In the May 2025 feature article, Daisy Muibu and Yayedior Mbengue examine the evolving counterterrorism challenge in Somalia. They write that “nearly three years after the Somali government launched its offensive against al-Shabaab, the security landscape remains precarious. Al-Shabaab has resurged, coordination between federal and Puntland forces is limited despite Islamic State-Somalia’s growing global remit, and the future of the African Union mission is uncertain. These trends are driven by political discord, a fragmented national landscape, donor fatigue, operational challenges, and al-Shabaab’s resilience.” Our interview is with Christine Abizaid, the former director of the U.S. National Counterterrorism Center. She emphasizes that: “The CT business is still a needles-in-the-haystack business; it’s still one piece of information that can open up a whole new threat network. You have to be digging into and accessing multiple sources of information, collaborating with multiple partners who see things in different ways.” Aymenn Al-Tamimi charts the rise, fall, and dissolution of al-Qa`ida’s loyalist group in Syria Hurras al-Din. He writes that: “The primary ongoing concern from a counterterrorism perspective is that regardless of Hurras al-Din’s own weakness, individuals who were members of the group, particularly leading figures, may try to coordinate with other members of al-Qa`ida or other jihadis outside Syria for the purpose of organizing terrorist attacks abroad.” Saif Tahir and Amira Jadoon examine the geographical origins, mobility patterns, and demographic characteristics of Tehrik-i-Taliban Pakistan (TTP) militants through an analysis of 615 profiles from the organization’s own martyrdom commemorative publications spanning 2006-2025. Julika Enslin outlines the evolution of the Islamist terror threat landscape in Germany since 2020 by taking an in-depth look at all nine executed Islamist terrorist attacks and the 20 publicly reported thwarted attack plots during that time. A personal note: Over the last 10 years, it has been the privilege of a lifetime to serve as the Editor-in-Chief of CTC Sentinel to showcase the best and brightest scholars and practitioners in our field. It’s time for me to pass the baton. The publication will be in great hands with my brilliant colleagues Kristina Hummel and Don Rassler. I look forward to continuing my close association with the Combating Terrorism Center and CTC Sentinel. The faculty and staff at the center, past and present, are the very best of America. Abstract:
On February 10, 2024, the Gordon military base in Mogadishu was subjected to a terrorist attack by the jihadist Al-Shabab group. The attack resulted in the deaths of several officers performing training tasks for Somali forces, indicating a recent increase in the intensity of Al-Shabab's terrorist activity. This coincides with the African Union Transition Mission in Somalia’s (ATMIS) announcement that it declared the completion of the second phase of withdrawal of its forces from Mogadishu in early February. The remaining stages, which are expected to be implemented by the end of this year, have been raising concerns about the possibility of a new Afghanistan scenario in the Horn of Africa region.

Abstract:
Long-range aerial attacks by the Iran-backed Houthi terrorist group, including a ballistic missile that traveled at least a thousand miles toward Israel before being intercepted (reportedly in space) on October 31, 2023, are focusing minds on long-range stand-off terrorism. In this month’s feature article, which conceptualizes, outlines, and examines the implications of this emerging threat vector, Don Rassler argues that the notion that terrorists could strike the United States across the oceans with unmanned aircraft systems (UAS) is becoming increasingly less far-fetched. Rassler writes that “over the coming decade, hydrogen fuel cell and solar UAS technology will evolve and mature, and will also likely become more available and accessible to the average consumer, which will make longer ranges more accessible as well. Other disruptive technologies, such as generative artificial intelligence, will also mature and will likely be used by extremists to help them optimize system performance and to overcome, or devise creative solutions to, technical long-range UAS challenges.” He warns that “long-range stand-off terrorism will be attractive to some extremists because it opens-up new attack pathways, can enable surprise, and has the potential to deliver a potent psychological, ‘we can strike you from afar’ punch. Over the next decade advancements in commercial technologies and systems will also make range, and extended range, more accessible for violent non-state-entities, making it likely that in the future long-range terrorism will become even more of a threat.” Rassler’s article is the first in a new recurring series in CTC Sentinel entitled “On the Horizon” that will examine emerging counterterrorism challenges. Our interview is with Christopher Maier, the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict. “We need to have sustainable CT operations that prevent terrorists’ actions, principally al-Qa`ida and ISIS, to ensure we are not distracted by what we view as the longer-term strategic priorities, such as peer adversaries,” he says. “As the rest of the Department and other parts of the U.S. government are doing less CT, [this] means that those who are doing it have to do it better and, in many respects, do it more proportionally to the rest of the national security enterprise. This is why SOF is looked to as the lead for the CT fight in the Department.” Daisy Muibu examines the state of Somalia’s military campaign against al-Shabaab. She writes that: “A year and five months after the Somali government launched its offensive against al-Shabaab, the initial optimism that characterized its first few months have diminished as the counterinsurgency’s momentum has stalled in the central regions of the country.” She adds that “with only a year left until African Union forces are mandated to fully draw down, significant obstacles remain that cast doubts over the government’s ambitious goals to defeat al-Shabaab and assume full responsibility for securing the country by December 31, 2024.”

In this month’s feature article, Michael Knights provides a highly detailed assessment of the six-month Houthi war effort that has seen the Tehran-backed group launch missiles at Israel and attack shipping off the coasts of Yemen. He assesses that: “The Houthis have used the Gaza crisis to vault into the front ranks of the Iran-led ‘Axis of Resistance,’ arguably as the only axis partner to truly globalize the conflict through their anti-shipping attacks on the approaches to the Suez Canal. The movement has demonstrated boldness—as the first axis member to fire ballistic missiles at Israel—and resilience in the face of U.S.-U.K. airstrikes. The Houthis are likely to emerge from the war as a more confident, ambitious, and aggressive terrorist army, with a taste for provocative and eye-catching acts of defiance against Israel and the United States.” Our interview is with Colonel (Ret.) Miri Eisin, the director of the International Institute for Counter-Terrorism (ICT) at Reichman University who previously served in a variety of senior intelligence roles in the Israel Defense Forces (IDF). She stresses the need to learn lessons from the intelligence failures that preceded the Hamas-led October 7 attack so that Israel is not surprised again, for example with regard to the kind of threat Hezbollah could pose in the coming months. “All of us made wrong assumptions, and the combination of all of them brought about a colossal failure,” she says. “We collectively were wrong about the capability. We were wrong about the intentions. We were wrong about the ferocity.” Kévin Jackson assesses the current state of al-Qa`ida Central. He writes that “while the challenges facing the group are real, it should not be written off, as it has proved time and again more resilient than expected.” He adds that “in the wake of the Gaza war, al-Qa`ida likely feels emboldened by what it perceives as a uniquely auspicious geopolitical context to further its global ambitions.” The African Union is set to withdraw the remainder of its forces from Somalia by December 31, 2024. Paul Williams evaluates whether the Somali National Army (SNA) or al-Shabaab would be stronger militarily if this happens. He writes that “the SNA would retain an advantage in terms of size, material resources, and external support but performs poorly on non-material dimensions and would remain dependent upon external finance and security assistance. Overall, however, al-Shabaab would be slightly militarily stronger because of its significant advantages across the non-material dimensions related to force employment, cohesion, and psychological operations, as well as the sustainability of its forces.”

5. Faltering Lion: Analyzing Progress and Setbacks in Somalia’s War against al-Shabaab

Analysts have long understood the war against al-Shabaab, al-Qaeda’s East African affiliate, as “unwinnable” and “[with] no end in sight.” Most have considered the group one of the largest and most sophisticated jihadist insurgencies on the planet while viewing Somalia, the state in which it was born and primarily operates, as a quintessential “failed state.” Yet in mid-2022, many analysts began to change their tune. Al-Shabaab began to suffer its most significant setbacks in a decade at the hands of a clan uprising in Somalia’s central states of Hirshabelle and Galmudug. The uprising quickly received military support from the Federal Government of Somalia (FGS), and some United States officials believe it constitutes Somalia’s Anbar Awakening. Meanwhile, Somali officials speak of this offensive, which they’ve now dubbed Operation Black Lion, as the long-awaited death blow against the group. Unfortunately, the pendulum started to swing back after al-Shabaab began regrouping and counterattacking in early 2023. As of September 2023, the Somali government is struggling to complete the offensive that began last year in central Somalia. All the while, the government promises to achieve ever more ambitious goals for defeating the group in its southern Somalian strongholds by the end of 2024. The question, then, is whether Somalia is really turning a page in the war against al-Shabaab, with the group’s defeat or meaningful degradation in sight for the first time in years, or if the FGS’s battlefield progress in 2022 was merely a short-lived setback for the terrorist group. In this report, I argue that the ongoing, if faltering, offensive against al-Shabaab reveals the dilemma of counterterrorism in the Horn of Africa: On the one hand, al-Shabaab is not invincible, and the group’s center of gravity—its ability to gain a modicum of acceptance or legitimacy from vulnerable Somali communities—has been exposed as fragile. On the other hand, Somalia’s perennial and myriad political disputes, as well as other issues like a lack of state capacity and rampant corruption, are preventing its federal and state governments from capitalizing on the opportunities available to them. Instead, Mogadishu, aware of its limited military capacity, is looking to the militaries of neighboring Kenya and Ethiopia to bear the brunt of its anticipated offensive into southern Somalia, even though these countries’ controversial interventions in Somalia over the years have catalyzed al-Shabaab’s formation and expansion. In any case, there appears to be little appetite from either country to engage in another offensive. Al-Shabaab, for its part, is counterattacking against government forces in central Somalia and looking to expand its operations in neighboring countries—in part to hinder those regional militaries’ potential participation in any forthcoming offensive. Consequently, the situation looks less promising than it did at the end of 2022, and al-Shabaab is unlikely to face a meaningful defeat in the coming months. Instead, the best-case scenario would see this military offensive degrade al-Shabaab over the coming months to the point that the terrorist organization partially fractures and loses some of its popular support, possibly opening up room for the FGS to negotiate with factions of the group. A more likely scenario, however, would see the conflict remain a stalemate, with the government’s current offensive bringing only temporary or superficial gains that do not meaningfully degrade al-Shabaab’s capacity. I have drawn this report from insights I gained during a four-week trip to Kenya and Somalia in June 2023. Within Somalia, I traveled around the federal capital, Mogadishu, as well as the capitals of the states of Jubbaland, Galmudug, and Puntland, in the south, center, and north of the country respectively. I also traveled to the frontline town of Bar Sanguuni, near al-Shabaab–controlled territory in Jubbaland, and separately to Las Anod, a disputed city that both Somaliland and local clans have claimed and that is at the heart of a new regional conflict. Given the sensitivity of discussing security matters in Somalia, I have anonymized the details of interview subjects in almost all references.

6. Preventing jihadist expansion in Sub-Saharan Africa

During the first half of 2023, levels of jihadist violence increased substantially in sub-Saharan Africa, especially in Burkina Faso and Somalia, while remaining particularly high in eastern Congo (DRC), Mali, and Nigeria, which are only some of the most heavily affected countries across the continent. Jihadist groups also continue to seek access to new areas. Particularly concerning is the growing evidence of jihadist expansion from Burkina Faso into some of the Gulf of Guinea states, especially Benin and Togo. Although sub-Saharan Africa comprises a diverse set of countries and regions, some overall trends emerge. Two crucial factors that enable jihadist groups to gain a foothold, across various country-specific contexts, are poor local governance and governments’ human rights violations against civilians. Statistical evidence shows that jihadist groups are significantly more likely to expand to countries where these conditions are given. At the same time, once they have managed to establish themselves in a new context, there is often a circular dynamic: Jihadist presence tends to undermine the ability of governments to provide effective governance, and governments also tend to violate human rights in their attempts to quell jihadist violence. When engaging with local governments in sub-Saharan Africa, the EU and its Member States should therefore place particular emphasis on measures that address these dynamics.

7. The Challenge of Transnational Salafi-Jihadi Terrorism in Africa

In this issue of Ifriqiya, Matan Daniel presents an overview of two of the major transnational jihadi groups operating in Africa, al-Shabaab and Boko Haram. He puts each group in its context, and shows how they represent new challenges for the continent and specifically in the regions where they are active. Salafi-jihadi groups (SJGs) have become a significant challenge and threat to global security and to the political stability of many countries during the past few decades. The emergence of al-Qaʿeda and the Islamic State, and the catastrophic consequences of their activity remain vivid in the memory of many. In recent years, as the resonance of al-Qaʿeda and the Islamic State's operations seems to be receding in the Middle East and Asia, Africa has become a rising sphere for the activity of SJGs. This article will elaborate on the issue of Salafi-jihadi activity in Africa, its transnational classification, and on two of the groups that represent it today, al-Shabaab and Boko Haram.

It was one of the most ambitious and innovative international terror plots ever seen. In July 2017, Australian police arrested two brothers in Sydney who had attempted to get a bomb on board an Etihad plane flying from Sydney to Abu Dhabi carrying around 400 passengers and were separately planning to carry out a poison gas attack inside Australia with an improvised chemical dispersion device. The two brothers had been guided by Islamic State operatives in Syria, who successfully arranged for a partially constructed bomb to be air-mailed from Turkey to Australia. In our feature article, Andrew Zammit draws on “newly available information resulting from the successful prosecution of the Sydney-based plotters” to provide the most comprehensive account to date on how the plot developed and what it reveals about the evolution of the international terror threat posed by the Islamic State. Donald Yamamoto, the United States Ambassador to Somalia, is featured in our ongoing “A View from the CT Foxhole” series. The interview was conducted by Jason Warner in front of cadets at the U.S. Military Academy at West Point. Attacks in London in November 2019 and February 2020 by two convicted terrorists released from prison has created a surge of concern about terrorist recidivism. But Thomas Renard points out that academic research undertaken thus far suggests terrorists are unlikely to relapse into violent extremism. His review of the judiciary files of 557 jihadi terrorist convicts in Belgium, since 1990, finds that less than five percent reengaged in terrorist activities. Drawing on nearly a dozen reporting trips to Ukraine between 2014 and 2019, Tim Lister examines the nexus between far-right extremists in Ukraine and the United States. He writes: “In recent years, some Americans and Europeans drawn to various brands of far-right nationalism have looked to Ukraine as their field of dreams: a country with a well-established, trained, and equipped far-right militia … that has been actively engaged in the conflict against Russian-backed separatists.” He notes that in some instances, “U.S.-based individuals have spoken or written about how the training available in Ukraine might assist them and others in their paramilitary-style activities at home.”

Abstract:
The article is divided in: a methodological and theoretical framework to explain the prospective method used and some ideas about the discussion of terrorism and how to understand it. The second part of the paper focuses on the scenarios, taking into account the development of organizations such as: Al-Qaeda of the Islamic Maghreb (AQIM) and its related groups, Boko Haram (BH) in the area surrounding the Lake Chad, as well as Al-Shabaab (ALS) in southern Somalia and the border with Kenya. We finalized with a generalization of terrorism in Africa – conclusions – and the possible recommendation to solve this problem.

Abstract:
Al-Shabaab’s recent attack targeting Somalia’s head of the military is the latest indication of the Islamist militant group’s growing confidence in its battle for control of the war-torn country in the Horn of Africa. Al-Shabaab, the al-Qaeda affiliate in East Africa, has been waging a deadly insurgency in the country for 14 years. Its weapons of choice have ranged from improvised explosive devices (IED) and vehicle-borne improvised explosive devices (VBIEDs), to deploying suicide bombers to target security forces, public installations, and government officials. Its war is largely asymmetrical, where it also relies on hit and run attacks, assassinations, and grenade attacks.
