1. Fostering a New Global Conversation: A View from Mexico on Diversifying Inter-Regional Engagement

Abstract:
This essay highlights the importance of fostering a more inclusive global conversation by encouraging both intra- and inter-regional relations. Although one focus will be on fostering more communication between Mexico and the Latin America and the Caribbean (LAC) region with Azerbaijan and the other countries that make up the core Silk Road region, various other regions and mechanisms operating within the contemporary global context will also be discussed. The dimensions of future governance may be examined from the perspective of different world regions’ capacity to communicate, collaborate, and generate a new conversation. A more inclusive approach can result in a more holistic review of different angles and thus bring out more original approaches for prospective geopolitical analysis efforts, policy design, and decisionmaking in their local, regional, and global expressions. Communication, knowledge, and culture strengthen their capacity to influence the conversation if key elements of the global governance agenda are taken as a common ground for analysis when de cisionmak ing depends on the incorporation of broader views. While distant, the location and geographical presence of LAC and the Silk Road regions allow for the possibility to analyze commonalities between these two large and complex communities whilst exploring new pathways for dialogue and international policymaking.

Abstract:
For those arriving in Baku, the capital of Azerbaijan, after crossing the Atlantic Ocean and flying over war-torn Europe, in addition to the modern buildings along the Caspian Sea coast and the unique hospitality of its people, what stands out the most is the emerging ‘New Caucasus’ on the horizon. It is a region no longer constrained by the geopolitical, geoeconomic, and cultural ties to the old Eastern Europe and no longer overshadowed by historical hegemons like Russia (most recently) and Iran (previously). When I visited in 2022, I discovered a country, and a region, that masterfully coordinates a pragmatic foreign policy without relinquishing its Caucasian and Caspian values and roots, creating a unique political identity that, to some extent, resembles our Latin American political identity, of course bearing in mind the appropriate hemispheric and historical proportions. My observation is that Azerbaijan is emerging as a strategic actor in the Caspian Sea region as well as in the relations between Central Asia, the Caucasus, the European Union, and the Middle East.

Abstract:
The flaring up of active combat in the Southern Caucasus in late September 2020 between Azerbaijan and Armenia initially seemed to catch many by surprise. An immediate upside of this turn of events was seen in the rekindled interest it generated in the three decade-old conflict in and around Nagorno-Karabakh, which was often misleadingly labeled as being “frozen.” It also acted as a crude reminder of the need for consistency in advocating respect for a rulesbased international order.

The event brought together analysts, diplomats and decision makers from Turkey, Europe and the South Caucasus to discuss Turkey’s role in stabilizing the region both on the level of government engagement and civil society. Settlement of the long running Nagorno-Karabakh conflict -- the most significant obstacle to stability in the South Caucasus -- remains elusive, despite more optimistic noises recently from Azerbaijan and Armenia. Eleven years after the 1994 ceasefire, burgeoning defence budgets, increasing ceasefire violations, and continuing demonisation by each side of the other side are ominous signs that time for a peace agreement is running out. But a compromise can now be constructed around an approach that, while addressing all the matters in dispute, leaves the core issue of Nagorno-Karabakh's ultimate status open for later resolution, after other measures have been put in place.

The conflict between Azerbaijan and Armenia over Nagorno-Karabakh is the most significant obstacle to peace and stability in the South Caucasus. Eleven years into a ceasefire, the parties have been unable to sign a single document bringing them closer to a settlement. Whatever is being done at the internationally mediated negotiations, at ground level resumed war appears a real possibility. There is need to counter the hate propaganda and demonising engaged in by both sides and unlock the potential for confidence building and dialogue between average Azeris and Armenians before the memories of cohabitation fade and the divide becomes virtually unbridgeable.
