1. Australians’ Perceptions of Economic Security and Implications for Korea-Australia Cooperation

Abstract:
This World Economy Brief (WEB) article discusses how Australian voters interpret current economic uncertainties regarding supply chain fragmentation. Based on voters' demands to diversify Australia's supply chain, this article utilized some recent survey results, which can provide insights into possible emerging cooperation partners of Australia that can enhance its economic security.   The author introduces some key policy reactions made by the Australian government in recent years, including multilateral communications, Critical Minerals Strategy, Digital Economy Strategy, National Hydrogen Strategy, and International Development Strategy. Also, `Future Made in Australia', Australia's new flagship framework, is also covered. This article concludes by suggesting new directions for Korea-Australia cooperation, which can incorporate Australians' demands and the policy efforts of the Australian government. Mutually beneficial projects can include constructing the joint supply chain early warning systems, cooperation in building infrastructures for critical minerals, upgrading the bilateral Free Trade Agreement, streamlining customs clearance related to green transition, and establishing medium- to long-term blueprints for collaboration in hydrogen carrier ships.

Abstract:
The importance of new and renewable en-ergy has been drawing attention since the Paris Climate Agreement was adopted in 2015. In response to the Paris Climate Agreement, the Korean government declared carbon neutrality by 2050 and announced policy plans to create a low-carbon ecosystem in 2020. However, the domestic new and re-newable energy market is limited, making it difficult to mass-produce power generation devices. In addition, the international community's transition to a low-carbon ecosys-tem is rapidly taking place. To achieve 2050 carbon neutrality, it is necessary to secure Nationally Determined Contributions (NDC) through various overseas cooperation pro-jects. Thus, it is believed that energy cooperation with developing countries is needed to expand domestic markets and to achieve overseas NDC reduction targets. Considering India's recent market expansion and active policy in the area of renewable energy, India can be a good partner for Korea in the renewable sector. To have a clear understanding of India’s renewable energy market, we conduct the analysis on India’s renewable energy market and policy, which we will explore in this article.

Abstract:
The United States–Republic of Korea (ROK or South Korea) alliance has entered a critical phase. In 2023, the two countries will commemorate the 70th anniversary of signing their bilateral mutual defense treaty. This year also marks the first full year under national leaders President Joe Biden and President Yoon Suk Yeol. After several challenging years in the two countries’ relationship, ties are improving. Better alliance relations have, unfortunately, coincided with a deterioration in the regional and global security environment, specifically due to threats from North Korea, China, and Russia. This report examines the U.S.-ROK alliance as it adapts to the new regional context by exploring how the United States and South Korea can sustain and deepen their relationship in three vital policy areas: coordination on China, alignment in minilateral and multilateral settings, and defense technology collaboration. Perhaps the biggest shift in alliance priorities in recent years has been the growing importance of the China challenge. During Chinese Communist Party General Secretary Xi Jinping’s decade in power, Beijing has adopted a more muscular foreign policy. Both the United States and South Korea have reshaped their approaches toward China in response. ROK concerns about China have grown as Beijing shields Pyongyang and acts aggressively elsewhere in the region, including toward Taiwan. But South Korea’s approach to China will continue to differ from that of the United States. The allies have divergent preferences regarding the speed, manner, and degree of partial decoupling with China. Moreover, South Korea’s deep trade ties with China will continue to make it vulnerable to Chinese political and economic coercion.

4. Trade and Investment Cooperation between South Korea and the Visegrad Group

Abstract:
The Visegrad group (V4) is a political alliance of four countries of Central Europe - the Czech Republic, Hungary, Poland and Slovakia, reaching its roots to the beginning of the 1990s, when the countries started reforming their political and economic systems from centrally planned to democratic free market economies. The coalition - consisting of countries with similar historical experience, transformation challenges and level of socio-economic development - aimed at regional co-operation and mutual support on their strategic goal of full membership in the European Union (EU). The V4 countries are currently full members of the EU (since 2004) with dynamic and competitive economies. The four countries form a market of over 60 million consumers with a share of ca. 7.7% of the EU’s GDP (Table 1). Over last three decades V4 countries have experienced high economic growth, closing a development gap with highly developed countries of the EU. Their economies have opened up to the global trading system, changing directions (mostly towards other EU countries) and expanding volumes of their international trade. Liberalizing economies have become attractive destinations for FDIs due to their central location at the continent, well-educated society as well as restructuration and privatization of many economic sectors (Mazur, 2009). Joining the European Union in 2004, V4 countries became part of the European Single Market leading to various consequences for economic policy and business conditions. While membership in the EU brought new economic opportunities and enhanced the countries’ business attractiveness, it has also had relevant consequences for their trade co-operation with third countries. The V4 states adopted all rights and commitments from the EU’s Common Trade Policy and have since been developing their trade and economic co-operation with third countries, including the Republic of Korea, commonly with other EU partners and exclusively at the EU level.

5. Diverging Perspectives on Improving Bilateral Relations: Analysis of the 2023 Korea-Japan Joint Opinion Poll

Abstract:
In 2023, relations between South Korea and Japan began to thaw. Since the Ministry of Foreign Affairs of Korea announced the solution to address disputes regarding forced labor under Japanese colonial rule in March, six bilateral summits were held in the following six months. Intergovernmental exchange has also rapidly increased. With mediation from the United States, South Korea and Japan established consultative groups to address various issues, creating channels of communication between their foreign affairs, defense, industry, finance, and national security offices. People-to-people exchanges, primarily driven by tourism, have also returned to pre-COVID-19 pandemic levels. Since 2012, they have been stuck over the issue of Comfort Women, and after the 2018 Supreme Court ruling, they were in a standoff over the issue of forced labor, a period that can be considered a “crisis of trust” between the two governments. Is 2023 really a year for both countries to put the “lost decade” behind them and usher in a new era? How do the citizens of both countries assess the changes in relations between their two governments? What do they think is the driving force behind the improvement in relations? Has mutual perception improved as relations have improved? Do they perceive that the historical issues, the culprits of the “lost decade,” are being resolved? The results of this year’s survey, marking the 11th year since initiated in 2013, are very interesting and carry significant potential interpretations and policy implications. Firstly, citizens of both countries perceived an improvement in their bilateral relations. Positive evaluations have reached their highest levels, while negative evaluations have hit their lowest points since the survey began. Secondly, there is a noticeable difference in the way citizens of both countries view the progress in bilateral relations. In the case of Japan, favorable opinions have increased with rising favorability toward South Korea, the importance of Korea-Japan relations, support for trilateral security cooperation with the United States and South Korea, and support for a solution to the issue of forced labor. On the other hand, South Korean public opinion has not seen a corresponding increase in positive sentiment regarding these issues, despite increased awareness of an improved relations. Thirdly, these result disparities are reflected in how citizens of both countries assess their governments’ efforts to improve relations. Japanese public opinion supports the efforts of both their own government and the South Korean government to improve relations, while South Korean public opinion has not shown strong support for them. Fourthly, historical issues continue to be a major variable affecting bilateral relations. Citizens of both countries consider historical issues as the primary factor in the development of bilateral relations. South Korea focuses on Japan’s historical perceptions, including issues related to wars, history textbooks, forced labor, and Comfort Women. Japan, on the other hand, is concerned with South Korea’s stance, including anti-Japanese education, statements by South Korean politicians and media about Japan, and excessive anti-Japanese actions by South Koreans. From this survey, it can be interpreted that South Korea believes Japan’s historical perceptions have not changed, while Japan believes that South Korea’s anti-Japanese stance is being corrected. However, the fact remains that there are still significant differences in historical perceptions between the two countries. The implications of the survey results are clear. Both countries need to expand and strengthen functional cooperation in areas such as security and the economy while also making progress towards reconciliation in historical perceptions. Only when these two wheels of functional cooperation and historical reconciliation move together can the South Korea-Japan relationship truly move onto the right track.
