101. R2P and Outcomes of the Human Rights Council’s 39th Session

Abstract:
The 39th regular session of the Human Rights Council (HRC) was held in Geneva between 10 and 28 September 2018. As the primary international human rights body, the Human Rights Council has the capacity to prevent and respond to mass atrocity crimes, as systematic violations and abuses of human rights can be potential indicators of genocide, war crimes, crimes against humanity or ethnic cleansing. The summary below highlights major outcomes and relevant dialogues from the 39th session as they relate to the Responsibility to Protect (R2P) populations from such crimes. As part of the session, the Netherlands delivered two statements on behalf of 49 members of the Group of Friends of R2P.

Abstract:
This first version of our essay is part of the doctoral dissertation “Socio-urban transformations and everyday life: relocation of Ringuelet’s settlement (2013-2017). Inhabiting (after) the flood”. Its aim is to analyze -from a qualitative and ethnographic perspective- a relocation process (in a settlement located in Ringuelet, La Plata, Argentina) to thoroughly understand the modes in which socio-urban transformations can modify structures of meanings and, thus, produce shared meanings as well as stressed meanings, as far as modes of inhabiting the territory are concerned. The neighborhood chosen is located on the banks of the El Gato stream and, after the flooding disaster which stroke the city of La Plata on April 2nd 2013, a relocation project began to take shape as it was deemed necessary to implement major hydraulic works at said site location so as to prevent another similar catastrophe from happening again. It should be emphasized that in this essay we will address the modes of organization and participation of the inhabitants of Ringuelet settlement before their move as we consider community intervention fundamental – though often disregarded – for implementing urban public policies as well as having a strong influence upon results; we also consider that processes are as important as products and that space appropriation depends, to a large extent, on this. Therefore, the question from which we start is: How do these neighbors participate in building their territories and commit themselves to belonging (or rather not to cease belonging) to the city? In the end, we will also explore the type of subject and the type of society we promote -and we long for- to constitute in such processes.

Abstract:
In the previous review, carried out in 2013, the Cuban government categorically rejected the most relevant recommendations on their human rights violations, which persist today. This can be seen in the most recent Amnesty International and Human Rights Watch reports. From the Southern Cone of South America, it is important for countries such as Argentina, Brazil, Chile, Peru and Uruguay to participate in Cuba’s next Universal Periodic Review (UPR), to stand out for the defense of human rights, which would contribute to their commitment of strengthening democracy in the Latin American region.

104. Understanding Authoritarian Regionalism

Abstract:
This article examines the goals, methods, and implications of regional organizations founded and dominated by autocracies—including the Commonwealth of Independent States (spearheaded by Russia), Shanghai Cooperation Organization (China), Bolivarian Alliance for the Peoples of Our America (Venezuela), and Gulf Cooperation Council (Saudi Arabia). It shows the role that these organizations play in preserving and promoting autocracy and the different tools they use for this purpose: rhetorical endorsement; the redistribution of resources to support weaker authoritarian states; and even military interventions to suppress revolution. The existence of authoritarian regionalism poses an important challenge for Western states and institutions in democracy promotion around the world.

The talks demonstrated how a well-prepared and robust process design can contribute significantly to the outcome of a negotiated settlement. In several ways the process broke new ground. The parties developed frameworks and established mechanisms that laid the groundwork for building legitimacy for the process and increasing confidence in it. The direct participation of victims at the negotiating table and the effective inclusion of gender in the process are examples of this.

Abstract:
The election of a new Congress in Colombia in March 2018 provided an opportunity to work on security sector governance and strengthen the role of Congress in overseeing the security sector in a way that helps the country face its current and future challenges. International experiences from other countries can provide relevant technical and conceptual lessons that can enrich the work of the Colombian Congress in matters of security. In this context, the Geneva Centre for Security Sector Governance (DCAF), the Friedrich Ebert Stiftung in Colombia (FESCOL), the Folke Bernadotte Academy (FBA) and the Swedish Embassy in Colombia organised a forum on legislative experiences in security sector governance. The forum took place on the 6th of December 2018 in the Hall of the Constitution of the Colombian Congress in Bogotá and was attended by members of the Colombian Congress as well as parliamentarians from Sweden, Germany and the Philippines. The purpose of this event was to enable participants to partake in the debate over the role of the legislative vis-à-vis the security sector, allowing members of the Colombian Congress and their international counterparts to share lessons learned and promote good practices in security sector oversight. The event was moderated by the Honourable Senator Rodrigo Lara Restrepo, who was the Speaker of the House of Representatives (2017–2018). This Event Report summarises the presentations and discussions of the event and includes two Think Pieces produced by Dr. Mario J. Aguja for this event.

Abstract:
SSR for Safer Cities - Supporting States to Achieve SDG 11 Safety and security has already become an urban experience for more than half of the world’s population. Against this backdrop, SDG 11 seeks to bring sustainable and peaceful development to the people who live in cities by calling on states to “Make cities and human settlements inclusive, safe, resilient and sustainable”. Yet high rates of urban violence reflect a failure to address the challenges of urbanization in national and donor-supported strategies for security and development. Urban violence exacerbates state fragility and human suffering, endangers local and regional peace, and drives uncontrolled migration. This fact demonstrates the urgency of linking SDG 11 with SDG 5 on women’s empowerment and SDG 16 on peaceful, just and inclusive societies. Within this larger priority there is now a pressing need to address the immediate challenges of SSR in urban contexts, manifests in the purpose of DCAF’s Policy and Research Division project “SSR for Safer Cities” supported by the Human Security Division of the Swiss Federal Department of Foreign Affairs. As part of the project, three case studies on security in cities conducted by local experts over the course of 2018 examine SSR within the urban realm; the selected cities are Bogotá, Cape Town and General Santos City.

108. Measuring Venezuela Emigration with Twitter

Abstract:
Venezuela has seen an unprecedented exodus of people in recent months. In response to a dramatic economic downturn in which inflation is soaring, oil production tanking, and a humanitarian catastrophe unfolding, many Venezuelans are seeking refuge in neighboring countries. However, the lack of official numbers on emigration from the Venezuelan government, and receiving countries largely refusing to acknowledge a refugee status for affected people, it has been difficult to quantify the magnitude of this crisis. In this note we document how we use data from the social media service Twitter to measure the emigration of people from Venezuela. Using a simple statistical model that allows us to correct for a sampling bias in the data, we estimate that up to 2.9 million Venezuelans have left the country in the past year.

Abstract:
Not long ago, Uruguay’s former president Jose Mujica said something that stuck in my mind: “Colombia is a laboratory for history!” In a polarized world facing numerous political disturbances, sectarian warfare, terrorism, and even the growing and frightening prospect of nuclear conflict, I believe President Mujica was trying to draw attention to my country’s hopeful, and perhaps unlikely, story of peace. The fact that a country like Colombia was able to end a 50-year-long war that left millions of victims and untold bloodshed between sons and daughters of the same nation is a beacon of hope in today’s disheartening global landscape. Indeed, the negotiation process and our efforts toward building a lasting peace constitute a true laboratory of ideas, experimentation, and lessons learned that could help find solutions in other parts of the world with similar or worse problems.

Abstract:
The definition of a National Security Strategy is essential to take a stand in a world of limited resources where competence for access, use, and appropriation of international common spaces is going to escalate. Added to the role of preserving jurisdictional spaces the Armed Forces should develop new roles emerging from the defense of national interest in spaces of diffuse sovereignty in a global scenario of deterioration of governance. The Armed Forces should rethink accordingly their structure, doctrine, organization and capabilities to adapt themselves to those scenarios, in accordance with the guidelines of the National Security Strategy.
