Abstract:
Forced displacement affects over 70 million people worldwide and is among the most pressing humanitarian and development challenges today. This report attempts to ascertain whether a relationship exists between displacement in Afghanistan and vulnerability to recruitment to violence by militant organizations. The report leverages an understanding of this relationship to provide recommendations to government, international donors, and others working with Afghanistan’s displaced populations to formulate more effective policies and programs.

Abstract:
The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

Abstract:
UN peacekeeping missions are deployed in increasingly violent contexts, such as Mali and South Sudan. It leaves such missions suspended somewhere between traditional peacekeeping and peace enforcement. Concurrently with this transformation, protection of civilians has become increasingly important. How do countries like Ghana and India, two of the main contributors of troops to UN missions, define, approach, and experience the task of protecting civilians? What do they consider its key components to be? And what do they think is required to protect well? This new DIIS report concludes that the individual combat experience of troop-contributing countries is a defining feature of how protection of civilians is approached in peacekeeping missions. The report suggests that it is important to understand how difference plays out across missions, and how countries that contribute troops to missions understand and respond to their roles in these missions. This understanding is required in discussions about how effective and coherent we might expect peacekeeping to be as a form of intervention. This report is based on fieldwork in India and Ghana. Data on the Ghana case has been partially collected through the project Domestic Security Implications of Peacekeeping in Ghana (D-SIP), funded by the Danish Ministry of Foreign Affairs.

Abstract:
This study examined interventions addressing violence against women (VAW) and violence against children (VAC) in Maharashtra. The study, conducted between August 2018 and October 2019, analyses budgetary allocations, expenditures, and utilisation for measures addressing VAW and VAC over 5 years FY 2014-15 to FY 2018-19. This study was commissioned by UNICEF Maharashtra as a part of a larger project between UNICEF, UN Women and Government of Maharashtra on tracking outlays to outcomes for women and children.

Abstract:
In late 2020, Myanmar will hold a general election for more than a thousand seats in Union, state, and regional legislative bodies. The next year and a half will also see two high-level, conflict-laden processes capture domestic and international attention—the 21st Century Panglong peace conference and possible attempts to repatriate Rohingya refugees. This report evaluates the environment in which the peace process, Rohingya repatriation, and the election intersect and identifies opportunities for mitigating conflict in the run-up to the election.

Abstract:
Pakistan’s 2018 elections marked just the second time in history that power transferred peacefully from one civilian government to another after a full term in office. Although the initial months of campaigning were relatively free of violence, the two weeks before polling were dangerous for campaigners and voters alike, and the elections provided a platform for some parties to incite violence, particularly against Pakistan’s minority sects. This report provides a deep examination of how exposure to political violence in Pakistan’s largest city affects political behavior, including willingness to vote and faith in the democratic process.

Abstract:
This study aims to analyze how the notion of „honor‟ is usually constructed in Pakistani society. Using the script of an Oscar-winning documentary by Sharemeen Obaid Chinoy, A Girl in the River: The Price of Forgiveness, the researchers have investigated how various socio-political norms, linguistic tools, and strategies have been used to construct the issue of honor killing in a typical Pakistani patriarchal society. A set of tools offered by Critical Discourse Analysis (CDA) practitioners (e.g. Fairclough, 1992, Van Dijk, 2006, Gee, 2011 and Reisigl and Wodak, 2000) helped the researchers to find that the concept of „honor‟, as social actors of the documentary view it, does not seem to be rooted in moral or religious codes rather it is a metaphor for political and social approval. Interestingly, only women are objectified as the carriers of this concept. They are conceived as the agents of disrespect or the violators of „honor‟ if an untoward incident happens. These attitudes clearly comment on the political power struggle between genders, which need in-depth investigations in Pakistani society. The analytical framework of this study may be used to analyze media discourse and discriminatory socio-political norms/attitudes in South Asian societies.

Abstract:
Women have always been treated as second grade citizen in Pakistan. Pakistan is considered the 3rd unsafe country for women to live. Pakistani women are facing problems in their private and public life. Violence is the most thriving issue for the women in Pakistan. The main reason of the wide spread violence is poverty and ignorance. Social structure is not supporting woman although gender ratio of population is more than half. This paper is an attempt to explore the causes and types of violence in Pakistan. It also deals with the effects of violence in society. State has introduced a number of legislations but the common woman in Pakistan is conscious about her rights. The state of Pakistan is not progressed without the help of other gender. State and women both have to take the task to eradicate the issue of violence.

10. Women & Violence in Pakistan: Designing Institutions for Women’s Protection

Abstract:
The most recent study on reported incidents of gender-based violence (GBV) in Pakistan shows an upward trend of violent crime against women – with kidnapping, rape, murder, honor killings, domestic violence, and acid throwing as the most commonly reported. Conviction rates for these crimes remain dismally low, but within this grim backdrop lies a ray of hope. In the past decade, the government has enacted a quick succession of pro-women legislation despite strident political opposition from the religious right. Among other things, new laws provide women with rights and protections against workplace harassment, acid crime, and anti-women practices while strengthening the existing legal frameworks on gender crimes. The latest legislation comes from Punjab, the largest and best-resourced province in the country, but also one with a disproportionately high incidence of GBV. The 2016 Punjab Protection of Women Against Violence Act (PPWVA) protects women from all forms of violence, serving as a high point in the lengthy struggle to get GBV on Punjab’s political agenda.
