81. Serbia: Maintaining Peace in the Presevo Valley

Abstract:
Southern Serbia's Albanian-majority Presevo Valley is one of the rare conflict resolution success stories in the former Yugoslavia. Outwardly, it is increasingly normal, with no major incidents in over three years. Yet, tensions linger: massive unemployment is still the single largest problem but the shadow of Kosovo's future status darkens the political landscape. How Kosovo's final status is determined in the next months will have a profound impact. If formal partition or large-scale violence accompanies independence, the peace could unravel; in a worst case scenario, ethnic cleansing in southern Serbia would be accompanied by significant, cross-boundary, two-way refugee flows. All parties – local Albanian politicians, the Serbian government and the international community – need to work with greater urgency on developing the region's economy and ensuring that developments in Kosovo do not disrupt its peaceful progress.

82. Serbia's New Government: Turning from Europe

Serbia finally has a new government but one that is deeply divided between pro-Western and nationalist forces. Facing two difficult issues–Kosovo status and cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY)–its choice is between moving towards European integration or on to a more isolationist path. The government's composition, deep mistrust among many of its members and the parliament's nationalist majority suggest it will follow the second option. Pro-Western forces have suffered a significant setback, the government is vulnerable to manipulation by the security services and oligarchs, and the system of divided responsibility for the security services renders unlikely serious cooperation with the ICTY, especially the arrests of Ratko Mladic and Radovan Karadzic. Although Kosovo independence could destabilise the government, it may surprise and last far longer and prove more stable than expected. The West should prepare for Serbia turning increasingly away from Europe and towards Moscow.

83. Housing Privatization and Household Wealth in Transition

All countries in transition experienced increases in inequality. They have also undertaken massive privatization of key asset housing, often on give-away terms. Are these two phenomena related? Has transfer of ownership rights to residents slowed down the inequality increases or it pushed it up? Surprisingly little is known in this area. This paper attempts to provide empirical evidence to start answering these questions. It shows how housing privatization affected the distribution of personal wealth and inequality in current consumption based on recent representative household surveys from three transition countries: Poland, Russia and Serbia. Survey data are compared with figures derived from national accounts and housing statistics. Contrary to common belief and some earlier evidence of strong equalizing effect of housing distribution in Eastern Europe and the former Soviet Union, the paper finds that the contribution of housing to the overall inequality levels is not strong, and is not universally progressive. There is also a significant variation across countries. In Russia and Serbia progressive. There is also a significant variation across countries. In Russia and Serbia features of privatization programmes resulted in better off households capturing more valuable housing assets on extremely beneficial terms, while in Poland privatization and housing reform led to more equitable outcomes. When owner occupied housing rents and durables are properly accounted for, the effects of housing ownership on inequality in current consumption are mildly progressive in Russia and Poland and regressive in Serbia. The paper argues that the information collected by regular household surveys provides only a starting point to study housing wealth distribution, and there are a number of gaps which should be addressed through improved data collection.

84. Kosovo: What Can Go Wrong?

At the end of the NATO/Yugoslavia war almost eight years ago, the Albanian-majority Serbian province of Kosovo was removed from Serbia's governance and placed temporarily under a United Nations protectorate, administered by the UN Mission in Kosovo (UNMIK). Last summer, UN Special Envoy Martti Ahtisaari was tasked by the Security Council with resolving the question of Kosovo's future status, with support from U.S. and European Union envoys (Frank Wisner and Stefan Lehne respectively). Ahtisaari's effort is now drawing to a close. He has delivered to both Pristina and Belgrade a plan that explicitly allows a great deal of protection for Serbs and their religious monuments in Kosovo but implicitly ends Belgrade's sovereignty. His plan opens the prospect of a sovereign and independent Kosovo under continuing international supervision. It is anticipated that Ahtisaari will take his plan, with some revisions, to the UN Security Council this month. This USIPeace Briefing discusses potential drivers of conflict in Kosovo during the status decision and in the period thereafter. These drivers of conflict arise from the international community, the Kosovo Albanians, Serbia and the Kosovo Serbs. They have the potential not only to make Kosovo dysfunctional but also to destabilize the region.

85. Democratization in Postcommunist Europe: Illiberal Regimes and the Leverage of International Actors

The European Union (EU) may be presiding over the most successful democracy promotion program ever implemented by an international actor. Among postcommunist states with a credible EU membership perspective, we can see a significant – though far from complete – convergence toward liberal democracy. This is all the more interesting since ten years ago many of these states had illiberal or authoritarian regimes. I focus in this article on the sources of political change in previously illiberal regimes before and after "watershed elections," especially in the Western Balkans. I argue that over time the EU's leverage strengthened the hand of liberal forces against illiberal ones by way of four mechanisms: creating a focal point for cooperation, providing incentives for adapting, using conditionality, and serving as a credible commitment for reform. Consequently, most political parties have eventually changed their agenda to make it compatible with the state's bid for EU membership. I investigate the domestic conditions that have caused these mechanisms to function only weakly in Serbia and Bosnia.

There is growing concern that the short postponement UN Special Envoy Martti Ahtisaari announced in November 2006 for presentation of his Kosovo final status proposals to take account of Serbia's 21 January elections may not be the last delay in a process that now could extend into the second half of 2007. Nervous Kosovo Albanian leaders worry they may not be able to contain public pressures beyond March. With Russia's position hardening and Serbia as obstinate as ever, EU unity is vital – but far from assured – to keep the status process on track, first in the small Contact Group that has managed Kosovo affairs since 1999, then in the Security Council where ultimate decisions should be made.

87. Serbia's New Constitution: Democracy Going Backwards

Premier Vojislav Kostunica won a high stakes gamble with passage of Serbia's draft constitution in the 28-29 October referendum. However, numerous credible reports indicate the process was deeply flawed and the result falsified. The referendum cannot be characterised as either free or fair. The new constitution could prove a step away from European values. It opens the door to increased centralisation of the state, curtailment of human and minority rights, destruction of judicial independence and potentially even a parliamentary dictatorship. The process used to pass the constitution illustrates how Kostunica continues to transform Serbia into something closer to illiberal authoritarianism than liberal democracy; yet, the referendum was welcomed by the Council of Europe, the European Union and the United States.

88. Kosovo: Ethnic Nationalism at Its Territorial Worst

The international community\'s military and financial investments in the Balkans over the past fifteen years have led to substantial improvements in most of the territories of the former Yugoslavia. This progress will be put at risk if talks on Kosovo\'s status lead to de facto ethnoterritorial separation, with Serbs governed on their own territory by Belgrade without reference to Pristina. Partition, or something approaching it, could trigger another wave of violence, mass displacement of civilians, and instability in multiethnic states of the region. The international community has failed so far to reintegrate Serbs into Kosovo. Freedom of movement is insufficient, Serbs returning to their homes in Albanian-majority areas are minimal, Kosovo\'s governing institutions lack Serb representation, and Belgrade has tightened its grip on Serbs living in the north and in enclaves elsewhere. Serbia aims to govern the Serbs of Kosovo directly from Belgrade on clearly defined territory and without reference to Pristina. This is precisely the kind of ethnoterritorial separation that will cause trouble throughout the region. The Kosovo Albanian leadership has failed to improve the living conditions of Serbs living in Albanian-majority areas. Hardliners among Kosovo Albanians would also like to see ethnoterritorial separation, as it would offer them a chance to expel the remaining Kosovo Serbs south of the Ibar River and rid themselves of a “Trojan horse.” If the status talks lead to ethnoterritorial separation in Kosovo, serious instability could affect southern Serbia (Presevo Valley), western Macedonia, and Bosnia.

In 2002, the Center for Preventive Action published Balkans 2010, a Task Force report that laid out a vision for a stable, peaceful western Balkans (comprising Croatia, Serbia and Montenegro, Bosnia and Herzegovina, Macedonia, and Albania) and identified the requisite objectives and milestones to achieve that vision. Many of the report's recommendations remain valid today, particularly the need to strengthen democracy and the rule of law, dismantle politico-criminal syndicates, and promote economic reform and development.

Abstract:
The initial idea for the project was to implement a targeted SALW Awareness campaign around the town of Zrenjanin in North East Serbia. As well as aiming to have a positive effect on the attitudes of local people towards firearms possession and safety, the project was designed as a test for the principles of the SEESAC SALW Awareness Support Pack (SASP) in a project with limited resources at its disposal; (the total budget for all project activities was US$10,000). The project also offered a local NGO, European Movement Zrenjanin, the opportunity to build capacities in carrying out an awareness campaign following the principles of SASP.
