1. Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms

Abstract:
The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The case studies are intended for use by practitioners and policymakers to guide them in conducting a gender analysis and in integrating responsiveness to gender and identity factors in policies and interventions.

2. The gendered crisis: livelihoods and mental well-being in India during COVID-19

Abstract:
This paper studies the impact of the COVID-19 crisis on the gendered dimensions of employment and mental health among urban informal-sector workers in India. First, we find that men’s employment declined by 84 percentage points post-pandemic relative to pre-pandemic, while their monthly earnings fell by 89 per cent relative to the baseline mean. In contrast, women did not experience any significant impact on employment post pandemic, as reported by their husbands. Second, we document very high levels of pandemic-induced mental stress, with wives reporting greater stress than husbands. Third, this gendered pattern in pandemic-induced mental stress is partly explained by men’s employment losses, which affected wives more than husbands. In contrast, staying employed during the pandemic is associated with worse mental health for women and their (unemployed) husbands. Fourth, pre-existing social networks are associated with higher mental stress for women relative to men, possibly due to the ‘home-based’ nature of women’s networks.

Abstract:
These are critical times for those who work to further the public interest. Across the globe, divisions and distrust erode the clarity required to tackle the great challenges of our day. Those who advocate for truth find themselves under attack from those who fear what they might lose if the status quo is changed. There is exceptional need today for powerful voices speaking on behalf of sound policy. The 10 articles in this 29th edition of the Journal of Public and International Affairs all reflect a dogged determination among young policy professionals around the world to press ahead in spite of the headwinds. These pages contain fresh ideas on electrifying rural Myanmar, reforming the U.S. banking system, strengthening the Jordanian labor market, and preventing recidivism among convicted sex offenders in Texas, to name just a few. The JPIA was born from the conviction that graduate students have a unique and invaluable voice in key policy debates. The authors of these articles, together with the 45 editors from 13 graduate programs around the world who selected and reviewed them, will shape the future of economic, international, domestic, and development policy in the decades to come. We strive continually, especially at this moment, to amplify their voices.

4. Risk Factors Associated with Lifetime Prevalence of Suicidal Ideation and Attempts Amongst the Bhutanese Population

Abstract:
With statistics on suicidal death increasing, suicide has become a serious public health concern in Bhutan. In an effort to provide information for prevention and treatment strategies, this paper identifies risk factors associated with suicidal ideation and attempt. Analyses were carried out using crosssectional data from the Gross National Happiness Survey 2015. The survey has a sample size of 7,153 collected via face-to-face interviews. The prevalence of lifetime suicidal thoughts and attempt were the main outcome variables. Independent variables include individual, and household level characteristics, and few other indicators on health and relationships. A multiple logistic regression was performed to explore the correlates and influencing factors. Lifetime prevalence of suicidal thoughts and attempt were found to be significantly greater amongst females (OR 1.653; 95% CI 1.252-2.181). On the contrary, middle (OR 0.430; 95% CI 0.294-0.630) and older (OR 0.168; 95% CI 0.078-0.363) age groups seem to be contemplating lesser on suicide as compared to the younger population (aged 15 to 24). Those who reported higher levels of mental distress (OR 1.06; 95% CI 1.036-1.087), scored lower in family relationship index (OR 0.743; 95% CI 0.704-0.784), and who displayed higher frequency of negative emotions (OR 1.061; 95% CI 1.029-1.095) were more likely to have ideated and attempted suicide. Likewise, suicidal behaviour was observed to be greater amongst those who reported some form of disability, lower number of healthy days, and those who had been a victim of crime. The findings have important implications for developing targeted interventions for suicide prevention and treatment. The study is, however, limited by its cross-sectional data design and a restricted set of predictors.

Bhutan’s Gross National Happiness policy, which implies a critique of onesided economics-dominated development goals, has become well known around the world. For example, the United Nations recently adopted Resolution 65/309, initiated by Bhutan, to include measures of happiness and well-being as indicators of development (United Nations, 2011) and the government in the UK has also expressed an interest in “happiness economics” (Layard, 2006). However, even in Bhutan, there are people who, through no fault of their own, or of their social system, are at a special risk for unhappiness. These are the Bhutanese who suffer from mental illnesses.

This paper focuses on the increasing trend of suicide in Bhutan over a period of five years from 2009-2013, and argues that there is a need of immediate attention from the government or any other relevant organization to set up a helpline, or to put in place any strategy to prevent/reduce it. For a small country like Bhutan, an average annual suicide growth rate of 9.4 percent is an alarmingly high one. A descriptive analysis of this time series data is used to generate comparison of suicide cases by region, gender, occupation and age group to identify which of the groups need the most attention.
