent constrained by the lack of a coherent conflict resolution strategy for the Eastern Neighbourhood, the “capacityexpectations” gap, and an increasingly self-confident Russia.

The book under review was the author's dissertation paper submitted in 1998 and later published as a book in 2001. In order to make it more appropriate for publishing, Potier improved it by adding a one-page preface and a short additional final section under the heading “Since submission”, which covers the period September 1, 1 998, to April, 30, 2000. Some syntax and grammar corrections have also been made. The book, therefore, consists of a preface, an introduction, thirteen chapters, a conclusion and a final addition.

Abstract:
The article offers a discussion of the two logics that govern the behavior of organizational actors – the logic of appropriateness and the logic of expected consequences – by transferring them into the realm of international relations, in particular, in explaining the causes and reasoning behind third party military interventions into the domestic affairs of other states. The article provides a theoretical novelty of assessing the success of interventions not by durability of peace as their main aim, but by actual fulfillment of their interventionary goals and objective, which shall be considered when discussing the pros and cons of the two logics. By analyzing the case of the Russian interventions in Georgian starting from 1992 and ending with the recent war in South Ossetia in 2008, the author argues that the likelihood of success of interventions is higher when the two logics are merged and not separated from each other in guiding the decision-makers in their actions.

Abstract:
When it recognized the independence of South Ossetia and Abkhazia in August 2008, Russia implicitly referred to the independence of the Republic of Kosovo, which was recognized by most of the EU member states and by a total of 54 states of the 192 UN member states by January 2009. But is it really feasible to compare the two cases with each other? What arguments has "the West" used in order to justify the recognition of Kosovo? What legal arguments are there to justify the Russian position? This paper will take a closer look at the argumentation on both sides of the debate before it will analyse the reasons for the fact that a large number of states have so far rejected the idea of acknowledging Kosovo, South Ossetia and Abkhazia. The paper will conclude that for specific reasons, it is difficult to argue that the recognition of Kosovo's independence set a clear precedent for the two breakaway provinces of Georgia. However, Kosovo might have set a precedent for more reasonable cases, which explains much better why the process of Kosovo's recognition has come to a standstill. This is no good news for the government in Prishtina, which needs further recognition in order to become a member of various international organisations.

Abstract:
The declaration of independence of the Republic of Kosovo on 17 February 2008 led to different reactions in the international community. The United States of America was first to do so among the current 53 states that recognise Kosovo, while the Russian Federation and of course Serbia remain in strong opposition. Whether one supports the independence of Kosovo or not, it is undoubted that the declaration of independence had an impact on the Caucasus. What is also clear is that both the United States of America and the Russian Federation have a selective approach towards the recognition of states. While the USA recognises Kosovo and considers Abkhazia and South Ossetia as being part of the Georgian territory, Russia holds it the other way round. I will argue that the independence of Kosovo, as well as the independence of Abkhazia and South Ossetia, are both as legitimate or illegitimate since all three entities had a certain degree of autonomy during the Soviet era. In all three entities the titular nation makes up a majority of the population, although the Kosovo Albanians in Kosovo surpass the Ossetians in South Ossetia and especially the Abkhazians in Abkhazia by far. Furthermore, Kosovo as well as South Ossetia and Abkhazia had a de-facto regime since the beginning of the 1990s. Territory, nation and government mark the three elements of Georg Jellineks theory of a state. In conclusion I will argue that the United States and the Russian Federation should give up their selective approach and agree on a common position, otherwise the Kosovo precedent will not only have an impact on the conflicts in the Caucasus but also for many other frozen conflicts in the region and the world.
