Urban areas in Azerbaijan are experiencing rapid growth and development, fueled by a combination of natural resource wealth, strategic geographic location, and economic reforms. In cities such as Baku, Ganja, and Sumgayit, significant investments have been made in infrastructure, housing construction, and industry. However, effectively managing these investments to achieve sustainable urban development remains a critical challenge. This article examines the policies and strategies for investment management in Azerbaijani cities, learning from both successes and ongoing challenges.

Abstract:
In the past 30 years, Azerbaijan has transformed from a majority rural society to a majority urban one. The urban population rate grew from 45 percent in 1993 to 57 percent in 2024. Of the total country’s population, around 24.3 percent is concentrated in the city of Baku. But the Greater Baku Area, which consists of the urbanized region encompassing the nearby cities of Sumgayit and Khirdalan (both of these are located, as is Baku, on the Absheron Peninsula), is estimated to host around 40 percent of country’s population—that is to say, around 4 million people. Ganja, the country’s second‑largest city, has a population of a little less than 400,000, making the urban primacy index in the country around 7 (unofficially, the number is closer to 10).

Abstract:
In the face of ongoing global environmental dynamics such as climate change, biodiversity loss, and natural resource depletion, one of the most significant challenges of the twenty‑first century is mitigating the negative externalities due to urbanization while adapting to the consequences of urban development. Beyond the increasing, ecological footprint of urban areas and the escalating demands for a diverse array of resources, land‑use practices significantly diminish the availability of areas essential for sustaining ecosystem services. This reduction not only impacts biodiversity but also limits nature’s capability to provide crucial services like clean air, water, and climate regulation—paradoxically, precisely in cities where their demand would be greatest. Many of these ecosystem services are directly linked to the natural environment in cities, such as green urban areas. Indeed, urban green areas (UGAs) are of high importance as they significantly contribute to vital ecosystem services (e.g., pollination through increased biodiversity), response options and thus resilience to environmental (climate) change (e.g., sponge cities), and human wellbeing, including direct impacts on our physical and mental health (e.g., nearby recreation).

Abstract:
We live in a time of profound and rapid transformation. Trends and multifaceted challenges that have been gradually evolving in the past decade appear to be converging towards radical changes in the urban realm, driven by global geopolitical shifts, cultural dynamism, uneven socio‑economic progress, the disruption of labor markets reshaped by the digital revolution, and emerging technological and scientific advancements. All these are, to make matters more even complex, topped by the drive to “go green” due to the increasing evidence of our overuse of finite natural resources and the vulnerability of our ecosystem to climate crisis, and thus to our own wellbeing. Azerbaijan’s comprehensive “Strategic Road Maps,” approved in 2016, set the basis for the country’s aspirations towards the sustainability and competitiveness of its economic structure through the development of the non‑oil sector and its human capital. The more recent policy and reform framework, titled “Azerbaijan 2030: National Priorities for Socio‑Economic Development,” which was endorsed in 2021, spells out clean‑cut priorities for the country aimed at stimulating the growth of its economy, fostering a dynamic, inclusive, and socially‑just society, promoting the balanced development of the regions, encouraging innovation and creativity, guiding the return of internally displaced people (IDPs) to their areas of origin in the liberated territories, and promoting decarbonization.

Abstract:
The tectonic plates of geopolitics are shifting in such a profound way that has not been seen since the end of the Cold War. The Russian invasion of Ukraine on 24 February 2022 has not only increased tensions between the world’s major powers, but also severely impacted the regions in which they traditionally strive to project their power. This applies especially to areas in the wider Eurasian region that the Russian Federation unjustifiably considers as part of its sphere of influence, such as the South Caucasus. Russia’s failure to achieve a quick and decisive victory in its full-scale invasion of Ukraine has not only forced the Kremlin to limit its objectives on the battlefield, at least for the time being, to Ukraine’s east. It has also reduced the credibility of the Russian military that much of its power projection has depended upon – and has reduced its attractiveness as a security partner for countries that have traditionally regarded Russia as such. Russia has had to withdraw some of its troops and military equipment from the South Caucasus, its leadership is preoccupied with Ukraine, and it has not lived up to its security commitments to Armenia. This has contributed to a geopolitical vacuum and uncertainty in the South Caucasus that other actors are eager to exploit.

Abstract:
This article explores the tourism sector of the South Caucasus region in the post-pandemic period. In general, due to the pandemic, the share of the tourism sector in the global GDP has decreased by more than 2 times. In the post-pandemic period, although the share of the sector in the global GDP has increased again, it lags behind the statistics of the pre-pandemic period. Surrounded by the Black Sea from the west and the Caspian Sea from the east, the South Caucasus region has a unique nature, rich historical and cultural heritage, unique gastronomy, traditions and riches that transcend national borders.

27. Assessing the importance of new corridors in the South Caucasus in the context of the RussianUkrainian war

Abstract:
This article analyzes the possibilities of a new corridor in the South Caucasus region in the context of the Russian-Ukrainian war. The research is important because after the 44-day war, fertile conditions for new opportunities have emerged in the South Caucasus region. The RussianUkrainian war and the resulting damage to the transport sector, like other sectors, necessitated the creation and use of alternative routes. The questioning of the security of the Black Sea due to the war and the closing of the European space for Russia created a problem for the countries that used Russia and the Black Sea to reach Europe. These countries are already evaluating alternative opportunities to the corridors. One of these possibilities is the Middle Corridor project, which has seen an increase in the volume of transported cargo since its inception, except during the pandemic period. During the war, the shortest possible transport corridor from China to Europe will be provided after the financial investment in the infrastructure and the integration of the Zangezur Corridor into the Middle Corridor, and work on this process is currently being continued. The North-South Corridor, which has been discussed for a long time however has not gained much popularity, gained even more importance during the war, and the works related to the construction of the infrastructure of the corridor were accelerated.

The CSP’s current authors analysed the EU’s and the US’s mediator roles to reconcile Armenia and Azerbaijan, Armenia’s international responsibility in relation to the formerly occupied territories of Azerbaijan, Russia-Armenia relations, the perspective of the Middle Corridor, and Iran-Armenia relations and its implications for Azerbaijan, etc.

Abstract:
The US-Armenia “Eagle Partner” joint military exercise from September 11–20 may signal the beginning of a shift in the foreign policy direction of Armenia, historically a close ally to Russia. Armenia has been growing frustrated at the lackluster response of the Collective Security Treaty Organization to its appeals for assistance in the deepening conflict with Azerbaijan. However, it would be difficult to imagine a wholesale change in the geopolitical orientation in Yerevan, given the strong military, economic, energy, and cultural ties between Armenia and Russia.

Abstract:
The restoration of historical transport routes and the creation of new ones is a strategic objective of most states in modern times. Located at the intersection of the North–South and East–West transport routes, Azerbaijan is currently recognised as an important transport and logistics hub. Successful cooperation with European Union countries in this field is taking place. The East–West and North–South international transport routes passing through the territory of Azerbaijan are very convenient for cargo transportation in terms of distance and duration. This paper discusses the plausibility of the Zangezur corridor being used (which is mentioned in the tripartite agreement that dates back to 10 November 2020) and highlights its importance as an integral element of the global transit route. A comparative analysis of different transit routes was carried out, and the advantages of opening this corridor for all stakeholders was justified.
