11. Unbreakable Bond: Serbs and Kosovo

Abstract:
Nationalism remains a potent force in Serbia, strongly affecting the politicking within the political elite regarding final status issues in Kosovo. The democratic forces are not immune from Kosovo-related nationalism and have at times adopted hardline positions to diminish their vulnerabilities in the political struggle. Since the end of the Kosovo war the West has done nothing to dispel the perception in Belgrade that Serbia's legal claim of sovereignty over Kosovo remains valid in principle and of equivalent standing as an issue “on the table” with Kosovo Albanians' insistence on independence in the prelude to negotiations. Belgrade ignores the fact that, with virtually no Albanians in Kosovo willing to work with them, they have no Albanian partners in pursuing this goal. Kosovo Serbs also display considerable mistrust of Belgrade's concern for their interests. The EU and UNMIK have attempted to create a framework for progress on the issue, but success will hinge on the willingness of the United States to exercise diplomatic leadership to resolve the deadlock.

12. Serbia After Djindjic: Can Invigorated Reforms Be Sustained?

Abstract:
The assassinated prime minister of Serbia, Zoran Djindjic, appears to have won in death much of what he could not achieve in life. His concept of Serbia's way out of the domestic political and economic crisis through reform and membership in a democratic Europe has prevailed over one representing the past; Serbia is finally open to cooperation with the world. But the national consensus he was dreaming about does not yet exist. The prevalence and reach of networks of organized crime and corruption limit prospects for significant further structural change and more serious consolidation of the rule of law. The Serbian people have put aside for the moment their infatuation with radical nationalism rather than exorcising it from their society and intellectual culture. The success of such reform as has been implemented is far from secured. For the time being the joint efforts of the leading pro-democratization parties of Serbia and Montenegro have brought about the beginning of long-postponed changes in the army and initiated far-reaching reforms. This allows continuation of reforms in Serbian services and strengthening of the basic institutions of democracy. If continued, expanded and intensified, this course will take both Serbia and Montenegro irrespective of the final destiny of their Union closer to democracy and to the European Union and the United States.

13. Serbian Reform Stails Again

Abstract:
The reformist zeal displayed by the Serbian government following the 12 March 2003 assassination of Premier Zoran Djindjic appears to have dissipated. A number of important and positive steps were taken while the shock of that political murder was still fresh. Increasingly, however, their impact is being counterbalanced by actions that bring into question the government's ability to press decisive political and economic reforms home so as to achieve the goal of integration with wider European institutions.

Abstract:
Apart from the principal question of their content, reforms in general pose a twofold preliminary question: is there a sufficient quantum of willingness to proceed with the reforms and how speedily should they be carried out. A public opinion survey carried out by The Center for Policy Studies (Belgrade) in the period from August 25 to 28, 2001 has demonstrated that only 38 percent of interviewed persons consider the reforms should be quick and thorough, even painful for most citizens. At the same time, 47 percent of those interviewed believe that reforms should be conducted gradually, so they are less painful. The first question left 35 percent of persons without a response or undecided, the second left 30 percent.

15. Fighting to Control Yugoslavia's Military

Abstract:
Yugoslav President Vojislav Kostunica's 24 June 2002 sacking of Yugoslav Army (VJ) Chief of the General Staff Nebojsa Pavkovic was necessary, welcome, and long overdue. The EU, U.S., and NATO acclaimed the move as an effort to assert civilian control over the military, and Kostunica indeed deserves credit for removing a significant obstacle to the country's reintegration with Europe. Nonetheless, the action was probably more the result of the ongoing power struggle between Kostunica and Serbian Premier Zoran Djindjic than a genuine effort to bring the military under civilian control or dismantle the extra-constitutional parallel command structures that the post-Milosevic leadership of the country has created within the VJ.

The 3 August 2001 murder of former State Security (DB) official Momir Gavrilovic acted as a catalyst for the emergence of a long-hidden feud within Serbia's ruling DOS (Democratic Opposition of Serbia) coalition. Inflamed by Yugoslav President Vojislav Kostunica's closest advisers, the 'Gavrilovic Affair' has driven a wedge into DOS that could spell the end of the coalition in its present form. In so doing, Kostunica's Democratic Party of Serbia (DSS) has been exposed more clearly than before as a conservative nationalist party intent on preserving certain elements of the Milosevic regime.

Abstract:
This report describes the current situation in Albania, paying particular attention to relations with the country's Balkan neighbours, Kosovo, Montenegro, Macedonia and Greece. The recent upsurge in fighting in the Presevo Valley of southern Serbia and in Macedonia has damaged the reputation of all Albanians in the region and has once more raised the spectre of a Greater Albania. Consequently, the Albanian government has been at pains to stress that it does not support the ethnic Albanian insurgents and wishes to see the territorial integrity of Macedonia upheld. To this end, Tirana has requested NATO's assistance to secure the Albania-Macedonia border, and has called for a solution to the crisis through dialogue.

Abstract:
Any consideration of the Serbs' military traditions is inevitably a study of both the real and mythical aspects of their history. They are so intertwined that the very endeavour to distinguish between them is not only hardly possible but also counter-productive. The thesis that the 'boundaries between myth and history are not clear' can be proved in the Serbian case. At the same time, however, the inter-mixture of these two components easily leads to false conclusions and corrupt political decisions. From today's perspective Serbs are the most mythologised people in the world. Two opposed and equally biased perceptions are dominant: they are perceived as either 'heavenly people' or 'devil's seed'. The common notion in both interpretations is war. Yet this does not provide enough elements to form a clear picture. In the light of the most recent events (the 1999 NATO intervention in FR Yugoslavia) one may say that what the Serbs see as bravery, others interpret as belligerency. And vice versa - what Serbs see as an anti-heroic war, others see as humanitarian intervention. Given the crucial position of Serbia in the Yugoslav wars that have still not ceased, one may assume that fresh historical material for the evaluation of Serbian military traditions, myths and traumas is still growing. This very fact certainly contributes to the inability to analyse them objectively, but usually politically motivated blockades are made in order to prove one's righteousness.

Since the International Crisis Group's (ICG's) last paper addressing the Serbian political scene, the situation on the ground inside Serbia has changed dramatically. Once Yugoslav President Slobodan Milosevic announced, on 27 July 2000, the 24 September date for simultaneous presidential and parliamentary elections in the Federal Republic of Yugoslavia (FRY) and municipal elections in Serbia, the previously fractious opposition rapidly and unexpectedly united behind the nomination of Vojislav Kostunica, a constitutional lawyer and self-styled democratic nationalist with no ties to the regime or the West.
