1. Navigating Geopolitical Realities: The EU’s Strategic Positioning in the South Caucasus and Central Asia

Abstract:
This policy brief examines the strategic importance of the South Caucasus and its pivotal role in the European Union’s evolving engagement with Central Asia. The regional landscape, however, remains highly volatile. Russia’s aggression in Ukraine has had direct and indirect repercussions for the South Caucasus. Against the backdrop of the war, Moscow continues its efforts to maintain the region within its sphere of influence – through military presence, disinformation, economic leverage, and political interference. Twenty percent of Georgia’s territory remains illegally occupied by Russian forces, while the fragile post-conflict environment following the Second Karabakh War continues to shape relations between Armenia and Azerbaijan. While missions such as EUMM in Georgia and EUMA in Armenia reflect the EU’s growing political engagement, they remain limited in scope and capacity, constraining the Union’s ability to address the region’s evolving risks. The EU’s partnerships with South Caucasus countries are characterized by both strategic opportunity and persistent friction. Azerbaijan has become an important energy supplier to the EU, particularly via the Southern Gas Corridor, and is also involved in early-stage renewable initiatives such as the Black Sea Submarine Cable Project. However, the relationship remains complicated by enduring concerns related to governance, human rights, and democratic norms. Georgia, despite receiving EU candidate status in 2023, has prompted growing concern among EU institutions and member states over perceived democratic backsliding and increasing political polarization. The country remains a vital transit hub for the Middle Corridor and a central partner in EU connectivity efforts, but its internal developments have raised questions in Brussels about the sustainability of its European path. At the same time, Georgia continues to be a major target of Russia’s hybrid influence operations, which exploit internal divisions and erode trust in Euro-Atlantic institutions. Armenia, disillusioned with Russia’s security guarantees, is cautiously deepening its engagement with the West. However, the extent of this shift remains contingent on developments in Georgia – given Armenia’s geographic dependence – and on the prospects for a durable peace agreement with Azerbaijan. This policy brief assesses how the EU is managing the tensions between its strategic objectives and its normative commitments in a region increasingly shaped by Great Power rivalry. It concludes with policy recommendations aimed at strengthening the EU’s credibility and effectiveness in both the South Caucasus and Central Asia – advocating for a more coherent, proactive, and principled approach that aligns short-term geopolitical interests with long-term goals for regional stability and integration.

The formal award of official EU candidate country status to Georgia in December 2023, the ArmeniaGeorgia agreement of January 2024, and the warm Turkish-GeorgianAzerbaijani meeting in March 2024 confirm and even reinforce the singular position of Georgia in the South Caucasus. This essay examines the origins and current aspects of the place and role occupied by Tbilisi in the region, and how this has come to be seen as an advantage by the most relevant external players. Georgia is the ‘open-door country’ of the Silk Road region.

Abstract:
The tectonic plates of geopolitics are shifting in such a profound way that has not been seen since the end of the Cold War. The Russian invasion of Ukraine on 24 February 2022 has not only increased tensions between the world’s major powers, but also severely impacted the regions in which they traditionally strive to project their power. This applies especially to areas in the wider Eurasian region that the Russian Federation unjustifiably considers as part of its sphere of influence, such as the South Caucasus. Russia’s failure to achieve a quick and decisive victory in its full-scale invasion of Ukraine has not only forced the Kremlin to limit its objectives on the battlefield, at least for the time being, to Ukraine’s east. It has also reduced the credibility of the Russian military that much of its power projection has depended upon – and has reduced its attractiveness as a security partner for countries that have traditionally regarded Russia as such. Russia has had to withdraw some of its troops and military equipment from the South Caucasus, its leadership is preoccupied with Ukraine, and it has not lived up to its security commitments to Armenia. This has contributed to a geopolitical vacuum and uncertainty in the South Caucasus that other actors are eager to exploit.

The current issue of the Caucasus Strategic Perspectives (CSP) journal entitled “South Caucasus at the Crossroad of Peace and War” is dedicated to the different mediation activities between Armenia and Azerbaijan, Armenia’s internationally wrongful acts and foreign policy, Armenia-Azerbaijan peace process, as well as the news initiatives in the South Caucasus region. The CSP’s new issue includes 7 articles. The CSP’s current authors analysed the EU’s and the US’s mediator roles to reconcile Armenia and Azerbaijan, Armenia’s international responsibility in relation to the formerly occupied territories of Azerbaijan, Russia-Armenia relations, the perspective of the Middle Corridor, and Iran-Armenia relations and its implications for Azerbaijan, etc.

Resolving the conflict in Karabakh requires a careful assessment of the roles of Russia, the EU, and the United States—states that have been involved as mediator, facilitator, and supporter of the peace process, respectively. Moscow believes two things: one, that the EU and the U.S. are hoping to edge Russia out of the region; and two, that there is a particular interest in removing the Russian peacekeeping contingent from Karabakh when its first and possibly last five-year term expires at the end of 2025. Ultimately, finding a solution to the conflict over Karabakh and the broader Armenia-Azerbaijan conflict will require a delicate balancing act among the various stakeholders involved, with a focus on promoting peace, stability, and security in the region. But in the absence of such an environment, there are concerns that competition between the actors involved could disrupt what progress has reportedly been made to date. Regardless of that rivalry, however, it should be remembered that any peace deal will be signed by the Armenian and Azerbaijani leaders—and nobody else. But here, too, the situation is unclear. Despite Azerbaijan’s decisive victory over Armenia in the 2020 Karabakh war, a final peace treaty remains elusive nearly two and a half years after the trilateral Armenia-Azerbaijan-Russia ceasefire statement was announced on 10 November 2020.

6. Time for an EU Foreign Policy Update? The EU and the Silk Road Region in Wartime

Abstract:
The European Union has a short history of handling foreign policy when compared to other political actors on the international stage. Most others have a foreign policy tradition that dates back several decades, hundreds of years, or longer. The EU thus remains a paradox. This can be seen by contrasting two characteristic sets of facts. On the one hand, it has established 140 embassies (“delegations”) worldwide and states that it is the single-largest global donor of international development aid. The EU is China’s second biggest trade partner (and America’s biggest trade partner), and its 447-million population continues to set many of the world’s trade and regulatory standards (it is not without cause often described as a “regulatory superpower”). On the other hand, the EU’s foreign policy administration, known as the European External Action Service (EEAS), has existed for barely a decade and a half. In fact, its competences in international relations only date back to the 1992 Maastricht Treaty, while its instruments, strategies, and external budgets remain less than two decades old. With the exception of the EU’s enlargement policy, the EU’s foreign policy strategies—the European Neighborhood Policy (ENP) and the Global Strategy— only date back to 2004 and 2015, respectively. It is within this context that we must understand and analyze both the successes and challenges that the EU’s nascent foreign policy faces today. This essay first describes what is generally understood to be the EU’s foreign policy, including policies, strategies, and instruments. This is followed by an analysis of how Russia’s invasion of Ukraine has changed the EU’s geopolitical and geo-economic thinking and thereby also its inherent foreign policy positions and interests. The third part briefly analyses how certain policies—namely the accession policy in the specific case of Türkiye and the Eastern P a r t n e r s h i p (EaP)—face serious challenges as a result of the geopolitical impact of the conflict over Ukraine and the gradual decoupling of Russian energ y-supplies and transportation corridors. The fourth part briefly examines how the EU is likely to inevitably reposition itself, in geographic terms, as a result of the ongoing war and its effects. This policy is likely to support a united EU that aims to fulfill its internal energy needs while obtaining sustainable access to rare-earths as well as relocated supply chains. The final part outlines how portions of a new EU foreign policy can potentially support this new geopolitical reality by establishing a more securityfocused, sustainable, and geographically diversified foreign policy.

The EU reiterated the necessity to adhere to the provisions of 09/10 November 2020 trilateral statement.

The European Union has been active in the South Caucasus since Armenia, Azerbaijan, and Georgia regained independence in 1991. While the EU has established itself as an important partner for all three states over the past three decades, the South Caucasus is certainly not a top foreign policy priority for Brussels. Despite hopes that EU policies could act as transformative tools to help strengthen stability, security, and democracy as well as bring about a more cohesive and resilient region, the results have been rather patchy from the EU’s perspective. Likewise, expectations that the EU would develop a more geostrategic and security orientated policy in order to balance Russia have been dashed.
