Abstract:
There are three main channels of women’s empowerment: legal or policy reforms, outside economic opportunities, and collective action. Legal (or policy) reforms are generally based on statutory laws that enact rules to be followed or prohibit certain practices. External economic opportunities for women represent alternative activities and places of working and living. Collective action brings women together to advance their collective interests.

Abstract:
Drawing on a long ethnographic study in Dakar among young women who regularly frequent bars and nightclubs, this article argues for the need to consider the urban night as a time-space that can give rise to a feeling that “anything is possible”. The city at night can then be seen primarily as a place for social reconfigurations and cultural experiments. On this empirical basis, a more theoretical issue is addressed: what could be the heuristic nature of the concept of “potential space” (D. W. Winnicott) for the study of urban night? To advance these hypotheses, the question of creativity is regarded as a key issue both in Winnicott’s conceptualization of the “potential space” and concerning the way the young women I met engage with “Dakar by night”.

Religion and democracy can make tense bedfellows. Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.

34. The EU Migration Partnership Framework: Time for a Rethink?

The European Union’s (EU) Migration Partnership Framework (MPF) was established in June 2016 and seeks to mobilise the instruments, resources and influence of both the EU and member states to establish cooperation with partner countries in order to “sustainably manage migration flows” (European Commission, 2017a, p. 2). Its strong focus on EU interests and positive and negative incentives mark a departure from previous EU migration initiatives and have generated significant controversy. This Discussion Paper examines the politics, implementation and impact of the MPF more than one year on from its establishment, asking what lessons it offers for the future direction of EU migration policy. The paper begins by introducing the MPF and examining the different perspectives of EU actors on the framework. It finds that there is significant disagreement both among EU member states and within EU institutions over the MPF’s approach and priorities. The paper explores the political and ethical controversies that the MPF has generated, including regarding its ambition to subordinate other areas of external action to migration goals; its use of incentives; and its undermining of EU development and human rights principles. The paper assesses the implementation and impact of the MPF in its five priority countries – Ethiopia, Mali, Niger, Nigeria and Senegal. It argues that the concrete achievements of the migration partnerships have been limited; that the MPF has largely failed to incentivise the cooperation that the EU was seeking; and that the EU’s migration programming in MPF partner countries has suffered from serious flaws. The paper takes an in-depth look at the Ethiopia partnership, which has been the most challenging. It describes how the interests and goals of the EU and Ethiopia have not aligned themselves, how the issue of returns has come to entirely overshadow engagement, and how the relationship between the partners has been soured. The paper goes on to examine how the MPF relates to African interests and how it has affected EU-Africa relations, arguing that the MPF approach is seen by many African actors as imposing EU interests and undermining African unity and continental ambitions. Finally, it explores how the EU can develop engagement with Africa on migration issues that is more realistic, constructive, and sustainable, with the aim of fostering intra-African movement and economic opportunities; ensuring protection for refugees and vulnerable migrants; and allowing both continents to benefit from large-scale, safe and orderly African labour migration to Europe. However, it warns that any such shift will require a change in mindset by European leaders and populations.

Abstract:
The IMF has significant influence on the tax policies of developing countries through advice and conditionality, technical assistance and by setting global standards and analyzing global trends. Its rhetoric has become more progressive in recent years. This paper assesses the IMF’s tax advice to developing countries based on five country case studies (Ghana, Mozambique, Nicaragua, Peru, Senegal) over the period 2010 to 2015 and supported by a desk study of public IMF documents. It finds that there is a gap between the IMF’s commitment to leveraging fiscal policy to fight inequality, and its actual tax advice to developing countries.

Private security in Africa is booming. Whether from the perspective of major multinational players or small-scale local enterprises, the market for commercial security has expanded and evolved over recent years. However, policy makers rarely address private security, national parliaments and regulatory bodies provide limited oversight in this area, and the attention of African media and civil society is localized and sporadic. In short, a fundamental shift in the African security landscape is taking place under the radar of democratic governance. "The Privatisation of Security in Africa: Challenges and Lessons from Côte d’Ivoire, Mali and Senegal" provides expert accounts which portray the realities of the contemporary private security industry in Africa. The 2000 presidential elections were a turning point in the political trajectory of Senegal. After four decades of single-party and limited multi-party rule, the country’s first true political alternation handed power to Abdoulaye Wade and ushered Senegal into the ranks of stable democracies in Africa. President Wade won re-election, with a comfortable majority, in 2007. Just one year later, however, public opinion survey results showed that citizens’ trust in Senegal’s president, Parliament, and local government had dropped dramatically. While trust levels rebounded in later surveys, 2008 serves as a case study of key factors that can undermine public trust in political institutions – an element of crucial importance for the consolidation of democracy. Drawing on data from Afrobarometer surveys, this analysis examines whether trust in political institutions is related to government performance, the economy and lived poverty, perceived corruption, interpersonal trust, and exposure to the news media.

This collection critically examines "tolerance," "secularism," and respect for religious "diversity" within a social and political system dominated by Sufi brotherhoods. Through a detailed analysis of Senegal's political economy, essays trace the genealogy and dynamic exchange among these concepts while investigating public spaces and political processes and their reciprocal engagement with the state, Sunni reformist and radical groups, and non-religious organizations.
