Abstract:
Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

Abstract:
L’Europe centrale et orientale ne se porte globalement pas aussi mal qu’on l’écrit parfois et, d’une certaine manière, nettement mieux que l’Europe occidentale et que la zone euro en particulier. Avant la crise déjà, elle se singularisait par une croissance élevée, qui atteignait 4 % par an en 2008 pour les dix nouveaux membres de l’Union européenne (UE), contre 0,5 % pour les quinze pays de la zone euro. Son taux de chômage était inférieur d’environ 6,5 % à celui constaté dans ladite zone. En outre, dûment chapitrée par les institutions financières internationales, elle pouvait faire état d’une discipline exemplaire en matière de finances publiques, avec une dette qui ne dépassait pas 30 % du PIB pour la grande majorité des seize pays étudiés ici (voir les tableaux synthétiques à la fin de ce chapitre) et était très inférieure à ce niveau pour plusieurs d’entre eux. Quant au déficit des finances publiques, calculé à partir de la moyenne des seize pays, il était inférieur à 3 % du PIB. A tout cela s’ajoute la bonne tenue d’ensemble d’un jeune système bancaire qui, pourtant dépendant de maisons mères occidentales ayant subi le choc de la crise, ne s’est pas effondré malgré les sinistres avertissements des Cassandres : les pays baltes ont bénéficié de liens très forts avec les riches systèmes bancaires de l’Europe du Nord, les pays de l’Europe centrale (à l’exception de la Slovénie) ont su constituer au cours de la transition des banques saines, et les établissements de l’Europe du Sud-Est ont été, au moins momentanément, sauvés par l’action conjuguée des institutions financières internationales dans le cadre des deux « Initiatives de Vienne ».

Abstract:
Pour sa quinzième édition (le premier volume est paru en 1997 !), le Tableau de Bord fait peau neuve et ouvre ses pages à des pays qu'il ignorait jusqu'à présent : signe des temps, alors que les pays d'Europe centrale et orientale sont tous intégrés dans l'Europe ou se préparent à l'être, c'est aux contrées plus orientales qu'il nous revient d'ouvrir nos pages. Cette innovation modifie la typologie et le format des chapitres dont nos lecteurs sont familiers. Le nouveau Tableau de bord consacre en effet un premier volume à l'Europe centrale, balkanique et balte et continue de suivre l'évolution des pays qui faisaient l'essentiel des précédentes éditions, regroupés dans des ensembles à dimension régionale : les pays de l'Europe centrale (incluant la Slovénie) sont traités ensemble, de même que les Etats baltes et les pays des Balkans ayant rejoint l'Union européenne (Bulgarie et Roumanie). Un quatrième chapitre est consacré aux « Balkans occidentaux », et traite non seulement de la Croatie et de la Serbie, mais aussi – et c'est une autre innovation importante – de tous les pays de cette région jusqu'alors non présentés dans ces pages, à savoir l'Albanie, la Bosnie-Herzégovine, la Macédoine et le Monténégro. Le Kosovo, pour lequel on ne dispose pas de statistiques appropriées pour ce travail, n'y figure pas. Le deuxième volume est consacré aux pays de l'ex-Union soviétique, regroupés sous le vocable d'Eurasie. On y trouve ainsi la Russie et l'Ukraine, comme dans les précédentes éditions, et les autres Etats regroupés en quatre chapitres : le Bélarus et la Moldavie, les trois pays du Caucase du Sud, le Kazakhstan, isolé en raison de la dimension de son économie, et les quatre autres pays de l'Asie centrale. Cette nouvelle structure entraîne également, on le comprendra, des modifications dans la présentation des tableaux d'indicateurs.

Abstract:
This article compares the defense and security policies of two of Europe's smallest states: Ireland and Slovenia. The Irish military has a relatively small permanent force, based in part on their being sequestered from any major threat due to their island location, but there is also the precedent against a large military stemming from the nation's long occupation by the British military. The Slovene military evolved concurrent with the Slovene state: a small, homogenous entity that embraced Western institutions and values. Despite a relative lack of experience in democratic civil-military relations, Slovenia has tenaciously promoted its place in the world, and developed an active and professional military within a democratic state. This essay aims to add to the theoretical understandings of the major security decisions—especially with respect to the civil- military dynamic—that small states make. This comparison is key in understanding overall patterns of democratic governance and civil-military relations.

Abstract:
History of the Balkan Slavs can be described as never ending disunity and disagreements frequently developing into mutual repulsion and even enmity. Throughout the last six centuries the states of the Southern Slavs have not merely failed to consolidate - they distanced from one other. Slovenia was developing first under a strong German influence and, from the 13th century on, under the Austrian Habsburgs. Venice dominated over the Adriatic coast, mainly over what is now Croatia. In the 12th century, Hungary established its influence in the continental part of Croatia and later in Bosnia. By the mid-15th century, the Turks had captured Serbia, by the end of the century they established themselves in Bosnia and Herzegovina.

Abstract:
The author argues that during the period of the second Gyurcsánygovernment Hungary continued its previous policies vis-à-vis the Western Balkans and managed to preserve good relations with all of the countries of the region. He reflects on the government's policies with respect to the entire Western Balkans – more precisely the countries of the former Yugoslavia, except Slovenia – as well as its guiding principles and activities supporting the Euro-Atlantic integration of the region; policies vis-à-vis the individual countries; efforts to improve the situation of the minorities and the enhancement of the Hungarian economic role in the region. He concludes that due to the fact that the greatest aspiration of Western Balkan countries is to join the Euro-Atlantic integration processes and because Hungary – as an EU and NATO member state – is an important partner country in regional relations will ostensibly become more dynamic in the years to come.

The main purpose of this report is to evaluate the cultural policies introduced in the Slovenian National Action Plan (NAP) on Social Inclusion (2004-2006) in terms of their impact on promoting social inclusion of ethnic minorities. Abstract:
Analyzing the area of our interest and its economic perspective requires us to take a step back in to the past and conclude that history rep eats itself. Traditionally, this has been the area of trade, communication, as well as war. The last fifty years, up until the disintegration of ex-Yugoslavia, represented the longest period of peace in this region of different cultures, nations and history. In ex-Yugoslavia, these differences did not represent a limiting factor, and therefore the transport of people as well as goods was free and unlimited. Although the state borders existed, in the legal sense they were not of great importance. We can say that people living in this region were both geographically and economically directed towards each other. However, economic differences were present, and Croatia ranked as the second most developed state of ex-Yugoslavia (after Slovenia).

20. Monitoring the EU Accession Process: Judicial Independence

Abstract:
The EU Accession Monitoring Program of the Open Society Institute was initiated in 2000 to encourage independent monitoring of the process by which the European Union is considering applications for membership from the ten candidate States of Central and Eastern Europe. The Program aims to contribute to this historic process by producing monitoring reports to complement the evaluations already being conducted by the European Commission, as reflected in its annual “Regular Reports” on candidate States’ progress towards meeting accession criteria. The enlargement of the European Union is a positive development, and independent monitoring is one means of magnifying its beneficial effects, both within the candidate States and in the EU itself.
