1. Informality and State ‘Jugaad’: How urban governance works in India

Abstract:
How does the state govern cities where much of the economy is informal, on the margins of state regulatory institutions? In this paper, I draw on field research in Mumbai to a present an empirically-based conceptualization of the workings of the state in cities where’ informality is a pervasive feature of work and built environment.’ I draw on the popular notion of ‘jugaad,’- makeshift adaptations, workarounds and improvisation under constraints, to describe the state in Mumbai. ‘Jugaad’ practices and strategies of governance – adaptive, flexible, negotiated and contingent - are routinely applied by state actors at different levels in Mumbai, in spaces “illegible” to formal state institutions. ‘Jugaad’ governance practices are not arbitrary or merely corrupt, but rational, if ad hoc and extra-legal, adaptations around formal rules. These processes embed state actors in local power structures and crosscutting networks that span state, market and political organisations. While they enable the state to apprehend and partially incorporate the city’s informal spaces, they dissipate centralised state power and cohesiveness . The ‘jugaad’ state concept encapsulates how the formal and informal workings of the state interact and shape urban governance in largely informal cities. It draws attention to tensions and disjunctions within the state and in state-society relations in such contexts.

Abstract:
Peace building is the rehearsal of developing policies that strengthen the peace and re-establish order through social, political and economic reforms. Peace building has shifted its state-centric approach to regional focused agendas for more than a decade.South Asia is a diverse region with a unique geo-strategic significance, socio-political subtleties, and economic diversities. It faces distinct traditional and non-traditional challenges in the process of peace building. South Asia – the home to one third global population faces immense challenges due to weak state structure. The long and persistent influence of external powers in decision making process in South Asia has impacted the political evolution of the states included in the said region. The lack of fundamental necessities has increased the level of frustration and the sense of deprivation, which provides a fertile ground for the prospect of conflicts. The region is often labelled as one of the most dangerous regions on earth due to growing intolerance, extremism, terrorism, insurgencies and rise of various nuclear powers in South Asia. Kenneth Waltz claimed that the anarchic international system is a power that shapes the states behaviour, as the structure of the anarchic system compels states to adopt certain policies. In this exploratory research, an effort has been made to explore and analyze that how anarchic international structure influences and affects the peace building process in South Asia.

Abstract:
Since the introduction of the Policy for Regulation of INGOs in Pakistan, 2015 and the draft Regulation of Foreign Contribution Act 2013-15 (RFCA),the state-civil society relationship in Pakistan has been once again in jeopardy. This paper examines the issue of regulating civil society organizations in Pakistan, considering the unique composition of Pakistani civil society, its role, and the existing legal framework while drawing on examples from the region. Based on the analysis, it is recommended that due to the importance of associational life in the development and democratization of Pakistan, civic organizations should be regulated in the light of the constitutional provisions, which consider rights to association as basic human rights.

This paper is an attempt to examine how is soft power and public diplomacy imperative conditions for Pakistan‟s international stature by examining the effective utilization of public diplomacy of the states like USA, Russia, China and India, public diplomacy of which have got a very significant position at the international stage. Based on an understanding of their Public diplomacy, the author seeks to explore what lessons and strategies should Pakistan take into consideration for the promotion of Pakistan‟s good image at the international front, and how Pakistan can be successful in achieving the positive results. The author has highlighted some serious recommendations as well.

5. Trust in State and Non-State Actors: Evidence from Dispute Resolution in Pakistan

Abstract:
Lack of trust in state institutions, often due to poor service provision, is a pervasive problem in many developing countries. It may also be one of the reasons citizens turn to non-state actors for services. This paper investigates whether information about improved public services can help build trust in state institutions and move people away from non-state actors. We focus on dispute resolution in rural Pakistan. We find that (truthful) information about reduced delays in state courts leads to citizens reporting higher likelihood of using them and to greater allocations to the state in two high-stakes lab-in-the-field games designed to measure belief in the effectiveness of state courts and willingness to contribute resources for others to access them. More interestingly, we find indirect negative effects on non-state actors in the same high-stakes settings. We show that the positive direct and negative indirect effects are both mediated by changes in beliefs about the effectiveness of these actors. Our preferred interpretation explains these behaviors as a response to improved beliefs about state actors which then motivate individuals to interact less with non-state actors and as a result downgrade their beliefs about them. We provide additional checks bolstering this interpretation and alleviating concerns about potential social experimenter effects or mechanical contrasts between the two actors. These results indicate that, despite distrust of the state in Pakistan, credible new information can change beliefs and behavior.

Abstract:
The word 'Islamic Republic' is debatable among scholars as what meaning and role the word 'Islam' adds to the republic is still not agreed upon. Therefore, there is a need for resolving this ambiguity by explicitly defining and explaining the meaning and role of Islam in an Islamic Republic. Pakistan, too, is an Islamic Republic, which got the name 'Islamic Republic of Pakistan' for the first time in the constitution of 1956. This study intends to comprehend the mentioned issue by highlighting the similarities and differences between democracy and Islamic system of governance. In this qualitative study, iterative analysis of semi-structured interviews of ten doctorate scholars is carried out. The study comes across primary contradictions between the two systems and gives a way out for a system having characteristics of both Islam and democracy.

Abstract:
Countering terrorism is an essential national strategy. Pakistan, is making long term counter terrorism policies .This present research focuses on the role of police regarding this issue by raising some questions. What are the perceptions of public about police legitimacy, police performance, procedural justice and distributive justice? What are the instigating factors that may influence publics‟ attitude towards police and counter terrorism policing strategies? Pakistan police force must improve its police public relationship as a method to employ in combating and dealing with terror threats, since this strategy will have a direct impact on fight against terrorism in Pakistan. Miscreants attacked states legal institutions to make it more fragile in order to challenge the writ of the government. Police has also become target for these extremist groups in Pakistan because of its politicization that some terrorist organizations consider against their religious ethos so the role of police becomes important in the affairs of state. The best practices for fight against radicalization, Building Trust between the Citizens and the Police: Incorporating International Experiences and Police – Army Cooperation are important steps. Since the police is conscientious for positively symbolizing the authority of the state, their conduct to citizens is imperative for promotion of law-abiding approach amongst the public. Responsible role of police will help the state and society to counter terrorism in Pakistan.

Abstract:
Many countries, like Sri Lanka, are trying to diversify their economies but often lack the capabilities to lead diversification programs. One of these capabilities relates to preparing the investment climate in the country. Many governments tackle this issue by trying to improve their scores on ‘Doing Business Indicators’ which measure performance on general factors affecting business globally (like how long it takes to open a business or pay taxes). Beyond these common indicators, however, investors face context specific challenges when working in countries like Sri Lanka that are not addressed in global indicators. Governments often lack the capabilities to identify and resolve such issues. This paper narrates a recent initiative to establish these capabilities in Sri Lanka. The initiative adopted a Problem Driven Iterative Adaptation (PDIA) process, where a team of Sri Lankan officials worked with Harvard Center for International Development (CID) facilitators to build capabilities over a six-month period. The paper tells the story of this process, providing documented evidence of the progress over time (and describing thinking behind the PDIA process as well). The paper will be of interest to those thinking about the challenges associated with creating a climate that is investor or business friendly and to those interested in processes (like PDIA) focused on building state capability and fostering policy implementation.

Abstract:
Ethnicity and Ethnic Politics is an important Phenomenon of Plural Societies. In developing world, ethnic politics is one of the main reasons of internal instability. Ethnic conflict leads towards ethnic politics which is often conceived as a conflict among ethnic groups. This study has focused on the theoretical frame work of ethnic politics, and the main argument is that state has a central role in developing, escalating and diffusing ethnic conflict that is why ethnic conflict does not only mean conflict among ethnic groups but group’s conflict with state is also the part of ethnic politics. The study highlights various steps towards the development of politics of ethnicity. A life cycle model of ethnic conflict is also drawn to analyze various stages of conflict, and how the intensity of ethnic conflict with state gradually gain momentum. The debate also focuses that ethnic conflict with state should be handled on priority basis. If state fails to resolve conflict, the reformation of nationality of a particular ethnic group creates serious unrest and threat to the process of nation building.

Abstract:
During the Cold War the US-Pakistan relationship was one in which the US considered Pakistan as a necessary part of its effort to contain communism in Asia while Pakistan considered its relationship with the US as strengthening its position vis a vis India. The high point in this relationship was during the Soviet-Afghan war. The US tried to renew this relationship after 9/11, although when Obama replaced GW Bush he stated his intention to move US-Pakistani relations off the security agenda which the Pentagone and the Pakistani army considered a priority. However, Obama rain into resistance from the Pakistani army and from the national security establishment in Washington- as can be seen from the security-oriented distribution of US aid. But not even in the area of security have the two nations been able truly to collaborate. To begin with, the strengthening of US-India relations angered Pakistan. Then Islamabad protected the Taliban in its fight with NATO. Finally, Obama violated Pakistani sovereignty (the Drone strikes in the tribal belt and the Ben Laden raid). These conflicting interest, however, do not necessary means the end of the relationship.
