11. A Cosmetic End to Madagascar's Crisis?

Abstract:
Madagascar is on the cusp of exiting a five-year political crisis compounded by economic disorder and international isolation. Presidential elections in late 2013 were endorsed as credible following the victory of Hery Rajaonarimampianina. The return to democracy paves the way for renewed international support. However, division entrenched by former President Marc Ravalomanana's exile has polarised the country. The coup regime of Andry Rajoelina was characterised by socio-economic malaise, rampant corruption, institutional decay and the breakdown in the rule of law. The political system, which is the primary obstacle to sustained recovery, needs much more than a cosmetic makeover; fundamental reform is necessary. The African Union, Southern African Development Community and International Support Group for Madagascar must support Rajaonarimampianina's efforts to balance political interests in a marked departure from the traditional winner-take-all approach; reform and strengthening of key democratic institutions; and reform and professionalisation of the security sector.

In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.

Nthabiseng was born to a poor black family in Limpopo, a rural area in South Africa. On the same day, Pieter was born nearby in a rich suburb of Cape Town. Nthabiseng's mother had no formal schooling and her father is unemployed, whereas Pieter's parents both completed university education at Stellenbosch University and have well-paid jobs.

This semiannual review finds that most of the major international currencies, including the US dollar, euro, Japanese yen, UK pound sterling, and Chinese renminbi, remain close to their fundamental equilibrium exchange rates (FEERs). The new estimates find this result despite numerous significant exchange rate movements associated with increased volatility in international financial markets at the beginning of the fourth quarter of 2014, and despite a major reduction in the price of oil. The principal cases of exchange rate misalignment continue to be the undervalued currencies of Singapore, Taiwan, and to a lesser extent Sweden and Switzerland, and the overvalued currencies of Turkey, New Zealand, South Africa, and to a lesser extent Australia and Brazil. Even so, the medium-term current account deficit for the United States is already at the outer limit in the FEERs methodology (3 percent of GDP), and if the combination of intensified quantitative easing in Japan and the euro area with the end to quantitative easing in the United States were to cause sizable further appreciation of the dollar, an excessive US imbalance could begin to emerge.

More than three years after the International Monetary Fund (IMF)'s governing body agreed to reform the organization's governance so as to better reflect the increasing economic weight of dynamic emerging market economies in the world economy, only microscopic changes have been made. Emerging market and developing countries (EMDCs) have become increasingly frustrated with Western states for clinging to their inherited power, in the IMF and other important international economic governance organizations. The emerging cooperation among the BRICS (Brazil, Russia, India, China, South Africa) – as seen in the advanced-stage negotiations to establish a Development Bank and a Contingent Reserve Arrangement – sends a “wake up and smell the coffee” call to the West, and the latter will carry a heavy responsibility for eroding global multilateral governance if it continues to drag its heels on the needed adjustments.

Abstract:
Proponents tend to argue that bilateral investment treaties (BITs) encourage investment and strengthen the rule of law particularly in jurisdictions where court systems are weak or biased against foreigners. This premise is contested. First, studies on BITs and FDI suggest the relationship is, at best, ambiguous and that BITs are neither necessary nor sufficient to attract FDI. Indeed, South Africa receives FDI from investors in countries with whom it has no BIT and often little or no FDI from others where a BIT was in place.

Economic and social development depends critically on infrastructure, for which electricity may be among the most important inputs. Sub-Saharan Africa (SSA) has among the lowest rates of electricity access in the world - less than 30 percent. Furthermore, excluding South Africa, SSA is the only region for which per capita consumption of electricity is falling. The total installed capacity in the region amounts to less than South Korea's, and this limited supply is costly and unpredictable, imposing heavy tolls on social and economic development. It has been estimated that about 7,000 megawatts (MW) need to be added each year (2005-2015) to meet suppressed demand and provide additional capacity for electrification expansion. Such an investment would cost approximately $27 billion per year. Presently, funding to the electricity sector (for capital expenditure) is estimated at just $4.6 billion a year; hence, an annual funding gap of more than $20 billion exists. Public sources - utility income and fiscal transfers - contribute only about one-half of current capital investments, highlighting the urgent need for increased private investment, including public-private partnerships. Across Sub-Saharan Africa, the push towards private investment in electrical generation dates to the early 1990s, but the journey has not been smooth. Significant lessons may be identified, including: understanding the limited pool of investments, together with the importance of public stakeholders in equity and debt alike; the increasing application of partial risk guarantees (PRGs) to mobilize finance; and the emergence of more non-OECD partners. We note a number of success stories, including Kenya, South Africa and (potentially) Nigeria, whose policy innovations have replication potential in other Sub-Saharan African countries and beyond.

Hans Branner shifts to a diachronic perspective. In his article about Denmark 'between Venus and Mars' he stresses elements of continuity in Danish foreign policy history; activism is not solely a post-Cold War phenomenon. Derek Beach turns to the scene of the current European economic crisis, analysing and interpreting the Fiscal Compact agreed during the Danish EU Presidency.

Abstract:
South Africa and many other countries hope to aggressively expand wind and solar power (WSP) in coming decades. The challenge is to turn laudable aspirations into concrete plans that minimize costs, maximize benefits, and ensure reliability. Success hinges largely on the question of how and where to deploy intermittent WSP technologies. This study develops a 10-year database of expected hourly power generation for onshore wind, solar photovoltaic, and concentrating solar power technologies across South Africa. A simple power system model simulates the economic and environmental performance of different WSP spatial deployment strategies in 2040, while ensuring a minimum level of system reliability.
