32. Dilemmas and Experiences of International Support for Inclusive Peacebuilding

Abstract:
The issue of inclusive peacebuilding has moved up the international agenda in recent years. There is now unprecedented policy-level commitment among the international community to promote inclusion in conflict-affected contexts; growing evidence of the importance of inclusion for sustainable peace and development; emerging lessons on best approaches for promoting inclusion; and a recognition among international actors of the need to learn from past weaknesses in this area. This report examines the current policy context for providing international support to inclusive peacebuilding. It identifies how international actors can strengthen their efforts to promote inclusion by learning from previous experience and drawing on new knowledge and approaches. It goes on to look at how international actors have supported inclusion in three very different conflict-affected contexts, Afghanistan, Somalia and Nepal, and asks how international actors have engaged on issues of inclusion in these contexts, what factors shaped this engagement, and what the results have been.

Abstract:
This issue focuses on counterterrorism challenges in Africa. Next month marks the four-year anniversary of Boko Haram’s kidnapping of as many as 276 schoolgirls in Chibok, Nigeria. The hostage attack created global outrage and sparked the social media campaign #BringBackOurGirls. In our cover article, Jacob Zenn outlines the internal dynamics within Boko Haram that led the group to eventually enter into negotiations and release many of the girls. Zenn compares and contrasts the terrorist calculus in this earlier hostage crisis with the kidnapping of 111 schoolgirls in Dapchi, Nigeria, last month, which also resulted in many of the girls being released. Our interview is with Lieutenant Colonel Kent Solheim, commander of 3rd Battalion, 3rd Special Forces Group, which is currently focused on security challenges in Africa. Christopher Anzalone documents how al-Shabaab has continued to take advantage of turmoil in Somalia to sustain its operations and maintain itself as the dominant jihadi group in the country. In the wake of rising jihadi violence in Burkina Faso, including an attack on the French embassy and the Burkinabe army headquarters earlier this month, Héni Nsaibia and Caleb Weiss profile the recently established al-Qa`ida-aligned Burkinabe terrorist group Ansaroul Islam and the threat it poses to the country. Markus Binder, Jillian Quigley, and Herbert Tinsley examine the Islamic State’s development and deployment of chemical weapons. They note that while the group has used such weapons on the battlefield in Syria and Iraq, it has featured little in its propaganda, calling into question how useful the group sees these weapons in advancing its strategic goals. While there has been much alarm about the threat of chemical terror attacks in the West, the authors note the only evidence so far that the Islamic State has transferred its chemical warfare expertise from the battlefield to its foreign terrorism activities is the summer 2017 Sydney hydrogen sulfide plot.

Abstract:
On June 14, 2018, the FIFA World Cup kicks off in Moscow with host Russia facing Saudi Arabia in the opening match. Brian Williams and Robert Souza warn in our cover article that the massive global media spotlight on Russia during the month-long tournament may incentivize jihadi terrorists to carry out attacks on Russian soil to retaliate for the country’s ongoing military intervention against Sunni rebel and jihadi fighters in Syria. Recent years have seen a string of jihadi terrorist attacks and plots in Russia, including the St. Petersburg metro bombing last year, as well as Islamic State plots and attacks targeting soccer venues in Europe. In recent months, propaganda outlets supportive of the Islamic State have released a torrent of threat messages against the tournament. According to Williams and Souza, potential threats include ‘self-starters’ inspired by Islamic State propaganda, foreign fighters returning from Syria and Iraq, and jihadis operating in the northern Caucasus and Tatarstan. Our interview is with New York Times foreign correspondent Rukmini Callimachi, whose ongoing podcast series Caliphate documents the evolution and crimes of the Islamic State. Daniel Milton and Brian Dodwell examine a female guesthouse registry obtained from Islamic State territory. The records on about 1,100 women who transited through the facility shed new light on the women who traveled from overseas to join the group, as well as challenge the dominant narrative in many media reports on the subject. Bennett Clifford explores pro-Islamic State instructional material on the messaging and file-sharing platform Telegram, arguing that the dissemination of know-how on operational and cyber security may be equally as dangerous as instructional material related to carrying out attacks. Christian Jokinen draws on court records to outline the experiences of German foreign fighters who traveled to join al-Shabaab in Somalia earlier this decade. For most of them, the terrorist group turned out to be an unwelcoming host organization.

Abstract:
After its pivot to insurgency, is the Islamic State losing power or preserving strength in Iraq? This is the research question posed by Michael Knights in this month’s cover article. Attack metrics, he writes, “paint a picture of an insurgent movement that has been ripped down to its roots,” but also one that is vigorously working to reboot by focusing “on a smaller set of geographies and a ‘quality over quantity’ approach to operations.” Knights warns that “the Iraqi government is arguably not adapting fast enough to the demands of counterinsurgency, suggesting the need for intensified and accelerated support from the U.S.-led coalition in order to prevent the Islamic State from mounting another successful recovery.” Our interview is with Mark Mitchell, Principal Deputy Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict, who was among the first U.S. soldiers on the ground in Afghanistan after 9/11. Mitchell previously served as a Director for Counterterrorism on the National Security Council where he was intimately involved in significant hostage cases and recovery efforts in Syria, Yemen, Afghanistan, Pakistan, and Somalia. He was also instrumental in establishing the framework for the landmark Presidential Policy Review of Hostage Policy. Dan Joseph and Harun Maruf, the authors of the recently published book Inside Al-Shabaab: The Secret History of Al-Qaeda’s Most Powerful Ally, explain why the group remains a significant threat inside Somalia. Amira Jadoon and Sara Mahmood examine recent plans circulated by the Pakistani Taliban under its new leader Mufti Noor Wali Mehsud to try to reverse the group’s decline. Bennett Clifford and Seamus Hughes document the case of Aws Mohammed Younis al-Jayab, a returned foreign fighter to the United States who pleaded guilty in October 2018 to material support to a terrorist organization. His case sheds new light on cross-border foreign fighter recruitment networks in the United States and Europe, and the potential threat they pose.

Abstract:
With Africa having steadily begun the litany of elections billed for 2017, the orderly manner in which Somalia’s elections took place restored a glimmer of hope in those who think only the worst for Africa’s democratic and electoral maturity. With over 20 elections scheduled to take place before December 2017, the African Union Commission (AUC) has identified potential fault lines across Kenya’s election processes, and those in Liberia, as sites for election-related violence. Accordingly, among other things, the AUC has trained approximately 50 long-term election observers to be deployed to Kenya, Liberia and other states – based on empirical evidence that these particular cases could be cause for concern. This Policy and Practice Brief (PPB) examines the prospect for a peaceful election in Kenya, and offers insights on what can be done to mitigate any possible election-related violence. With respect to the state of readiness of election management bodies (EMB), the Supreme Court and the government to deliver credible elections, this PPB examines and brings to light challenges that could potentially trigger election-related violence, with the view to make recommendations on how to mobilise key stakeholders to invest in supporting local and under utilised institutions or existing processes and practices capable of mitigating election-related violence. Some of these stakeholders are critical in ensuring the identification of conflict triggers, forewarning about them and preventing their escalation to national crises and conflict. Civil society organisations (CSOs), regional and international organisations should, in the build-up to the 8 August election, effectively co-ordinate their pre-assessment field visits to Kenya so as to identify potential options to avert the likelihood of election-related violence in the country.

39. The peace process between the Colombian government and the FARC-EP guerrilla has provided a unique opportunity not only to reunite a society torn apart by conflict, but also to build a more just peace that responds to the needs and rights of both men and women. The establishment of the Sub-commission on Gender as part of the formal peace architecture has turned out to be an effective instrument for gender inclusion in the peace process. The peace agreement signed in September 2016 was by far the most inclusive peace agreement in history. When a narrow majority rejected it in a plebiscite the following October many feared that gender would be sacrificed to accommodate those who voted no. However, in the renegotiated peace agreement that was ratified by Congress and entered into force in December the gender focus is not weakened. Rather, the language is clarified and has become more precise. Experiences from Colombia offer valuable insights for other peace processes on opportunities for and challenges affecting inclusion.

40. From Pirate ports to special economic zones: Violence, Regulation and port-making in the Somali peninsular

Abstract:
Much of the existing scholarship on the Somali peninsula is informed by territorialized assumptions focusing on pastoralism or overland trading. In this working paper Jaitin Dua, an anthropologist and assistant professor at the University of Michigan, proposes a ‘maritime’ view on the Somali economy that highlights the role of ships, ports and seas. Comparing the three port cities of Benderbeyla, Bosaso and Djibouti the author provides insights into the nexus between violent capture, regulation and sovereignty across the Somali territories. What emerges are different modes of port-making that are closely related to global circulation. By bringing the sea back into Somali studies and contemporary anthropology, Dua offers an innovative interpretation of state formation dynamics.
