From August 26 through September 4, 2002, approximately 100 heads of state and 60,000 delegates will gather in Johannesburg, South Africa, to attend a “World Summit on Sustainable Development.” The conference—convened on the 10th anniversary of the Earth Summit in Rio de Janeiro and expected to be the largest U.N. summit in history— will explore domestic and international policy options to promote the hottest environmental buzzwords to enter the public policy debate in decades.

Abstract:
This paper implements a methodology for estimating poverty in Ecuador, Madagascar and South Africa, at levels of disaggregation that to date have not generally been available. The methodology is based on a statistical procedure to combine household survey data with population census data, imputing into the latter a measure of per capita consumption from the former. The countries are very unlike each other—with different geographies, stages of development, quality and types of data, and so on. Yet the paper demonstrates that in all three countries the poverty estimates produced from census data are both plausible (in that they match well stratum-level estimates calculated directly from the household surveys) and satisfactorily precise (at a level of disaggregation far below that allowed by household surveys).

Although the transition from Nelson Mandela's to Thabo Mbeki's presidency has been marked by continued political stability and conservative economic management, Mbeki's political judgement is increasingly being questioned in several key policy areas. Unless Mbeki succeeds in allaying concerns about his leadership, the stability of South Africa's present political arrangements will be undermined.

Resource-Led Growth – A Long-Term Perspective surveys the 1870-1914 experience of growth in resource-rich economies: the so-called regions of recent settlement, some tropical countries and some mineral-based export economies. First, three contrasting stylized views of resource-led development are presented. Thereafter the picture of international trade in primary products and the migration of production factors between 1870 and 1914 is sketched. The third section presents some models that may be used to analyse trade and factor movements in the context of resource-rich (staples) economies and provides some details of the experience of fifteen countries: Canada, the United States, Australia and Argentina among the regions of recent settlement, Brazil, Costa Rica, Colombia, Ceylon, Malaya, Burma, Siam and the Gold Coast in the tropical group, and Bolivia, Chile and South Africa among the mineral exporters.

As South Africa approaches its second inclusive elections in 1999, the government's economic record will come under increasing scrutiny. Against widespread expectations of a post-apartheid transformation in economic performance, the country's achievements in output, investment and employment have been profoundly disappointing. The adoption of a new, and more market- and investor-friendly, macroeconomic strategy in 1996 boosted confidence by promising major structural and policy reforms, but this has since been undermined by failure to meet most of the strategy's targets. In this Briefing Paper, Jesmond Blumenfeld analyses the origins, content and outcomes of the strategy as well as the economic and political dilemmas that it has created.
