Abstract:
When compared to its often rocky relations with Arab countries to the west, the Islamic Republic of Iran has managed to retain largely cordial ties with its neighbors to the east. Historic linguistic, religious, and cultural connections have helped Iran keep its influence in South Asia and become a key trading partner despite US-led sanctions. Because of its strategic location on the Persian Gulf and Arabian Sea, Iran provides India with access to Afghanistan and Central Asia that does not require transit through Pakistan. However, Iran and its neighbors, including Pakistan, face acute challenges such as scarce and poorly managed water resources, ethnic insurgencies, energy imbalances, and drug trafficking that require regional solutions.

Abstract:
India wants to take a leading strategic role throughout the Indian Ocean region and expand its strategic reach further into the Pacific. As Prime Minister Manmohan Singh has commented, India now sees itself as a “net security provider” to the region. But what will this mean in terms of India’s regional relationships? Over the last decade or more, India has spent a lot of money on modernising its defence forces. This includes buying aircraft carriers, submarines, and aircraft that will give India the ability to project power at longer distances. But India has given relatively less attention to developing closer security partnerships in the region, particularly with the middle states of the Indian Ocean. In many ways, the recognition of India as a regional leader will depend on the quality of these relationships. One of these relationships – between India and Australia – will become increasingly important to both countries. Indeed, there is an opportunity for them to develop a strategic partnership that effectively spans the Indo-Pacific. The two countries are the leading maritime powers among Indian Ocean states, they share many values and traditions, and their strategic interests are becoming increasingly aligned. Although the two countries have for long operated in largely separate strategic spheres, these are now converging. India has strategic interests throughout the Indo-Pacific and Australia is taking a much greater interest in the Indian Ocean region and in India, in particular. The shared strategic concerns include maritime security, the stability of the region, and the role of China. But while there are many opportunities to develop a close strategic partnership, there will also be challenges for both sides.

114. India’s Strategic Imperative in the South Pacific

Abstract:
As the global centre of gravity shifts to the Indo-Pacific, triggered in part by Chinese expansion and the U.S.’s Pacific “rebalancing,” an expanding Indian engagement with the South Pacific becomes a geoeconomic and geostrategic imperative. The South Pacific sits at the “pivot” of the Pacific rebalancing. It is a largely stable region with a relatively small population; it has abundant resources (the Exclusive Economic Zone of the country of Kiribati alone is 3.5 million square kilometres, greater than the total land and maritime EEZ area of India); it is at the crossroads of vibrant and growing maritime trade routes; and it is increasingly strategically located. Under the “one country, one vote” rule of most international fora, the 14 Pacific Island Countries (PICs) play a significant role in deciding international institutional legitimacy, which is increasingly important for India as it seeks a greater role in global affairs. There is enormous scope for closer economic, political, and strategic ties between India and the South Pacific. Ties between the two are already friendly and age-old, with myriad cultural compatibilities. But if India continues to neglect the region, it will become increasingly difficult for India to maintain, or to regain, a toehold, while other powers like China manoeuvre for, and establish, entrenched positions. Just one example of India’s low-key engagement in the region: it has only two High Commissions in the 14 PICs. One is in Fiji, because of its sizable Indian diaspora, the other is in Papua New Guinea, because of trade and minerals. India routinely goes unrepresented at regional meetings held in the other 12 PICs. In contrast, China has a major diplomatic mission in almost every PIC. India and the PICs are natural partners which only need to 6 build the right bridges to come together to make the South Pacific and thereby the greater Indo-Pacific more economically, politically, and strategically secure. Others have already realised the region’s potential and are moving fast. The question is: Will India catch the South Pacific wave, or be washed over by it?

115. Bangladesh-India Relations: Sheikh Hasina's India-positive Policy Approach

Abstract:
After becoming prime minister for the second time in January 2009, Sheikh Hasina radically overhauled Bangladesh's foreign policy approach toward India and brought Dhaka much closer to New Delhi. Consequently, Bangladesh - India bilateral relationship has improved significantly in the past four years. The intriguing question is, why did Sheikh Hasina adopt an India - positive foreign policy orientation? This paper examines Bangladesh - India relations and provides an in - depth analysis of the sources of Sheikh Hasina's India - positive foreign policy approach. Borrowing from International Relations theoretical literature, the paper looks at three levels - personal, unit/nation, and regional/international - as sources of Hasina government's India policy. It concludes that no particular factor or level is adequate to explain the foreign policy behaviour of the Hasina government. A heuristic approach needs to be adopted to explain various components of Sheikh Hasina's policy approach toward New Delhi.

116. Fixing Pakistan's Civil-Military Imbalance: A Dangerous Temptation

Abstract:
Out of the proposed alternatives for dealing with Pakistan discussed in Washington, one that seems to have gained some traction calls for aggressively playing up Pakistan's civil-military divide by propping up civilians while dealing harshly with the military and the Inter-Services Intelligence (ISI). While normatively attractive, the approach to deal with Pakistan as two Pakistans is unworkable. It grossly exaggerates the U.S.'s capacity to affect institutional change in Pakistan and fundamentally misunderstands what underpins the civil-military dynamic. In reality, any attempt by the U.S. to actively exploit this internal disconnect is likely to end up strengthening right wing rhetoric in Pakistan, provide more space for security-centric policies, and further alienate the Pakistani people from the U.S. A more prudent approach would be one that limits itself to targeted interventions in areas truly at the heart of the civil-military dichotomy and that would resonate positively with the Pakistani people: by continuing to help improve civilian governance performance and by providing regional security assurances to Pakistan.

Like many other complaints about India, this one, too, is curious because the country has been nothing if not the exemplar of excessive planning for much of its modern history. 118. Saving Mothers, Giving Life: Attainable or Aspirational?

Abstract:
Each day, nearly 800 women die around the world from complications in pregnancy or childbirth. That's one woman losing her life, every 100 seconds, every day. And while, from 1990 to 2010, global maternal mortality rates declined by roughly 47%, from about 546,000 to 287,000, the regional disparities are enormous: 85% of all maternal deaths occur in sub-Saharan Africa and South Asia—and more than half of these occur in sub-Saharan Africa. These deaths are largely preventable with interventions and training to address complications such as hemorrhage, infection, and obstructed labor, and more broadly with increased access to reproductive health services.

119. Subnational Governance, Service Delivery, and Militancy in Pakistan

Abstract:
This report presents the results of a study on the link between the rise of militants and the quality of subnational governance in Pakistan: whether a link exists and, if so, what the United States can do about it, if anything. Its basic finding is that Pakistan's governance problems are not caused by militancy, and its problems with militancy are not directly caused by its governance problems, but improving governance will be necessary (though not sufficient) to counter militancy. Pakistan's governance problems are extensive and will take a long time to overcome. But they are not insurmountable, and recent trends offer reason for hope: the military's prestige has declined, the civilian government is likely to complete its full term, the judiciary is increasingly independent, civil society is increasingly confident even in the face of militant intimidation, and recent reforms—the Local Governance Ordinance of 2001 and the Eighteenth Amendment to the constitution—have put in place a set of institutions and incentives that are likely to contribute to improvements in the future.

Abstract:
During the Cold War the US-Pakistan relationship was one in which the US considered Pakistan as a necessary part of its effort to contain communism in Asia while Pakistan considered its relationship with the US as strengthening its position vis a vis India. The high point in this relationship was during the Soviet-Afghan war. The US tried to renew this relationship after 9/11, although when Obama replaced GW Bush he stated his intention to move US-Pakistani relations off the security agenda which the Pentagone and the Pakistani army considered a priority. However, Obama rain into resistance from the Pakistani army and from the national security establishment in Washington- as can be seen from the security-oriented distribution of US aid. But not even in the area of security have the two nations been able truly to collaborate. To begin with, the strengthening of US-India relations angered Pakistan. Then Islamabad protected the Taliban in its fight with NATO. Finally, Obama violated Pakistani sovereignty (the Drone strikes in the tribal belt and the Ben Laden raid). These conflicting interest, however, do not necessary means the end of the relationship.
