1. Political Participation Patterns of the Emerging Middle Classes in Peru and the Philippines

Abstract:
The growing middle classes in middle-income countries may play a key role in current trends of democratic backsliding, online activism and lifestyle politics. This contribution uncovers which modes of political participation are prevalent among the middle classes in Peru and the Philippines, including new forms of online participation and lifestyle politics for sustainability. Drawing on household surveys conducted in 2018, we use latent class analysis and logit regressions to analyse, first, the characteristics of online vs offline participation, and second, the role of political consumption and online activism for political participation dynamics. The latter analysis contributes to the gateway/getaway debate of lifestyle politics. In both countries, we find four comparable classes: a substantial disengaged class that is not engaging in any political participation, an all-round activist class, an online activist class and a class that mostly engages in civil society activities. Further classes with specific participation patterns and socio-demographic characteristics could be identified for each country. Although the online activists in both countries are unlikely to engage in any other form of political participation, a clear empirical case for lifestyle politics as a separate mode of participation only exists among young Peruvians with a steady job. In the Philippines, political consumption as a form of lifestyle politics blends in with other types of political participation.

Abstract:
How does hope emerge as a life-altering possibility against the backdrop of economic precarity, political disregard, and soaring inequality? This paper explores the role of hope as both a political-economic construct and an infrastructural affect in the wake of policy implementation. It draws on a five-year ethnography among community leaders, housing activists, planners, politicians, state officials, and market representatives involved in the implementation of Minha Casa Minha Vida, Brazil’s largest social housing program. In recent years, low-income projects have become the battleground for experimental, post-neoliberal forms of democratic governance via inclusive consumption. These public–private housing infrastructures give insight into the relationship between material hope and the making of Latin America’s “pink tide” new middle classes: how grassroots communities organize around hierarchies of worthiness to allocate wellbeing-enhancing state benefits, and how the uneven distribution of these benefits sustains the constitution of emerging, albeit temporary, collectives of consumer citizens.

Abstract:
Democratic representation seems to be increasingly under stress in various established democracies, such as Greece, Spain, and the USA. Chile is also following this trend, but there are a number of partic- ularities that make the Chilean case distinctive. After all, Chile is widely regarded as one of the most consolidated democratic regimes in Latin America and as having solid economic performance. However, citizens have shown decreasing levels of satisfaction with democracy and repre- sentative institutions, and are turning to protest and social mobilization to express their discontent. The paradox that Chile is facing today lies in the mismatch between the attitudes of voters and the overall perfor- mance of the regime. In explaining this intriguing puzzle, most of the literature has emphasized the legacy of institutional arrangements inher- ited from military rule. We argue that institutions are necessary but insuf- ficient for explaining the increasing challenges that democratic represen- tation faces. Thus, we also claim that it is necessary to consider not only the expansion of critical citizens and middle income earners, but also the repoliticization of inequalities.

4. Current Issues on the Political Representation of Middle Classes in Chile

Abstract:
n this article, we analyze the impact that the evolution of the middle classes has had on political representation in Chile. Based on a description of the transformations of Chilean social structure in recent decades, we review the conceptual frameworks available on the subject, from modernization theories and the rise of new masses – particularly the one that “emerged” from poverty – to the forming of new critical citizens. We state that the heterogeneity of Chilean middle classes has challenged the discredited representation system. We observe more effi- cient representation channels developing for medium-high-income, edu- cated, and consolidated sectors in contrast to new social policy demands from emerging and vulnerable sectors, focusing more on consolidating their economic status than on improving representation channels.
