Abstract:
Pakistan is vulnerable to disasters, but recently, climate change has exacerbated its impact, which has led to adverse effects on the country's socio-economic stability. This research paper explores the gaps in Pakistan's disaster management frameworks and policies and proposes gender-sensitive disaster-resilient policy recommendations. It highlights the disproportionate impacts of disasters on the lives of women, exacerbated by socio-cultural norms. The study draws lessons from Bangladesh and Japan, which have successfully integrated gender-inclusive disaster mitigation strategies. Recommendations include equitable distribution of relief aid, ensuring women's participation in decision-making, increasing coordinated efforts among agencies, and enhancing community-based disaster management. The effective implementation of these measures will contribute to sustainable communities and better living conditions for women.

3. What did they say? Respondent identity, question framing and the measurement of employment

Abstract:
In developing countries, a precise approach to measuring women’s employment remains elusive. Emerging evidence underscores the pivotal role of survey methodology, encompassing respondent selection and question framing, in shaping the assessment of women’s employment. Drawing from two labor market experiments in rural India, this study offers insights on the influence of survey design on the measurement of women’s employment. The first experiment contrasts self-reported women’s and men’s employment figures with proxy-reported data from spouses. Women’s self-reported workforce participation surpasses proxy-reported estimates by six percentage points, while men’s estimates exhibit negligible differences. There are significant differences in the type of employment activities reported by self and proxy for both women and men. These divergences emanate from asymmetric measurement errors, stemming from gender-based norm disparities between spouses, and divergent interpretations of employment. Additionally, information asymmetry between spouses concerning women’s marginal activities and disparities in spousal characteristics contribute to these self-proxy differences. The second experiment investigates if framing of questions and recall period has an impact on reporting of labor market outcomes. We find that employing multiple questions to capture weekly employment status yields a 10-percentage-point increase in reported women’s workforce participation, but men’s participation rate decreases by six percentage points. Furthermore, when a distinct employment query is directed at each day of the preceding week as opposed to a single query for the entire week, reported women’s workforce participation increases by seven percentage points, and men’s by four percentage points.

4. Jobless growth and structural transformation: Some theoretical considerations and empirical evidence from India

Abstract:
The decoupling of output growth and employment growth, known popularly as “jobless growth” has been a problem plaguing many countries. Using cross-country data, we show that India has underperformed significantly on job creation compared to the average developing country with lower than average employment elasticities at both the aggregate level and for the non-agricultural sector. Strikingly, we find a one-for-one relationship between output growth and productivity growth in India’s non-agricultural sector, i.e. a Kaldor-Verdoorn coefficient of one. Despite this joblessness of growth, the Indian economy has experienced some structural transformation with the share of the non-agricultural sector and the share of regular wage employment rising at the expense of agriculture and self-employment. We develop a theoretical model which clarifies the relative roles of labour demand and labour supply in determining the output-employment relationship. In this model, the Indian case of some structural transformation even with jobless growth emerges as one case among four possible cases (growth with or without jobs / structural change or no structural change). We conclude with some policy implications.

5. Labour Market Flows and Gender Differentials in Urban Unemployment Over the Pandemic

Abstract:
Utilising data from the Periodic Labour Force Survey, we estimate quarterly changes in urban labour market flows over the period 2018 to 2022 and the impact on unemployment rates for men and women. Our analysis provides non-intuitive explanations for established findings as well as pointing out important questions for further study. Both men and women’s unemployment rates have reduced in 2022 compared to 2018, showing rapid reductions following the high levels reached during the lockdown. Women’s unemployment rates have consistently been higher than men throughout this period. The gap between men and women’s unemployment rates reduced during the lockdown, but have shown signs of increasing since 2021, even as unemployment rates have fallen. For women, flows from the labour force to non-participation play a larger role in explaining changes in unemployment rates as compared to men. Flows from the labour force to non-participation, however, have reduced since the pandemic, providing an explanation as to why labour force participation rates have increased, namely, women staying for longer in the labour force rather than more women entering it. Despite rising labour force participation rates, the gender gap in unemployment rates have risen, in contrast to developed economies.

6. Gender and Just Transition: Envisioning a Gender-transformative Pathway to Energy Transition in India’s Coal States

Abstract:
Entrenched gender biases and injustices in the coal political economy cannot be wished away with the ongoing shift from coal to renewable energy. Rather, the energy transition must seek to unwind these entrenched patterns in the 20th century energy system while creating an equal role for and participation of women in the 21st century energy system. To do so, just transition planning must proactively engage with gender questions in coal communities and envision a gender-transformative pathway to the transition in India’s coal states. Analysing the forms of exclusions faced by women in coal economies, this brief argues that women face four structural barriers – entry barrier, distribution barrier, wage barrier and representation barrier – that are consequential for their social and economic status and agency. The combined effects of these barriers, the masculine nature of the coal industry and existing social norms marginalise women in India’s coal communities and confines them to three observed patterns of engagement: 1) social reproductive labour, 2) informal casual labour and coal scavenging, and 3) formal but menial labour in coal mines. The ongoing shifts in our energy foundations offer an opportunity to unwind the gender inequities and injustices of the coal economy and envision a gender equal energy future. In this direction, the brief suggests four immediate steps to engage with the gender question as part of just transition planning. Recognise women labour force in the coal economy through an intersectionality-informed analytical and assessment framework. Ensure women’s representation in just transition planning at different tiers of governance and decision making. Promote gender inclusive economic diversification in coal regions, with particular attention to women- centric and women-led economic opportunities. Treat women as change agents in the energy transition harnessing their potential role in smoothening the disruptions of the transition.

7. Gender Apartheid in Afghanistan: Foreign Policy Responses

Nearly two years on from the Taliban’s takeover, diplomatic efforts have so far failed to anticipate or halt the unfolding regressive regime in Afghanistan. Feminist foreign policy approaches can guide both normative and practical efforts to protect and defend women’s fundamental rights in the country and support local actors to create alternative spaces for women’s and girls’ to reclaim their rights to education, employment, and political agency. This paper makes the case that governments employing a feminist foreign policy approach – as well as those who claim to prioritise gender equality – must use the term “gender apartheid” to signal their condemnation in the strongest terms. The situation of women and girls in Afghanistan is becoming more critical every day under the Taliban’s terror regime of gender apartheid. The international war fought by militaries has ended but the war against women and girls has escalated. Egregious violations of human rights and pervasive gender-based violence are occurring, targeting women protesters, women associated with the previous government, and ethnicminority women. The Taliban regime not only restricts the rights of women, but also commits new forms of sexual and gender-based violence (SGBV), such as abducting women who protest peacefully, raping them in custody, burning the hands of Panjshiri women, and lashing Hazara women. The latter are specific tortures for specific ethnic identities. These acts are also intended to dishonour the families and communities of the victims.1 The war against women is an extension of conflict by other means. The Taliban’s barbaric treatment of women and the international community’s apparent impotence to gender oppression emboldens the Taliban regime and its extremist ideology. The Taliban threatens regional and global peace and stability as extremist groups and regressive leaders in other countries are galvanized by the Taliban’s success. Despite not formally recognising their regime, some regional countries, namely China, Russia, Iran, Pakistan and Qatar, have chosen to cooperate more with the Taliban by giving them control of Afghanistan’s consulates. To date, diplomatic engagements to negotiate with the Taliban regarding its political and ideological gender policies have been futile and ineffective. The brutal oppression of women has been the defining characteristic of Taliban rule and a chief symbol of its grip on power.

Abstract:
In this Forum, six scholars reflect on Rahul Rao’s recent book Out of Time: The Queer Politics of Postcoloniality from other geographies, themes and radical possibilities. Part II explores the analytic of homonationalism in dialogue with Rao’s Out of Time. Jasbir Puar, who coined the term in an earlier path-breaking work, thinks with and against Rao’s book on the relations between homonationalism and what Rao called homocapitalism. Puar also explores how the caste-gender politics of Radical Sikhi during the Farmers’ Protests in India (2020-2021) can serve as an alternative source of inspiration, companion to the queer and trans Dalits of Rao’s book. Shirin Deylami reflects on Rao’s work by exploring the disoriented grammars of the Iranian Islamic state. Specifically, Deylami analyses the way in which the discourse of westoxification has influenced and challenged the divergent state responses to transgender claims for care versus gay and lesbian rights claims.

Abstract:
While Bhutan is a carbon-negative country, it still is under constant threats of climate change as it compasses global warming. The most significant impact is the melting of glaciers which has led to the loss of livelihoods including human lives. As Bhutan is a country with dramatic variations of elevation with hot and humid weather in the south to cooler regions in the north, different regions are subjected to different impacts of climate change. Using a qualitative method of research, this study examines the impact of climate change in Phobji and Gangtey Valley under Wangdue Phodrang district in Bhutan, a popular tourist and conservation spot. Previous studies in the same place have concentrated on the impact of climate change on conservation efforts and no studies have been found on the impact of climate change on other forms. This study found that climate change impacted crop cultivation, livestock, gender, and food security. Besides the negative impacts, positive impacts such as the introduction of a new variety of vegetables in greenhouses due to the rise in temperature that leads to improvement of food security have been observed.
