The National Civic Forum is an independent, non-partisan organization founded by a cohort of Somali scholars and professionals who met on September 20th–24th, 2004 in Nairobi, Kenya. NCF's mission is to generate and disseminate creative ideas that may assist in educating the Somali people in order for them to establish a democratic political order, durable peace, justice, rule of law and sustainable development.

192. Avoiding Conflict in the Horn of Africa: U.S. Policy Toward Ethiopia and Eritrea

Abstract:
In 2006, the Horn of Africa witnessed major escalations in several conflicts, a marked deterioration of governance in critical states, and a general unraveling of U.S. foreign policy toward the strategically located region. The U.S.-brokered Algiers Agreement to end the 1998–2000 border war between Ethiopia and Eritrea is at a crossroads. Ethiopia has resisted implementing the decisions made by the Eritrea-Ethiopia Border Commission (EEBC), Eritrea has imposed unilateral restrictions on the United Nations Mission in Ethiopia and Eritrea (UNMEE), and both states have rejected the EEBC's plans to demarcate the border unilaterally. In Sudan, implementation of the Comprehensive Peace Agreement remains incomplete, and the violence in Darfur continues to rage and spill into Chad. In Somalia, the Transitional Federal Government (TFG) has failed to establish itself outside of Baidoa and its rival, the Union of Islamic Courts (UIC), has seized control of Mogadishu and much of southern Somalia. The rapid rise of the UIC in mid-2006 in particular amplified prospects for regional conflict as Ethiopia and Eritrea sent significant military support to the opposing sides. On December 6, 2006, the UN Security SudanCouncil unanimously endorsed Resolution 1725, a plan supported by Washington to deploy African troops to prop up the authorities in Baidoa. The Islamic Courts have stated that this intervention will be regarded as an invading force and will escalate, rather than reduce, the conflict.

Abstract:
Many people believe that Somalia's economy has been in chaos since the collapse of its national government in 1991. We take a comparative institutional approach to examine Somalia's performance relative to other African countries both when Somalia had a government and during its extended period of anarchy. We find that although Somalia is poor, its relative economic performance has improved during its period of statelessness. We also describe how Somalia has provided basic law and order and a currency, which have enabled the country to achieve the coordination that has led to improvements in its standard of living.

194. Remittances in Conflict and Crises: How Remittances Sustain Livelihoods in War, Crises and Transitions to Peace

Abstract:
Although migrant workers, refugees and immigrants have been sending money, goods and ideas home for millennia, until about a decade ago donors and international finance agencies paid little attention to the phenomenon. Interest has grown exponentially as statistics show what we now call migrant remittances to be among the most important contributing factors to national economies in several countries. Nearly all the countries in the conflict, war-to-peace transition, and crisis categories are highly dependent on remittances. The slow recovery of livelihoods and persistent violence or repression ensure high levels of migration and the need for remittances in such countries for several years after conflict and crises have ended. By all accounts, migrant remittances reduce poverty in important ways in developing countries. Research shows that migrants transfer funds and invest in their countries of origin at times when international investment has all but disappeared. By serving these purposes in countries emerging from or still experiencing conflicts (e.g., Bosnia and Herzegovina, Kosovo, Sri Lanka, Afghanistan, Somalia, Liberia, Côte d'Ivoire and others), remittances can be seen as a sine qua non for peace and rebuilding.

195. Somaliland: Time for African Union Leadership

Abstract:
On 18 May 2006, the self-declared Republic of Somaliland marked fifteen years since it proclaimed independence from Somalia. Although its sovereignty is still unrecognised by any country, the fact that it is a functioning constitutional democracy distinguishes it from the majority of entities with secessionist claims, and a small but growing number of governments in Africa and the West have shown sympathy for its cause. The territory's peace and stability stands in stark contrast to much of southern Somalia, especially the anarchic capital, Mogadishu, where clashes between rival militias have recently claimed scores of lives. But Somalia's Transitional Federal Government (TFG), which is still struggling to overcome internal divisions and establish its authority in southern Somalia, also claims sovereignty over the territory, and the issue is becoming an increasing source of tension. The African Union (AU) needs to engage in preventive diplomacy now, laying the groundwork for resolution of the dispute before it becomes a confrontation from which either side views violence as the only exit.

Somalia has been drifting toward a new war since the Transitional Federal Government (TFG) was formed in late 2004 but the trend has recently accelerated dramatically. The stand-off between the TFG and its Ethiopian ally on the one hand, and the Islamic Courts, which now control Mogadishu, on the other, threatens to escalate into a wider conflict that would consume much of the south, destabilise peaceful territories like Somaliland and Puntland and possibly involve terrorist attacks in neighbouring countries unless urgent efforts are made by both sides and the international community to put together a government of national unity.

197. Religion and conflict in Africa with a special focus on East Africa

Abstract:
The report provides a brief overview of the religious landscape of Africa with a special focus on the role of religion in the continent's several conflicts. It then proceeds to look at East Africa, where the three religious “families” of traditional religion, Islam and Christianity are all present in large numbers. It does not find any significant correlation between conflict propensity or terrorism and religion, neither in the sense that religious diversity gives rise to any “clash of civilizations” nor in the sense that the predominance of any one religion (e.g. Islam) make a country more prone to conflict or terrorism. It then proceeds to country case studies of Djibouti, Ethiopia, Eritrea, Sudan, Somalia, Kenya, Tanzania and Uganda, providing a brief overview of the history of religion and conflict and an assessment of the present situation and the prospects for the future.

Abstract:
When asked by an interviewer whether he felt more Somali or more Ethiopian, Sultan Korfa Garane Ahmed, a federal member of parliament representing part of Ethiopia's Somali Region, diplomatically responded: “I am an Ethiopian-Somali.” The MP's self-description as an Ethiopian-Somali highlights two crucial implications for the analysis of contemporary politics in what was formerly known as the Ogaden and is today referred to as the Somali Regional State or simply Region 5. For the first time in the history of the Ethiopian empire-state or, more precisely, since the forced incorporation of the Somali inhabited Ogaden into Ethiopia at the end of the 19th century, the Somalis are officially recognized as one of the country's “nations, nationalities and peoples.” Since the accession to power of the Ethiopian People's Revolutionary Democratic Front (EPRDF) in May 1991, attempts to forge a distinct “Ethiopian-Somali” or “Somali-Ethiopian” identity have superseded the former regimes' patronizing attitudes toward the country's “subject nationalities.”

Abstract:
The disappearance of the Somali state from the international scene in 1991 is seen as a unique phenomenon in this nation-state era. This experience was expected to leave Somalia “out of the loop” of new global technologies, markets, politics, and cultures. Contrary to this expectation, Somalis have not been so excluded. In fact, with the impact of globalization during the close of the 1990s, the World Wide Web presented an opportunity for the Somali diaspora to communicate, regroup, share views, help their groups at home, and organize activities (e.g., development projects).
