Abstract:
Pakistan is vulnerable to disasters, but recently, climate change has exacerbated its impact, which has led to adverse effects on the country's socio-economic stability. This research paper explores the gaps in Pakistan's disaster management frameworks and policies and proposes gender-sensitive disaster-resilient policy recommendations. It highlights the disproportionate impacts of disasters on the lives of women, exacerbated by socio-cultural norms. The study draws lessons from Bangladesh and Japan, which have successfully integrated gender-inclusive disaster mitigation strategies. Recommendations include equitable distribution of relief aid, ensuring women's participation in decision-making, increasing coordinated efforts among agencies, and enhancing community-based disaster management. The effective implementation of these measures will contribute to sustainable communities and better living conditions for women.

Abstract:
Earthquakes are among the major hazards in India. The areas vulnerable to earthquakes are the plate boundary regions, e.g., Himalaya, Andaman & Nicobar Islands, northeast India and some of the regions in plate interior, e.g., Kachchh. Unlike other hazards such as cyclones, tsunamis or floods, where forecasts for their likely arrival are made, earthquakes strike without any warning. The current scientific knowledge is not sufficient to predict earthquakes. Hence it is necessary to assess our vulnerability to impacts of earthquakes and ensure preparedness to mitigate their effects on society. The development of such resilience can certainly help to avoid disasters. This issue has to be addressed at three levels: a) earth system level or status of knowledge about earthquake generation processes and it’s hazard potential; b) social system level or response mechanism, role of government, private sector and nongovernment organisations, and infrastructure development; and c) human system level or consciousness, awareness and readiness of people towards an earthquake hazard. Today, in our country, monitoring of earthquakes, estimating earthquake parameters, and disseminating this information has become very efficient. All the earthquake monitoring systems have been networked to provide data in the shortest possible time. It is well known that earthquakes do not kill people; poorly designed and built buildings do. The building codes designed to minimise the impact of earthquakes depend on potential risks from hazards. Microzonation maps, useful in assessing seismic hazards and risk potential, seismic response of engineering structures and land-use planning maps, have been prepared for many cities. During the last two decades, the response mechanism has been made very efficient. The National Disaster Management Authority (NDMA) and National Disaster Response Force (NDRF) along with the central and state governments have been provided necessary relief and rescue. Still, there are certain gaps and many questions to be addressed. a) Is there is a possibility of a large earthquake in Himalaya, especially in Uttarakhand and Himachal Pradesh, in the near future? If so, what actions do we need to take? b) How do we use our current understanding acquired through research in objective hazard assessment? What are the shortcomings, what should, can and needs to be done? c) How can microzonation maps be integrated in urban planning? What are the impediments? d) Are there any precursors to earthquakes? What is the status of precursor research in the country? e) Is early warning of earthquakes possible and can it be safely implemented? What is the current status of our knowledge about earthquake warning systems and their effectiveness? f) What are triggered earthquakes? What is the state of knowledge and can they be avoided? g) What is the status of the response mechanism (organisational strength) at the central, state and local levels? How effective is communication with people? h) What is the status for providing relief and rescue in an earthquake event? What are the preparations for providing medical care, shelter and food? i) What kind of public outreach programmes are required? How can we sensitise people, especially children? To discuss these issues and to provide possible solutions, a Workshop was organiaed on 12 April 2023 at the India International Centre, New Delhi. 4. Marriage market responses in the wake of a natural disaster in India

Abstract:
This paper examines the impact of the 2001 Gujarat earthquake on age at marriage and other assortative matching outcomes. Using the 2004–05 wave of the India Human Development Survey and employing a difference-in-differences strategy, we document that the earthquake reduced the age at marriage for both men and women and decreased the likelihood of women marrying into wealthier households. Additionally, we find no changes in matching by educational status or in the likelihood of intra-caste and out-of-village marriages. The results are driven by districts that were severely affected by the earthquake in terms of deaths and destruction. Our conjecture is that the negative economic shock pushed parents to marry off their daughters early to save on dowry expenditures. We confirm this underlying mechanism by using a proxy for dowry payments. Our results highlight how the institution of marriage can induce long-lasting demographic changes after a natural disaster.

Abstract:
In March and April 2017 Bangladesh experienced drastic floods which affected 220,000 ha of nearly ready to be harvested summer paddy crop and resulted in almost a 30% year on year increase in paddy prices. An attribution study of those pre-monsoon extreme rainfall events in Bangladesh concluded that anthropogenic climate change doubled the likelihood of the extreme rainfall events resulting in such floods. Forecast-based financing, which automatically triggers funds when threshold forecasts are reached for an extreme event, used in Bangladesh prior to a 2017 flood event, allowed low-income, flood-prone communities to access better quality food in the short term without accruing debt.

Relentless floods in Pakistan have resulted in thousands of deaths, widespread displacement, and economic devastation. Today, we discuss these impacts as well as Pakistan's broader economic and climate change challenges, the ongoing political crisis, and developments on the foreign policy front. Joining us today are Syed Mohammad Ali, Elizabeth Threlkeld, and Arif Rafiq. Mohammed Ali is a non-resident scholar with MEI’s Afghanistan and Pakistan Program and a weekly columnist for Pakistan’s Express Tribune. Elizabeth is a Senior Fellow and Director of the South Asia Program at the Stimson Center. She previously served as a Foreign Service Officer with the U.S. Department of State in Pakistan in Islamabad and Peshawar. Arif is the president of Vizier Consulting, a political risk advisory company focused on the Middle East and South Asia. He’s also a non-resident scholar with MEI’s Afghanistan and Pakistan Program.

Abstract:
April 25, 2018 – Today marks three years since a massive earthquake and violent aftershock leveled Nepal, killing 9,000 people, injuring an additional 22,000 people, and affecting roughly one quarter of the country’s population. The earthquake struck while Nepal was attempting to implement a political transition and rebuild following the resolution of its ten-year civil war in 2006. Following both the earthquake and the conflict, Nepali women played a crucial yet underappreciated role in relief efforts, and many continue to help the country as it moves into long-term recovery initiatives. This study and video by Georgetown’s Institute for Women, Peace and Security explore how gender-based discrimination and legal barriers amplified the adverse impacts of the conflict and the earthquake on women. In spite of these challenges, the report illuminates how women and women’s organizations led relief efforts and met the needs of marginalized communities—including women—following the conflict and disaster. Their work helped to save lives, preserve communities, and rebuild livelihoods. Finally, the study details how Nepali women continue to advocate for policy and humanitarian changes that better address women’s needs and open opportunities for marginalized groups, ultimately helping communities become stronger and more resilient. “This report ties together two fields of study that are often seen as discrete, but are actually intertwined: post-conflict transitions and disaster risk reduction,” said Briana Mawby, who co-authored the research study. Of the 15 countries with the highest vulnerability to disasters, 14 are among the top 50 most fragile states. “Given the increasing effects of climate change, understanding the intersection of post-conflict recovery and disaster response will be even more important in the years to come,” added co-author Anna Applebaum.

8. A Multiple Streams Explanation of Pakistan’s Climate Change Policy

Abstract:
Despite having minimal contribution to the global carbon emissions, Pakistan is considered to be one of the most vulnerable countries to the catastrophes of climate change. The country experienced back-to-back super floods in 2010 and 2011. In 2010 alone, the floods inundated 20 percent of the country and displaced some 20 million people, making it the biggest human displacement caused by a single climate-induced event in the history(Ministry of Climate Change, 2012). In the wake of these disasters, the Government of Pakistan established the world’s first full-fledged National Ministry of Climate Change and approved a National Policy on Climate Change in 2012. In this context, this paper applies a Multiple Streams lens to understand the agenda-setting process that prompted the development and approval of this policy. The paper will first discuss Pakistan’s vulnerability to climate change and the relevant literature on climate change agenda setting, and will then explore how various facts and events fit into the three streams of Multiple Streams Framework to account for the agenda-setting process that led to development and approval of the national climate change policy.

Abstract:
The world community already lives in a climate changed world. However, the need to adapt to its increasing impact is extremely urgent for the particularly vulnerable countries, such as the least developed countries (LDCs), small island developing states (SIDS) and Africa. Of all these countries, Bangladesh stands unique in terms of climate impacts on a huge population of 160 million living in a small territory sandwitched between the Himalayas in the North and Bay of Bengal in the South. Obviously, Bangladesh has a huge groundswell of experiential learning from living with climate disasters for ages. This experience has been reinforced during the last decade and a half when Bangladesh started anticipatory adaptation planning, first in the form of developing the National Adaptation Programme of Action (NAPA) under the mandate of the UN Framework Convention on Climate Change (UNFCCC). Since then Bangladesh has accepted adaptation to climate change impacts as a national priority, with gradual integration of adaptation needs into national development planning. This Policy Brief is a stock-taking of what Bangladesh has done so far and how she can proceed with future adaptation planning.

10. Internal Migration as a Coping Mechanism to Natural Disaster: Evidence from Southern Bangladesh

Abstract:
In this study, we focus on the impact of exposure to a natural disaster on migration. Here, we focus on a very specific type of migration where the households send household member(s) outside the community for earning purposes. We study this in the context of a tropical cyclone called Aila in the southern coastal region of Bangladesh. We find the household’s decision to migrate is systematically associated with exposure to a natural disaster. We find this association for both self-reported exposure to the natural disaster and also with the intensity of the exposure measured by total loss normalized by the total asset of the household. We further find that households induced by the disaster to have a migrant member have less to gain from the migration compared to households who would otherwise migrate in absence of the disaster, suggesting evidence of sorting in migration decision. Public policy should recognize the importance of migration as a possible crisis coping instrument and also take into consideration the possible selection when designing policy to help people vulnerable to extreme weather and climate change.
