1. Miracle or Mirage? Gangs and Plunging Violence in El Salvador

Abstract:
What’s new? In President Nayib Bukele’s first year in office, El Salvador has seen a sharp drop in what long were sky-high murder rates. While the public celebrates his well-known “iron fist” policies, the reasons for success might lie in quiet, informal understandings between gangs and the government. Why does it matter? It is a major feat to reduce killings by the three main gangs in one of the world’s most violent countries. But the precise causes of the decline are complex and often unclear. Recent outbreaks of gang violence and political mudslinging underline the fragility and reversibility of this achievement. What should be done? Sustaining violence reduction is key. The government should prioritise community-focused development, rehabilitation of jailed gang members and more sophisticated policing efforts, including internal checks on security forces. Should gangs keep violence down and cooperate with authorities during the pandemic, Bukele should consider opening channels for local dialogue with them.

ince the 1960s, Colombia has been faced with a situation of armed violence that has plunged the country in insecurity and crisis. Groups of farmers had created self-defense militias, which later turned into guerrilla groups, over agrarian disputes with the government. The violence turned into a conflict between state forces, paramilitary groups, and guerrilla groups such as the Revolutionary Armed Forces (FARC), amongst others. In 2016, the Colombian government and the FARC signed a peace agreement which put an end to more than 60 years of civil war. However, three years later, the humanitarian reality in Colombia is still far from resolved. The International Committee of the Red Cross (ICRC) reported that the humanitarian situation in Colombia had in fact decayed in 2018. According to the ICRC, this was a consequence of the five remaining armed conflicts with other groups that were running in parallel, and the ineffective state response to these conflicts in certain rural communities, such asthe Catatumbo and the Cauca regions.

3. Security Forces’ Strategies of Resistance to Transitional Justice

Abstract:
Security forces are key actors in transitional justice, with the ability to hamper or upend the process. While concerns have often centred on their possible violent responses to transitional justice, security forces are generally more likely to mobilise more discrete forms of resistance. Drawing on transitional justice experiences in Brazil, Chile, Sierra Leone and Uganda this policy brief identifies six types of resistance strategies used by security forces: threatening violence, obstructionism, de-legitimation, strategic cooperation, disengagement and appropriation. It also examines which contextual factors may influence which strategies the security forces are more likely to pursue.

4. Who Protects Whom? Politicians, Police and the Regulation of Drug Trafficking in Argentina

Abstract:
In many developing countries with weak formal institutions, sectors within the state protect organized criminal activities, allowing illicit markets to thrive. This article posits that how state actors regulate drug trafficking affects the levels of violence associated with such criminal activity. I argue that political competition influences coordination within the police and leads to different types of regulatory regimes. On the one hand, coordinated forces implement protection rackets that contain violence. On the other, uncoordinated police carry out particularistic negotiations with drug traffickers that exacerbate criminal violence. I illustrate this argument with a subnational comparison of two Argentine provinces, Buenos Aires and Santa Fe, during a period in which both witnessed a surge in drug trafficking but only one (Santa Fe) suffered a dramatic increase in criminal violence. These cases show how corrupt states can obtain relative order in highly fragmented drug markets, and how the police shape the evolution of drug dealing in metropolitan areas.

Abstract:
The concept of integral human development is central to the Catholic social tradition. Yet, it remains under-explored with regard to its integrating components and their implications. What does taking an integral human development perspective mean for social analysis and action? The paper seeks to answer this question on the basis of the four encyclicals in which the idea of integral human development is treated, and in combination with two other sources: 1) the literature on “human development” in the multidisciplinary social science field of international development studies and its conceptual foundations in Amartya Sen’s capability approach; and 2) the life of a faith community in a marginalized Latin American urban neighborhood. Based on a combination of these sources, the paper concludes by proposing an understanding of “integral human development” that it calls a spirituality-extended capability approach to the progress of peoples.

Abstract:
Despite being a transnational organized crime, drug trafficking has a local impact in terms of security and violence, which is typically managed by non-national state actors. This paper proposes that, given their juridical and material constraints, subnational state agencies, primarily police forces, regulate drug trafficking through a combination of toleration, repression and rent extraction. I also argue that greater coordination within law enforcement agencies at the subnational level leads to lower drug-related violence at the retail dealing level. I illustrate this argument with a subnational comparison of four cases in Argentina and Brazil during the last two decades.

Abstract:
Although Brazil has always been considered one of the most violent countries in the region, in the last years, violence has grown exponentially and has also become more complex. The present paper seeks to show how the increase of violence, especially in the North and Northeast of Brazil, is related to the dispute between different criminal organizations, by the illicit drug market since the end of the non-aggression agreement that the Primeiro Comando da Capital and the Comando Vermelho had. From a qualitative approach, combining documentary analysis of primary and secondary sources, with interviews with experts, our work tries to answer the following questions: What is the current situation of violence in Brazil and how has it been re-signified? After that, we will relate that mutation to the complex variety of criminal organizations that operate in its territory; and, finally, we will answer how these organizations relate to each other. The result of this work will enable the development of multiple lines of research, especially related to the confrontation between criminal organizations and the illicit drug market in Brazil.

Abstract:
The article examines the links between paramilitary groups and the Colombian state within a context of pervasive violence. Colombia represents a particularly interesting case as high-intensity violence is accompanied by the preservation of a relatively strong institutional framework. Most interpretations of this relationship consider it to be either a sign of state weakness or a centralized strategy to outsource violence. Taking a different stance, the paper argues that the existence of paramilitary groups compels us to analyze government through practices vis-à-vis the treatment of violence. A policy linking private security and counterinsurgency, crafted in the early 1990s and known as Convivir, provides an illustration of this approach.

Abstract:
Uno de los aspectos menos investigados sobre el conflicto armado colombiano es la coincidencia espacio-temporal de guerrillas y grupos paramilitares. Es decir, cómo afectó a los niveles de presencia y activismo guerrillero la aparición de un actor como el paramilitarismo. Al respecto, la consideración tan predominante como, en pocas ocasiones, poco contrastada, pasa por atribuir una derrota a las guerrillas allí donde el paramilitarismo obtuvo un mayor arraigo. Tomando como estudio de caso el departamento de Antioquia, tradicionalmente, un escenario de gran presencia tanto guerrillera como paramilitar, se busca analizar la afectación de este último a las dinámicas de la violencia y obtener así una aproximación más sólida a una de las aristas más intrincadas del conflicto armado y que requiere de trabajos de mayor profundidad e investigación.

10. The humanitarian impact of the new dynamics of the armed conflict and violence in various regions of Colombia

Abstract:
The peace agreement that is expected to be reached between the Colombian government and the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) will end more than 50 years of armed conflict. It will also highlight new opportunities for the country, and also new violence dynamics that are especially present in remote regions of the country and some urban areas. The role of other armed groups besides the FARC-EP, especially post-demobilisation armed groups, is one of the greatest risks facing the consolidation of a peace process. While the peace talks in Havana were still ongoing, these actors reconfigured their operations and have been responsible for serious humanitarian impacts on some communities. Despite seeing improvements in many indicators (e.g. the homicide rate, acts of war, etc.), other more surreptitious activities such as threats, individual displacement, extortion and social control have increased, indicating that the humanitarian situation remains alarming. This should be a priority in post-agreement peace planning, since this type of violence has a more subtle humanitarian impact and there is the danger that it could become invisible. This report analyses these conflict dynamics, their possible evolution during the post-agreement stage, and their humanitarian and social consequences. It also highlights the need to improve monitoring systems and improve protection for affected communities.
