1. Nation building in post-conflict settings: Evidence from South Africa

Abstract:
How do states rebuild nations after a major conflict? Truth and Reconciliation Commissions (TRCs) have emerged as one of the most common interventions to achieve this objective. Despite their popularity, little is known about their efficacy to foster reconciliation and nation building. We fill this gap by studying the seminal TRC established in South Africa after the end of the Apartheid. To measure exposure to TRC across South African municipalities, we leverage quasi-random variation in media coverage of the TRC message. South African municipalities with higher historical exposure to TRC on media have lower levels of violence today. This effect is driven by improved nation building and higher trust towards post-Apartheid institutions. Exploiting daily variation in TRC hearings and mediatic exposure in the short run, we bolster our interpretation that our long-run results are forged in the years of TRC activity. The same evidence suggests that our results are driven by the coverage of TRC on media as opposed to generic media exposure.

Abstract:
This report focuses on the process of corporate redress in response to the Marikana Massacre, which occurred on 16 August 2012. The study sought to examine the various forms of reparations that have been provided to victims by the mining company and to understand this process in the context of other processes of justice and repair to address the consequences of conflict and violence. As such, this report forms part of a broader international study on the role of corporate actors in transitional justice processes.1 The report provides a brief description of the events in Marikana against the backdrop of the history of mining in apartheid South Africa and the subsequent transition to democracy. It frames the causes of the massacre as embedded in the unresolved transition and South Africa’s failure to confront the legacy of exploitation and repression in the mining sector. It also seeks to unpack the various initiatives undertaken in response to the massacre, focusing particularly on the measures to address the needs of injured and arrested mineworkers as well as the families of those who were killed.

Abstract:
This paper investigates the extent to which the documentation that was generated by the South African Truth and Reconciliation Commission (SATRC) is being used to promote the healing of a post-apartheid society. Truth and Reconciliation Commissions (TRCs) are considered a primary human rights tool for post-conflict reconciliation and reconstruction. They investigate gross violations of human rights and international humanitarian law, uncover the truth, and promote forgiveness. In this regard, TRCs use restorative justice which focuses on the rehabilitation of perpetrators through reconciliation with victims. They offer a platform for victims and perpetrators to share their experiences in an endeavor to repair the social fabric damaged by violent or structural conflict.1 TRCs are expected to help post-conflict societies transition from a past of human rights violations to a democratic and peaceful post-conflict society where human rights are respected. TRCs, through the documentation they produce, make it hard for the perpetrators to deny the truth

Abstract:
Gender justice sees equal power relations, privilege, dignity, and freedom for people of different genders as a necessary component for any “just” society and a prerequisite for development.1 Gender justice includes gender equality, meaning substantive freedom for all genders to have genuine choices about their lives. Mirroring a global pattern in peace and security practice and policy-making, transitional justice (TJ) practice has tended to reduce gender justice concerns to violence against women (VAW). This policy brief advocates for policy-makers to adopt a broader and more meaningful understanding of gender justice, and to incorporate it into their TJ policymaking.

Abstract:
n the South African context, the need for peacebuilding is sometimes not acknowledged in a post-conflict society, although there are ongoing everyday examples within the educational sphere that challenge this assumption. A way of addressing the need for peacebuilding in education is via a reconciliation pedagogy, which uses oral history tasks and cooperative learning in the history curriculum. By drawing on the similarities and differences between a reconciliation pedagogy, and reconciliation as articulated by the ‘4R’ framework for peacebuilding, this article shows that there are constraints and possibilities inherent in this process at school level. The main argument is that there are a number of practical constraints within and beyond the classroom which hinder peacebuilding in practice. Using a method of narrative inquiry, this article focuses on the results of the research conducted by a history teacher educator who observed and interviewed eight teachers in history primary school classrooms in Johannesburg. While some of the successes of using a reconciliation pedagogy show that it has the potential to facilitate peacebuilding from the ‘bottom up’, teachers’ intentions and how they implement a reconciliation pedagogy affect whether or not sustainable peacebuilding is possible in the classroom.

6. Women’s Contribution to Social Cohesion and Violence Prevention through the Community Work Programme

Abstract:
The Community Work Programme (CWP) is a public employment programme that provides two days of work per week to unemployed and underemployed people in economically marginalised areas. The CWP aims to be an employment safety net, ensuring a basic stable income for residents of CWP sites. CWP participants are intended to do ‘useful work’, defined as work that ‘contributes to the public good, community goods or social services’ and assists with community development.i This includes home-based care, early childhood development, support work at schools, community safety, and looking after the local environment by cleaning, building community gardens and planting trees. In March 2017 there were 244 919 participants at 186 CWP sites across South Africa. Of this total, 85% were women, and 25% were men. Out of the 85% of women, 42% were above 35 years of age.ii In light of these figures, this policy brief looks at the prominent role (older) women play in the CWP. Focusing on women participants’ involvement in community work and local social networks, it demonstrates their contribution to building social cohesion and driving crime and violence prevention activities through the CWP.iii After presenting the case of the Manenberg site, where women participants have done much to address violence in the community, the brief concludes with recommendations for fostering women’s contributions to the CWP.

Abstract:
Heroic leaders advocating for reconciliation has become particularly significant in the process of conflict resolution. This article analyses the case of South Africa’s national reconciliation experiences and Mandela’s iconic role in this process. It is claimed that Mandela’s reconciliation-oriented leadership, his personality, and endeavours have directly affected the promotion of intergroup reconciliation in South Africa in a positive way. The article’s analytic framework is built on Galtung’s Conflict Triangle and applied to reconciliation initiatives employed by Nelson Mandela in South Africa. The research question that this study focused on can be expressed as follows: What is the role of leaders in the process of national reconciliation? From this perspective, Mandela’s extraordinary efforts to strengthen national reconciliation in South Africa are examined by looking into his normative statements, symbolic acts, and judicial actions. The method proposed in this article contributes to the study of reconciliation at the national level, dealing with the normative statements and behaviours of those in power. In the final analysis, it was determined that there is a close relationship between the prospective success of the reconciliation process and a leader’s contribution to bringing about reconciliation in a society

Abstract:
This report evaluates the Centre for the Study of Violence and Reconciliation's (CSVR's) work with a group of refugee women affected by torture and cruel, inhuman and degrading treatment. Over a period of six years, facilitators from CSVR met with a group of refugee women with the overall aim of facilitating their economic and social empowerment and setting in motion their integration into mainstream South African society. The intervention broke the stereotypes that cast refugee women as helpless victims who are in need of 'hand-outs' by galvanising their self-reliance and agency to form an organisation that will advocate for refugee rights and establish income-generating projects. This evaluation was conducted as part of the critical reflection process that fed into CSVR's development of a model for community intervention to address torture, detailed in Finding our way: Developing a community work model for addressing torture.
