Abstract:
For centuries, Africa’s Upper Guinea Coast region has been the site of regional and global interactions, with societies from different parts of the African continent and beyond engaging in economic trade, cultural exchange, and various forms of conflict. This book provides a wide-ranging look at how such encounters have continued into the present day, identifying the disruptions and continuities in religion, language, economics, and various other social phenomena that have resulted. These accounts show a region that, while still grappling with the legacies of colonialism and the slave trade, is both shaped by and an important actor within ever-denser global networks, exhibiting consistent transformation and creative adaptation.

Abstract:
Private security in Africa is booming. Whether from the perspective of major multinational players or small-scale local enterprises, the market for commercial security has expanded and evolved over recent years. However, policy makers rarely address private security, national parliaments and regulatory bodies provide limited oversight in this area, and the attention of African media and civil society is localized and sporadic. In short, a fundamental shift in the African security landscape is taking place under the radar of democratic governance. "The Privatisation of Security in Africa: Challenges and Lessons from Côte d’Ivoire, Mali and Senegal" provides expert accounts which portray the realities of the contemporary private security industry in Africa. The Senegalese minister of health, Dr. Awa Marie Coll-Seck, used a familiar term with us to express her commitment to expanding access to family planning—“yes we can.” That is a bold proposition in such a conservative country, in a region with some of the world's highest maternal mortality and unmet need for family planning. Her leadership reflects an important moment in Senegal, and prospects for advancing women's health and family planning in the subregion may depend on its success.

This collection critically examines "tolerance," "secularism," and respect for religious "diversity" within a social and political system dominated by Sufi brotherhoods. Through a detailed analysis of Senegal's political economy, essays trace the genealogy and dynamic exchange among these concepts while investigating public spaces and political processes and their reciprocal engagement with the state, Sunni reformist and radical groups, and non-religious organizations. The anthology provides a rich and nuanced historical ethnography of the formation of Senegalese democracy, illuminating the complex trajectory of the Senegalese state and reflecting on similar postcolonial societies. Recent progress in controlling malaria is a major development success. Thanks to external aid and domestic financing the proportion of children in sub - Saharan Africa sleeping under a bed net has increased from 2 per cent to 39 per cent in the last 10 years. This has brought down the number of malaria deaths dramatically in many countries, such as Namibia, Swaziland, Ethiopia, Senegal and Zambia, where deaths have been cut by between 25 and 50 per cent.

Guinea-Bissau took another dangerous turn on 12 April 2012, when the army arrested Prime Minister Carlos Gomes Júnior, who was about to be elected president. A military junta accused him of conspiring with Angola to curtail the military's power and quickly installed transitional authorities, before officially stepping aside on 22 May. International condemnation was swift, but differences developed between the Economic Community of West African States (ECOWAS) and the Community of Portuguese Speaking Countries (CPLP). The former, pushed by Nigeria, Senegal, Côte d'Ivoire and Burkina Faso, supports a year's transition, the latter, especially Portugal and Angola, immediate resumption of the presidential vote. Coup and transition may have opened a way for vital reforms, which must go beyond changes in the army and combating the drugs trade. But for that to happen, ECOWAS and CPLP must reach a consensus on working with international partners to mobilise resources for security, judicial and electoral reforms and refusing to validate Gomes Júnior's illegal exclusion from political life.

The New Partnership for Africa's Development or Nepad has been enthusiastically pushed by a select number of countries in Africa, as well as by the G-8, as a means to stimulate what has been termed the "African Renaissance" (see www.uneca.org/nepad/nepad.pdf). Nepad was launched in Abuja, Nigeria, in October 2001; it arose from the mandate granted to five African heads of state (Algeria, Egypt, Nigeria, Senegal, South Africa) by the then Organization of African Unity (OAU) to work out a development program to spearhead Africa's renewal.

By the end of the year 2000, a peace treaty between Ethiopia and Eritrea, peaceful transfers of power after elections in Senegal and Ghana, and continued growth of public debate about the future in almost every African country were among signs of advance in a year that was more than usually short of good news. Economic growth in sub-Saharan Africa was estimated to climb to 2.7 percent for the year, up from 2.1 percent in 1999. Per capita income in the region south of the Sahara rose by an estimated two tenths of one percent. The World Bank and the International Monetary Fund (IMF) announced debt reduction packages of $34 billion for 22 countries, including 18 in Africa.
