Abstract:
This brief article seeks to make two important and related points. The first is that the international law principles of sovereignty and territorial integrity hold that Karabakh belongs to Azerbaijan, despite misleading arguments to the contrary about supposed Armenian rights of self-determination. The second provides a partial assessment of Heydar Aliyev’s legacy and how it relates to some of the policies pursued by his successor, Ilham Aliyev. Each will be examined in turn.

12. Statesmanship in the Silk Road Region: Reflections on Heydar Aliyev’s Achievement

Abstract:
I began writing this essay near the end of a triple jubilee year for Heydar Aliyev: the centenary of his birth, the thirtieth anniversary of his return to Baku (celebrated as National Salvation Day), and the twentieth anniversary of his death. Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

13. Heydar Aliyev’s Energy and Infrastructure Strategy

National Leader Heydar Aliyev had an exceptional understanding of foreign policy and national security dynamics. Through his strategic vision, he was able to lead the Republic of Azerbaijan from a situation of state collapse at independence to one characterized by political, economic, and security viability. Moreover, Heydar Aliyev’s geopolitical strategy enabled Azerbaijan to conduct independent policies, not dictated by any regional or global power. In support of his geopolitical strategic vision, Heydar Aliyev conceived of and executed an energy and infrastructure strategy that enabled Azerbaijan to become a major oil and natural gas producer and, in turn, to change the energy map of the Caspian region and the European continent. The core of this policy was the establishment of the East-West corridor from the Caspian region through Georgia and Türkiye to the West.

14. The End of Russia’s “Unipolar Moment” in the South Caucasus

Abstract:
The war in Ukraine has exposed Russia’s weaknesses and ended its “unipolar moment” in the South Caucasus. This has affected the calculations of the three states in a region where Moscow traditionally had the upper hand over local and competing outside actors. Prior to the war, Russia had been able sustain its security, political, and economic leverage over Armenia, Azerbaijan, and Georgia, yet the extent of its influence varied over time and depending on the leadership in each country. Moscow was Armenia’s key ally, bringing the country into its security, political, and economic space. Russia also enjoyed close political and business ties with Azerbaijan, underpinned by shared authoritarianism. Baku joined the Commonwealth of Independent States (CIS) but stayed out of Russian-led security institutions. Moscow’s role in the Nagorno-Karabakh conflict gave it particular security leverage over Baku and Yerevan. Russia’s leverage with Georgia has fluctuated. The country joined the CIS but not other Russian-led organizations. Political ties started to erode in the early 2000s, especially following the 2003 Rose Revolution. The 2008 war weakened Russia’s leverage as Georgia left the CIS and cut diplomatic ties. Economic relations have improved since 2012 even as Tbilisi continued to seek EU and NATO membership. The war in Ukraine has weakened Russia’s sway over the region, accelerating what had started with the 2020 Nagorno-Karabakh War as Moscow sided with Azerbaijan rather than its treaty ally Armenia. This led to growing difference with Yerevan and convergence with Baku. Armenia is now looking for alternative security partners and engaging with the EU and the United States. Azerbaijan is taking advantage of Moscow’s focus on Ukraine to fully achieve its objectives, including the early departure of Russian peacekeepers from its territory. Georgia receiving EU candidate status could have reduced Russia’s leverage but its ruling party’s antidemocratic and anti-West turn keeps favoring Moscow’s influence. Western economic sanctions have further undermined Russia’s hold over the South Caucasus states: it needs them more to connect and trade with Asian markets. The new geo-economic reality favors the three countries and Moscow can now hardly use economic tools against them. Russia’s waning influence has made it one among other players in the South Caucasus. It can no longer ignore the role of China, the EU, Iran, Türkiye, and the United States there. The emerging geopolitical and geo-economic plurality in the region has made Armenia, Azerbaijan, and Georgia more daring and transactional in their engagement with all outside powers. This has implications for the three countries in terms of peace and security, democracy, and geopolitical orientation. Azerbaijan is likely to remain undemocratic and to keep engaging with all powers transactionally to maintain national and regime security. Armenia finds itself in a complicated state of insecurity that affects democratization and makes multi-alignment its default foreign policy orientation. Georgia, whose democratic decline is the result of its own politics, is likely to sustain its multi-aligned and transactional foreign policy posture if the current government stays in power, while an opposition victory in the coming elections might turn the country back to democracy and a West-oriented foreign policy.

Abstract:
This paper seeks to examine the violation of territorial integrity as a stage of hybrid warfare. Grounded in the theoretical framework of neoclassical realism, this study analyses nations’ foreign policy strategies considering both global and domestic factors. Employing primarily qualitative research, this study concentrates on a case study of the South Caucasus region. Against the backdrop of the war which broke out in the early 2022 between Russia and Ukraine, the preservation of territorial integrity emerges as an imperative aspect of national security policy. Despite the longstanding recognition of territorial integrity as a fundamental tenet of international law over the centuries, this war has galvanised all nations with regard to the violation of territorial integrity. The paper delineates the principles of territorial integrity vis-à-vis the national security of the South Caucasus countries, substantiating the assertion that violation of the territorial integrity of the particular countries in this region serves the interests of external actors, either directly or indirectly, and is employed as a strategic tool in the pursuit of protracted hybrid warfare.

Abstract:
Armenia and Azerbaijan, together with Georgia, are facing unprecedented challenges that arise from unfolding climate change and seismic risk in the South Caucasus. Placing considerable strain on economies, livelihoods, and government resources, these hazards can significantly worsen the complex geopolitical landscape and exacerbate unresolved political issues. The absence of structured and coordinated disaster response mechanisms can increase vulnerability and hamper effective crisis management, leading to avoidable loss of life, widespread suffering, and significant economic damage. We propose the establishment of a Regional Emergency Action Partnership (REAP) in the form of a coordinated binational disaster response system. This system could enable better preparation and facilitate effective responses to disasters that are likely to have an impact across borders, ultimately saving lives through joint efforts and resource mobilisation. Including Georgia would further strengthen such a crisis management system and solidify regional cooperation. Furthermore, this mechanism could help catalyse political rapprochement between Armenia and Azerbaijan. Natural disasters and humanitarian crises can bring adversarial states together and unexpectedly foster collaboration. Greece and Türkiye have engaged in “earthquake diplomacy”, and despite the lack of diplomatic relations, Armenia and Türkiye briefly reopened their border to facilitate aid during the devastating 2023 Turkish earthquake (see Case Study 1 for more information). This rare example of earthquake diplomacy demonstrates how countries in seismically active regions can share common threats and opportunities for cooperation in their disaster responses. Similarly, Israel, Jordan, and Palestine have conducted joint disaster-response exercises involving 400 firefighters, medical personnel, and first responders, and the United States and Western states extended considerable support to the Soviet Union in the aftermath of the 1988 Armenian earthquake.

Abstract:
This Policy Brief outlines practical ways in which environmental and energy cooperation between Armenia and Azerbaijan could foster regional stability and peace amid the looming impacts of climate change. Collaboration on shared resources could mitigate the negative impacts of cross-border environmental challenges while fostering mutual trust, thereby reducing the risk of future conflicts. Joint efforts to produce and transmit renewable and non-renewable energy resources could further promote regional stability by strengthening energy security and deepening economic interconnectivity. Joint action on climate change is becoming increasingly urgent in the South Caucasus, especially between Azerbaijan and Armenia. Both countries face serious economic, social, and political risks from climate impacts, including rising temperatures, reduced precipitation, desertification, extreme weather, water scarcity, and the spread of diseases. Armenia and Azerbaijan are also likely to face challenges affecting energy dependence and security, although in different ways. These challenges are likely to strain resources, heighten tensions, and increase the potential for conflict within and between these two nations. To mitigate climate change impacts, enhance energy security, and reduce the risk of conflict, cooperation is crucial, particularly as Armenia and Azerbaijan navigate a fragile post-conflict environment. The Policy Brief proposes five actionable policy options to promote environmental and energy cooperation. Their implementation would create platforms for government representatives, experts, and civil society members and organisations to jointly study, deliberate, and negotiate through technical and economic communication channels, fostering mutual understanding, confidence building, and reconciliation through shared problem solving. After discussing these policy options, the Policy Brief concludes by summarising the key take-aways from this important discussion.

Abstract:
The fifth round of negotiations between Türkiye and Armenia, held on 30 July, offers hope for an acceleration of the normalisation of their relations, including the opening of borders between the countries. However, the success of the negotiations depends on the settlement of Armenia’s relations with Azerbaijan. Such an agreement would unblock transport routes in the South Caucasus region, as well as increase the presence of the EU and Poland in the region.

Abstract:
The development of a Smart City concept is essential for many devastated regions including Karabakh. While traditional methods typically address basic infrastructure repairs, implementing smart city solutions can promote long-term sustainability and enhance the well-being of individuals affected by war. The Smart City concept is viewed as a promising solution for challenges in postwar regions, and scholars argue that it effectively aids in developing post-conflict zones. This approach relies on the concept that it enhances emergency forecasting and planning, assesses disasters, and effectively manages and shares geographic information. Failure to implement smart city initiatives in postwar zones could significantly delay recovery efforts and sustainable development, hinder economic growth, and diminish resilience against future disasters. This paper examines the smart city concept as a vital strategy for the Karabakh region. It draws on lessons from the post-conflict Western Balkans, highlighting the key challenges these regions encountered in developing smart cities and, thus, aims to provide insights for the Azerbaijani government to learn from their experiences.

Abstract:
I nfrastructure plays an essential role in addressing societal needs and climate change policies. The methods and materials used during construction can have an impact (positive and negative) on both climate change mitigation and adaptation as well as in engineering a more inclusive society. There is a noticeable shift towards cleaner and sustainable infrastructure worldwide, as countries aim to move closer to fulfilling their net-zero emissions pledges. To achieve net-zero emissions by 2050, an estimated $139 trillion investment in infrastructure will be needed worldwide. The global infrastructure business has enormous growth potential. By 2050, around 75 percent of infrastructure across the globe will be under construction. This growth is likely to be accompanied by a spike in the global green infrastructure market, which is predicted to reach €10 trillion by 2030. The fact that infrastructure accounts for 79 percent of global greenhouse gas emissions highlights the importance of investing in green infrastructure worldwide.
