11. Impact of Political Environment on Media Freedom in Pakistan

Abstract:
This study has been conducted to determine editorial independence of broadcast journalists in current political environment of Pakistan. Journalists from top news channels were approached to explore the political pressures that bar journalists to conduct their professional duties freely. Survey was conducted to asnalyse the level of media freedom based on perception of the professionals. It is found that political factors have a considerable influence on media practice. Freedom of media is being affected by the current democratic set-up of the country.

Abstract:
The paper examines the theoretical framework of the concept of middle class and the notion behind the Karl Marx‟s concept of class struggle and how the Marxist traditions are still prevalent in the form of class politics and identity politics of Pakistan. By using secondary sources this paper attempts to assess the role of middle class in the politics of Pakistan by critically reviewing the class structure and the growth of new middle-class in post 2007 era and how this class has attained the political role after lawyers movement and after the PTI‟s (Pakistan Tehreek-e-Insaf )pop-politics . This paper also attempts to study the trend of protest politics in the developing world and conundrum that democracy faces in this developing part of the globe and how middle class has assumed driving role in it. The social, cultural and religious evolution of this class in Pakistan and in the globalized world, is also explored in the wake of cross-culturalism . The role of middle class in shaping last decade of democracy is also studied by analysing the results of the elections of 2013 and 2018. This paper also suggests incorporating consumerism and marketing based reforms to attract this class towards democratic process.

Many anticipate that as the new prime minister, Imran Khan will change Pakistan and alter its relations with the United States and regional powers. Khan’s first speech to the nation was moderate in tone and substance. He has an ambitious reform agenda that above all promises to deal with corruption. What domestic constraints will he face? Will his being a successful populist, the first since the 1970s, embolden him to pursue transformative policies such as on taxation and land reform? How will his government handle Pakistan’s looming economic crisis? Will he inevitably butt heads with the military over its budget and Pakistan’s policies toward countering terrorism? Is Khan prepared to modify his deeply negative views on the U.S. role in Afghanistan? How far should he be expected to go curbing the Afghan Taliban and pushing it toward peace talks? Can he improve relations with India and also satisfy his religious-political base? These and other questions were addressed in a discussion among a distinguished panel of experts on Pakistan hosted by the Middle East Institute (MEI). The panelists are Michael Kugelman (Wilson Center), Arif Rafiq (Cizier Consulting), Tamanna Salikuddin (U.S. Institute of Peace) and Moeed Yusuf (U.S. Institute of Peace). MEI’s director for Afghanistan and Pakistan Studies, Marvin Weinbaum, moderated.

Abstract:
As the domain of civil society burgeoned in the 1990s and early 2000s—a crucial component of the global spread of democracy in the developing and postcommunist worlds—many transnational and domestic actors involved in building and supporting this expanding civil society assumed that the sector was naturally animated by organizations mobilizing for progressive causes. Some organizations focused on the needs of underrepresented groups, such as women’s empowerment, inclusion of minorities, and LGBT (lesbian, gay, bisexual, and transgender) rights; others addressed broader societal issues such as economic justice, social welfare, and antipoverty concerns. In many countries, the term “civil society” came to be associated with a relatively bounded set of organizations associated with a common agenda, one separate from or even actively opposed by conservative political forces. However, in the past ten years, this assumption and outlook are proving increasingly incorrect. In many countries in the developing and postcommunist worlds, as well as in long-established Western democracies, conservative forms of civic activism have been multiplying and gaining traction. In some cases, new conservative civic movements and groups are closely associated with illiberal political actors and appear to be an integral part of the well-chronicled global pushback against Western liberal democratic norms. In other cases, the political alliances and implications of conservative civil society are less clear. In almost all cases—other than perhaps that of the United States, where the rise of conservative activism has been the subject of considerable study—this rising world of conservative civil society has been little studied and often overlooked. This report seeks to correct this oversight and to probe more deeply into the rise of conservative civil society around the world. It does so under the rubric of Carnegie’s Civic Research Network project, an initiative that aims to explore new types of civic activism and examine the extent to which these activists and associations are redrawing the contours of global civil society. The emerging role and prominence of conservative activism is one such change to civil society that merits comparative examination. Taken as a whole, the report asks what conservative civic activism portends for global civil society. Its aim is not primarily to pass judgment on whether conservative civil society is a good or bad thing—although the contributing authors obviously have criticisms to make. Rather, it seeks mainly to understand more fully what this trend entails. Much has been written and said about anticapitalist, human rights, and global justice civil society campaigns and protests. Similar analytical depth is required in the study of conservative civil society. The report redresses the lack of analytical attention paid to the current rise of conservative civil society by offering examples of such movements and the issues that drive them. The authors examine the common traits that conservative groups share and the issues that divide them. They look at the kind of members that these groups attract and the tactics and tools they employ. And they ask how effective the emerging conservative civil society has been in reshaping the political agenda.

Abstract:
The evolving concept of Preventing Violent Extremism (PVE), as part of ongoing counter-terrorism and counter-extremism efforts, has to address various social, economic, political religious and individual factors that attract or push youth from activism towards extremism. Social media platforms and religious institutions are crucial mediums of influence that can be used to minimise and eventually eliminate the exploitation of these two domains by violent-extremist groups for recruitment, propaganda and legitimation of their extremist agendas. Articles in this issue give an insight into the roles played by social media and madrassas as well as religious leaders and extremists in Sri Lanka, Pakistan and Indonesia. The first article by Rohan Gunaratna analyses the recent riots between the Sinhalese and Muslim communities in Sri Lanka. It observes the historical development of relations between the two communities, specifically focusing on the role of Sinhala ultra-nationalists in advancing their communal and political agenda in the island state. In 2012 and 2013, the ultra-nationalists’ intolerant rhetoric against Muslims and Christians emboldened supporters to engage in mob violence targeting both minorities. Communal riots had erupted in 2014 and intermittent bomb attacks on Muslim establishments occurred in 2017. To restore communal harmony, the author prescribes a cohesive approach that combines laws criminalising intolerant rhetoric and propaganda in cyber and physical space, arrests of those involved in mob violence, and building structures at national and grassroots level to foster communal harmony. In the second article, Hussain Mohi-ud-Din Qadri examines the madrassa (Islamic seminaries) education system in the context of growing radicalisation and religious extremism in Pakistan. The piece studies the madrassas’ relationship with various political groups, and their local and foreign funding sources. The study relies on published reports as well as quantitative data collected from over one hundred madrassas in Punjab. The study finds that several madrassas in Punjab have links with local and foreign militant organisations that render them vulnerable to external manipulations and interference. However, madrassas which purely dedicate their energies to learning and teaching are generally free of such manipulations. To meet the challenges and overcome the controversies facing the religious seminaries, the article recommends reforming the educational curriculum, providing quality education, reviewing funding sources of madrassas, banning political affiliations of madrassas and monitoring foreign influences on them. Lastly, V. Arianti probes the use of sharp weapons in terrorist attacks by Indonesia militant groups. She argues that IS’ emphasis on knife attacks in its online publications, frequent employment of vehicle-ramming and stabbing by lone-wolf attackers in Europe and local jihadist groups’ efforts to seek recognition from IS central contributed to the steady rise of knife attacks in Indonesia. The author believes that while knife attacks will continue to be an attack tactic in Indonesia militant landscape, bombings and shootings will be the preferred tactics because of their relative potential to cause mass casualties.

Abstract:
Afghanistan has been a battlefield for big powers for last four decades. In 1979, Russia invaded in Afghanistan and the U.S. fought a proxy war in the region with the help of Pakistan. Russian withdrawal of forces from Afghanistan under Geneva accord in 1988 caused disintegration of the former Soviet Union in 1991. The Taliban government emerged in Afghanistan in 1994 and a regime of contentious politics started in Afghanistan. It allegedly caused terrorism at local as well as international level. The U.S. alienated itself from the region after the Soviet withdrawal from Afghanistan. In September 2001, Osama Bin Laden purportedly attacked the U.S. security hub Pentagon and economic hub World Trade Centre. America retaliated with cruise missile and invaded in Afghanistan in 2001. After the U.S. claim for killing Osama in May 2011 in Abbotabad, Pakistan, decided to withdraw its forces from Afghanistan in 2014. The U.S. wishes to sustain peace in the region after its withdrawal. It intends to ensure all the conflicting parties that they should come on table for a peaceful bargaining. The U.S. is rehabilitating Afghanistan with her allies. Afghanistan was destructed during the war on terror. This paper is based on the theory of contentious politics introduced by three American sociologists, Sidney Tarrow, Charles Tilly, and Doug McAdam. The tipping point theory is also used in the backdrop of 9/11 incident. It is explained with primary as well as secondary sources.

Abstract:
India is the youngest country amongst the BRICS. It is estimated that by 2020 the working age population in India would be about 592 million, second to that of China’s (776 million). Theorised in terms of the ‘youth bulge’ or ‘demographic dividend’, this holds out prospects as well as challenges for a developing country like India. This note approaches the question of youth in contemporary urban India by shedding light on a variety of perspectives: the institutional structure and governance framework for young people in India, the involvement of and interest of young people in politics, employment-unemployment amongst youth, aspirations, and everyday politics of the youth. By considering both formal politics and political representations among youth as also more everyday forms of politics and aspirational dimensions of youth engagement, this note attempts to develop a holistic snapshot of contemporary urban youth.

Political development, since very long, has been the subject of debate among the arenas of political analysts and philosophers whose list is wide ranging. It includes from classical to 20th Century‟s modern analysts. Hobbes, Locke, Rousseau, Karl Marx and so many others , due to their discontentment over the political conditions around them, presented their philosophies with a wishful thinking of progress and development of the respective civic cultures. The concern for political progress under the expression of political development became more pervasive after the Second World War. During this intellectual fermentation, a host of scholars offered a wide variety of definitional explication of the concept of political development. They all soon realised the ambiguity of the offered definition of the concept of political development. L.W. Pye defined it by using at least ten sub- concepts.This article will analyse the political development and modernisation in Bangladesh after explicating the concept of political development and modernisation which have been widely and generally accepted by the political scientists. This study will be confined to the areas: the organisation of the political system and its structural coherence, the democratic experience of the nation, and socio- economic development.

Abstract:
A strong army plays an important role for the defense and security of any country. Without a strong army, no country can survive smoothly. Unfortunately, in Pakistan, army remained dominant in the political and constitutional development since independence because of some loopholes in the political and constitutional system. Consequently, Pakistan had to face various military coups. In British India, Army neither tried to overrule the Constitutional and political decisions taken by the Government, nor took over the country and the same rule was followed by the Indian army after independence which ultimately strengthens their political institutions. Whereas Pakistan has to face various successful as well as unsuccessful coups which not only derail the political institutions but also destabilizes the social, economic and legal systems of the country. The purpose of this article is to critically analyze the role of army in the political and Constitutional development of Pakistan especially the role of courts in validation of the different coups imposed by military dictators. This article deals with the recent constitutional amendments and judgments delivered by superior courts and to look how far the judiciary can go to stop further military intervention in the political affairs of Pakistan?
