1. Azerbaijan’s Foreign Policy: What Role for the West in the South Caucasus?

Abstract:
This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." Since gaining independence twenty-five years ago, Azerbaijan has pursued three major foreign policy goals: resolution of the Karabakh conflict based on the territorial integrity of the country; preservation of its own independence and security; and finally becoming the major regional player by using its energy and geographical positions. Azerbaijan’s foreign policy actions may be considered a kind of “silent diplomacy,” which Baku is using to gradually develop Azerbaijan’s role in the region, playing off of contradictions among other powers. During this time, Baku has taken some bold actions that indicate its policy is not dependent on regional powers and that its interests are to be taken into account. Today, looking at the fast-changing situation in the region, we can conclude that none of these goals have been fulfilled completely. In fact, the country is perhaps facing more challenges than before. The Karabakh conflict remains one of the most problematic issues. In terms of security and trade, Azerbaijan is still struggling to find its place in the mosaic of such institutions as the EU and the Eurasian Economic Union. In addition, the sudden drop in oil prices and the inability of the country to create a diverse economy has become another headache for the political establishment. Moreover, the lack of needed investments decreases the chances that the country will become a regional hub. This chapter reviews current problems challenging the country and recommends ways the transatlantic community can deal with Baku on pressuring issues.

Abstract:
The relationship between Islam and foreign policy has become the subject of a number of volumes in recent years as scholars seek to understand the role that political Islam plays in determining foreign policy. This is more often than not accompanied by the assumption that Islam is fundamentally incompatible with modernity. Turkey, with its complex history of modernity and the transition from its Ottoman past, remains an interesting case for the study of the causal relationship between the construction of a modern nation state, secular identity and nationalized foreign policy. The rediscovery of Turkey's regional interests and affinities from the 'Balkans to Western China' – areas that had been largely absent from Turkish foreign policy debates since the foundation of the Republic – have emphasized the significance of the state's internal evolution in determining its external policy. In her book, Turkey Facing East: Islam, Modernity and Foreign Policy, Ayla Gol critically analyzes Turkey's engagement with modernity in the course of its transformation from the Ottoman structure into a modern nation state in order to understand Turkey's foreign policy towards its eastern neighbours between 1918 and 1921. This is a clear and important departure from studies that tend to examine this transition period in terms of Turkey's engagement with the West.

Daniel Khachatryan is a Hrant Dink Foundation fellow at the Turkish Economic and Social Studies Foundation (TESEV) within the framework of the Support to the Armenia-Turkey Normalisation Process Programme financed by the European Union. Khachatryan’s academic background includes studies at Yerevan State University, University of Oslo and Fletcher School of Law and Diplomacy, Tufts University. In this article, Khachatryan dwells upon the possible steps to be taken by the EU towars the South Caucasus in order to define its role in the region by focusing on the recent developments in Azerbaijan, Armenia and Georgia. Daniel Khachatryan, Avrupa Birliği tarafından finanse edilen ve Hrant Dink Vakfı’nın yürütmekte olduğu “Ermenistan-Türkiye Normalleşme Süreci Destek Programı” kapsamında bursiyer olarak TESEV’de çalışmaktadır. 4. 'Moral power' as objectification of the 'civilian'/'normative' 'EUlogy': the European Union as a conflict-dealer in the South Caucasus

Abstract:
This article develops a new conceptual framework of 'moral power' by arguing that the 'civilian'/'normative' power Europe paradigms are insufficient for understanding the essence of the conflict resolution policy of the European Union (EU) in the South Caucasus. Analysing the conflicts of Abkhazia, South Ossetia and Nagorno-Karabakh, the study reveals that until the August 2008 war, the EU was an incoherent actor in terms of the interplay among its institutions and member-states. The EU's policy has been devoid of a long-term peace-focused strategy, making it inconsequential; as a result, the EU has merely dealt with, rather than managed, the conflicts. Its rhetoric has been inconsistent with practice. Often the EU has subordinated its values to material and power-related interests. Moreover, the EU has hardly been normatively stable in its approach to the Nagorno-Karabakh conflict. Bypassing inclusiveness until the launch of the Geneva talks pertaining to the Abkhazian and South Ossetian conflicts, the EU has not enjoyed much legitimacy by the de facto states. Whereas the EU has largely failed to resolve the South Caucasian conflicts, it has achieved partial success by putting a halt to the 2008 hostilities between Russia and Georgia. Overall, having faltered as a 'civilian'/'normative' power it still has to fare as a 'moral power'.

Abstract:
On March 2, 2012, Eurasia Partnership Foundation (EPF) and Turkish Economic Social Studies Foundation (TESEV) organized an international conference titled “Turkey’s South Caucasus Agenda: Roles of State and Non-State Actors” in Tbilisi, Georgia. The event brought together analysts, diplomats and decision makers from Turkey, Europe and the South Caucasus to discuss Turkey’s role in stabilizing the region both on the level of government engagement and civil society. This publication is the reflection of the commentary that was made by participants during the conference.
