11. Progress and Implications of the China-Korea FTA

Abstract:
The article focuses on the China-Korea FTA, analyzing the background of China-Korea bilateral economic relations, the characteristics of the China-Korea FTA and more importantly, the implications and future prospect of this free trade pact. So far, the China-Korea FTA is considered to be the most comprehensive compared with China's previous FTAs and may be the largest in trade terms among all the FTAs concluded by Korea and China, playing a positive role in advancing economic integration in the Asia-Pacific region. However, with lots of exceptions to tariff elimination and market access, as well as a 20-year transition period, the present version of the China-Korea FTA is far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment rules. The recent bilateral diplomatic tensions due to the decision of deploying the THAAD missile system by the Korean government may also jeopardize bilateral economic ties between China and Korea, and further increase uncertainties of the China-Korea FTA. It remains to be seen whether the Chinese and Korean governments will handle this issue smoothly under the present sensitive political atmosphere and achieve substantial progress in follow-up FTA negotiations on services and investment.

12. Korea's Economic Relations with Japan

Abstract:
Korea's economic relations with Japan, which were re-established as a result of the diplomatic normalization between the two countries in 1965, have transformed from dependent to interdependent. The extraordinary economic growth that Korea accomplished during the post-war period was largely due to intermediate goods imported from Japan, and technical cooperation and joint ventures with Japanese enterprises. However, in the 21st century, the dependence of Korean firms on Japanese technology has somewhat declined as global enterprises have appeared in Korea. In contrast to the post-war economic boom, Japanese companies now prefer to cooperate with their Korean counterparts, resulting in joint business ventures between Korean and Japanese firms being continuously developed. This reversal in the economic ties between Korea and Japan can be attributed to several reasons including: the rise of China; Japan's two lost decades; and Korea's push for domestic structural reform as well as economic globalization after the Asian Currency Crisis of 1997. Nonetheless, the issue of Korea's trade imbalance with Japan, which was established during the post-war period, still remains thereby serving as a serious impediment to FTA negotiations between Korea and Japan as well as Korea's TPP negotiations.

13. Present Conditions of North Korean Industry and Possible Reconstruction Plans

Abstract:
Since the collapse of industry during the 'Arduous March' (1995-1997), Pyongyang has continuously launched reconstruction plans but has failed to see a rebound. The key is to restore industrial linkages; however, the DPRK allocated a majority of state investment to the defense industry under the 'Military First Economic Policy.' As long as the 'strategic sector' retains priority, a sound outcome seems to be out of reach. In reality, North Korea's comparative advantage lies on labor-intensive business, with abundant labor forces at a low cost. After unification, such industries will have bright prospects with technology and capital not only from South Korea, but also from China and Japan. The economic integration scenario of the two Koreas -- whether radical or gradual -- will decide industrial policies for the upper half of the peninsula in the post-unification era.

14. Korean Firms' Sustainability Practices and Their Role in the Green Economy

Abstract:
Companies in industrialized nations have embraced environmental protection and sustainability as part of their international competitive strategies. The trend toward proactive environmental management has also grown in Korean firms, as consumers, investors, local policy networks, and the Lee Myung-bak administration’s green growth policy initiatives have provided an impetus for the greening of South Korean firms. However, despite heightened firm interest in environmental responsibility, there is little understanding of which types of sustainable activities Korean firms have implemented. Analyzing sustainability reports from 30 large Korean firms, this study finds that Korean firms are more likely to employ lower-order sustainability practices that can help prevent pollution and modify existing processes and products to reduce environmental impact. However, their focus on innovating clean technologies seems to be limited. To transition to a low-carbon, green economy, the Korean government should consider green growth policies that foster firms’ investments in higher-order sustainability strategies and scale up corporate sustainability more broadly in the Korean business community.

15. Comparing Transnational IPR Policy: Closing the Gap in Canada's Patenting Regime

Abstract:
Canada is lagging behind in research and development (R&D) commercialization, ranking fifteenth in the World Economic Forum’s 2015 Global Competitiveness Report. One of the most important contributing factors to the gap between R&D and competitiveness is that new entrepreneurs lack the monetary and informational resources to access intellectual property (IP) legal expertise. The authors of this brief argue that the Canadian government’s strategies have been ineffective, and its current policy initiatives have failed to consider the importance of disseminating IP legal knowledge directly to innovators. It is recommended that the government look to the models used by the United States and South Korea to mobilize IP legal knowledge within the entrepreneurial community. This can be achieved by establishing a national IP legal clinic at the university level — as well as increasing funding for existing programs and creating a virtual clinic — and including an IP rights application course in select university programs, targeting innovators who will require IP legal advice in the future.

16. Korea and the TPP: The Inevitable Partnership

Korea's decision to delay joining the Trans-Pacific Partnership (TPP) talks was a tactical mistake. It is now left with primarily two options to participate: (1) ask to join the TPP, if possible between signature and entry into force, or (2) accede to the TPP after the agreement is ratified and goes into effect—either alone or as part of a group of countries seeking TPP membership. For Korea the burden of adjustment in the TPP—in terms of liberalization commitments—will probably be higher than had it joined as an original signatory. As a major trading nation, it stands to reap large gains from increased trade and investment with TPP countries and should opt to join the TPP as soon as the window for entry reopens.

17. Prospects of the Inter-Korean Economic Cooperation and North Korean External Trade

Abstract:
This article will describe the recent status of the North Korean economy and its external trade as well as the derailed North-South economic interaction. Despite several attempts by North Korea to introduce change involving the term 'economic reform', North Korea has not yet advanced during the last thirty years. Its economic deadlocks are owed, first, to its very principles in which economic reform must be permissible only within the set of basic values held by the monoparty about "juche (self-reliant)" socialism. In other words, even partial decentralization is itself being centrally directed and eyed with military-first targets. Second, the North Korean leadership and its supporting elites, the final arbiters deciding how far it is permissible to open its system, are apprehensive that a change in its system would actually lead to the collapse of their established power structure. The fear of reform arbiters regarding a revolutionary bottom-up movement has played a role in inhibiting action. North-South economic cooperation as well as the resistance to North's external openness must also be considered for its potential positive and negative effects on the people in the monarchic hermit kingdom. North Korea is likely to remain little changed as long as Kim's family continues its current rule. The only chance for real change may occur if the young and liberal Kim Jung-eun wakes up and agrees to unite with South Korea.

18. Democracy and diversionary incentives in Japan–South Korea disputes

Abstract:
Since its democratization, South Korea's foreign relations with Japan have become increasingly volatile. We investigate the diversionary incentives behind these fluctuations in South Korean foreign policy during 1988–2011. We show evidence that, similar to mature democracies, economic turmoil is driving Korean leaders to divert the public attention toward low-intensity disputes against Japan. However, unlike mature democracies, our results reveal that public approval ratings and national elections do not encourage leaders to engage in the diversionary behavior due to South Korean domestic political institutional settings and party system. These findings highlight challenges to foreign policy making in a new democracy, an issue that has not been considered in detail in the literature. We conclude that although historical antagonism and US commitment to East Asia may affect the Japan–South Korea relationship, economic diversionary incentives significantly determine the fluctuations in Japan–South Korea disputes

19. See No Evil: South Korean Labor Practices in North Korea

Economic engagement between South and North Korea is often justified as a means of encouraging economic and social evolution in North Korea, with the ultimate goal of national unification. The South has invested heavily in the North, and firms have employed more than 50,000 workers. Yet expectations of a transformational impact rest on unexamined assumptions. The North recognizes the Trojan horse nature of the engagement policy: results of an original survey of South Korean employers show that the North Korean government has largely circumscribed the exposure of its citizens to both South Koreans and market-oriented economic practices, in the process violating labor rights defined by covenants to which both countries belong. The problem seems intractable, given that South Korea's diplomatic commitment to engagement with North Korea trumps labor rights concerns and South Korean firms perceive that the North Korean status quo confers benefits. As the experience of labor rights movements elsewhere shows, conditions will likely improve only if an aroused citizenry—here, the South Koreans—demands change.

20. Going Beyond Economic Engagement: Why South Korea Should Press the North on Labor Standards and Practices

In recent years, despite a history of enmity and armed conflict that never really ended after the Korean War more than 60 years ago, South Korea has been a major investor in North Korea, and South Korean firms have employed more than 50,000 North Korean workers. South Korea's stated goal has been to encourage sufficient economic progress by North Korea, emboldening it toward establishing a meaningful basis for reconciliation and, ultimately, national unification. The expectation, or at least the hope, has been to use economic engagement to lessen the North's direct state control over the economy and to encourage the development of a middle class that might demand greater internal opening. The goal, as enunciated by former South Korean President Kim Dae-jung, has also been to foster a rise of interest groups with an enhanced stake in peaceable external relations.
