Abstract:
Peru is the birthplace of one of Latin America’s strongest transnational gender-restrictive movements. Understanding its sociocultural and political context sheds light on the operation of gender-restrictive groups and the rise of neoconservative politics in the region. Lima is geopolitically and strategically important because it hosts the headquarters for various gender-restrictive organizations in the region, including Ceprofarena, the Office for Latin America of the Population Research Institute, Latin American Alliance for the Family, Opus Dei, and Sodalicio de la Vida Cristiana (interview with George Hale, 2020). Therefore, many strategies that instrumentalize children32 to manufacture moral panic and oppose “gender ideology” in countries such as Colombia, Argentina, Mexico, and Chile are oftentimes planned or tested in Peru, or implemented in the country after their success elsewhere. Concretely, the Don’t Mess With My Kids (DMWMK) movement33 in Peru is representative of how genderrestrictive groups instrumentalize children to threaten children’s rights, along with gender-justice, in a country with disturbing evidence of gender-based violence and intense sexism. The Peruvian case also illuminates the ways in which gender-restrictive groups identify key battlefields related to women’s and children’s issues—such as Comprehensive Sexuality Education—that they use as a toehold to advance gender-restrictive initiatives in many policy areas and at several political levels.

12. Strategies for Including Women’s and LGBTI Groups in the Colombian Peace Process

Abstract:
In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

13. Meet the Moment: A Call for Progressive Philanthropic Response to the Anti-Gender Movement

Abstract:
In early 2020, Global Philanthropy Project worked with our member organizations and philanthropic partners to develop two related pieces of private research: 1) a report mapping the funding of the global “anti-gender ideology” or “anti-gender” movement, and 2) a report mapping the progressive philanthropic response. We offer the following public document in order to share key learning and to offer additional analysis gained in the comparison of the two reports. Additionally, we share insights based on comparing global and regional LGBTI funding data as documented in the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. These findings offer a clear call to action: progressive movements and their philanthropic partners are being outspent by hundreds of millions of dollars each year, and the institutions providing that opposition funding have developed sophisticated and coordinated systems to learn, co-fund, and expand their influence. The philanthropic community is called to recognize the scale of the fight and to be both rigorous and creative in our response. Let us seize this remarkable opportunity to work together and engage our collective learning, spending power, and institutional knowledge to help transform the conditions of our communities. Together we can leverage the collective power that this generational crisis demands.
