Abstract:
President Álvaro Uribe's quest for re-election in 2006 by amending the constitution so a sitting president can run is a risky endeavour that could weaken democratic institutions. In the face of unabated armed conflict with two insurgent groups, pending demobilisation of thousands of paramilitary fighters, and a flourishing narcotics industry, Colombia must sustain its military and police defences beyond the forthcoming election. However, it must also consolidate the rule of law by ending impunity and make strong headway in rural development and in protecting especially vulnerable groups in order to engage the insurgents on political grounds.

Abstract:
This study, which examines the chances of success of the government of Luiz Ináci Lula da Silva, takes as its starting point the idea that the main obstacle resides in the structure of the Brazilian political system. Being unable to reform that system, President Lula has skilfully adapted to it, but not without having to forge certain unusual alliances. He has, nevertheless, honoured the campaign promises which brought him to power after three unsuccessful attempts in a row, maintaining anti-inflationary policies and strict budgetary discipline, and respecting commitments given concerning public debt and privatised companies. This macroeconomic policy – which follows on from that of Fernando Henrique Cardoso – dominated his government's first year in office, slowing the implementation of new policies addressing social issues and sustainable development. So far, the latter policies would appear to point more to continuity than to radical change, a fact which will, doubtless, contribute greatly to their success.

In February 2004, the Revolutionary Armed Forces of Colombia (FARC), the major insurgent group, announced creation of a three-member negotiation commission and a "diplomatic offensive" aimed at obtaining the release of hundreds of its imprisoned members in exchange for about 60 military and political hostages it holds. This has raised hope among the relatives of hostages and kidnap victims that a "humanitarian exchange" could happen in the not too distant future.

Abstract:
The overall topic of this paper is the relationship between regime type (e g, democratic or authoritarian) and foreign policy orientation (i.e., relative proneness towards conflict and cooperation) for South America's Southern Cone from the 1970s into the 1990s. its specific purpose is to offer an explanation of the relationship between regime type and foreign policy orientation in the 1970s. I will argue that, unlike what we would expect from a balance of power perspective, political regime is indeed crucial to understanding foreign policy orientation in the case under scrutiny. But I will suggest that changes in foreign policy orientation within the region in the last decade or so might owe more to the vanishing of authoritarian regimes than to the return of democratically elected leaders. However, I will not make universal claims about authoritarian regimes. I suggest, rather, that the pervasive influence that a geopolitically driven discourse of international politics had over the military establishments within the region is crucial to understand the relative conflict proneness of the authoritarian regimes that prevailed during the 1970's.

Abstract:
The Struggle over the Referendum On September 25, the new National Electoral Commission (CNE) issued the regulations that will govern referenda for the recall of elected officials. These long-awaited norms will make it possible for a popular vote to be held on President Chávez's stewardship in office by early March (157 days from the time the opposition submits a request to the commission, as it now has done). The commission's decision—not really welcomed by the president—changes Venezuela's political landscape. Although the outcome of the campaign for a referendum remains in doubt, this action gives encouragement to the alliance of the opposition parties seeking the president's removal. Chávez will now have to consider how to adjust his own strategy to deal with this new situation.

At the invitation of the White House, Argentina's newly elected president, Nestor Kirchner, will be paying a visit to President George W. Bush this Wednesday, July 23. This is the latest and most notable signal from Washington of an interest in engaging and working with the new government in Buenos Aires. The hope in Foggy Bottom is that this outreach can translate into the kind of constructive and comprehensive relationship that President Bush has established with Brazil's new president, Luis Inácio Lula da Silva, Kirchner's regional partner. Whether Kirchner has the savvy to exploit the gesture to set a tone for the bilateral relationship and establish the general parameters of a mutually rewarding policy agenda will be evident soon enough.

In a solemn ceremony in Caracas, presided over by César Gavíria, secretary general of the Organization of American States (OAS), the Chávez administration and the Coordinadora Democrática signed a pre-referendum accord. In his remarks, Gavíria characterized the document as an important political step. The result of several weeks of quiet diplomacy, the agreement bridges the differences that had developed over an earlier April 21 draft. The most important provision of the document is paragraph 12, which envisages the possible invocation of article 72 of the constitution—a recall referendum—if the National Electoral Commission (CNE) decides that the conditions for such a referendum have been met.
