Abstract:
This article analyzes the development of Turkish-Saudi Arabian relations from the beginning of the struggle of the al-Saud family to gain power in the Arab peninsula to today. As a result of negative perceptions from both sides, bilateral relations were distant for decades. However, Turkish-Saudi relations began to improve remarkably under the AK Party and King Abdullah governments and a rapprochement started in 2005. Many agreements were signed during visits by political leaders from both sides. After the Arab uprisings began at the end of 2010, both countries took their cooperation further. As the two countries least influenced by the uprisings, Turkey and the Saudi Kingdom have been supporting the newly emerging political elites (Islamic groups) in Egypt, Libya and Syria; they have been maintaining close relations with the Western countries; and they have been trying to preserve regional stability and balance against Iran and its allies. However, there are some differences in their regional policies, such as their perceptions on the pace and scope of changes.

Abstract:
Since 2011, the Gulf Cooperation Council (GCC) countries have been confronted with increasing challenges stemming from the Arab uprisings. Internally, they have had to face popular mobilisation and discontent, triggering a mixed reaction, including economic handouts, patronage, limited political and economic reforms as well as military intervention and repression. Externally, they have actively intervened in support of the protest movements in Syria and Libya and enthusiastically facilitated President Saleh's departure from Yemen. At first sight these responses may seem schizophrenic. Upon closer inspection, however, managing instability by shoring up friendly regimes on the inside and expanding the GCC's influence outside represent two sides of the same coin.

Abstract:
The wave of change of the Arab Spring, penetrating almost the entire Arab geography in 2011, has continued to be the main agenda of international relations of the region in 2012 as well. While Saudi Arabia, as a crucial regional actor, generally has maintained its opposite stance against the Arab Uprisings, it has had different position on the Syrian crisis and become the principle player due to its policy towards civil war in this country. On the other hand, the Saudi government has pursued a more active foreign policy orientation due to vulnerability of its regime's security and stability at home and its weakening influence in the region that the Arab Spring brought about. Particularly, deprived of a powerful Arab ally owing to Arab Spring, Saudi Arabia has attempted to turn the Gulf Cooperation Council into the “Gulf Union” and to increase the members of the organization. At the same time, pursuing containment policy against Iran, Saudi Arabia has intensified its strategic cooperation with Turkey in military, economic and political areas.

Abstract:
During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

While Al-Qaeda in the Arabian Peninsula (AQAP) has garnered significant media attention, its role in the Middle East raises legal issues that are not currently being explored. With AQAP having presences in Saudi Arabia and Yemen, questions arise as to which legal frameworks can be utilized: international humanitarian law, human rights law, or criminal law. This paper will discuss some of these issues, with a particular focus on international humanitarian law.

Abstract:
On December 17, 2010, the self-immolation of Tunisian street vendor Mohamed Bouazizi, who was protesting the confiscation of his wares and harassment by the country's authorities, touched off mass protests that brought about the shocking exodus of dictator Zine El Abidine Ben Ali on January 14th. Across the Middle East, the masses celebrated the drama in Tunisia as a step toward democracy. Indeed, it was the first time that mass protests forced an Arab leader from office. By January 25th, hundreds of thousands of protesters gathered in Egypt's Tahrir Square, also calling for the end of Hosni Mubarak's regime. At the same time, protest movements sprouted in Jordan, Libya, Syria, Bahrain, and Yemen. Media commentators called it the “Arab Spring.” For the Saudi royal family, looking to preserve their autocratic state, this was the dead of winter. They watched events unfold and waited in fear. Would Saudi Arabia's population take to the streets? In short, the answer was no. Saudi Arabia remained remarkably quiescent during the first year of the Arab protests. Quite by accident, the Foundation for Defense of Democracies was monitoring Saudi social media during this time for another study (analyzing the ideas and influence of Saudi clerics online). What follows is an account, informed by both social media and more traditional sources, of how the Saudis dodged the proverbial bullet during the 2011 Arab uprisings, but may yet face challenges in their wake.

Abstract:
When we consider Saudi Arabian large population, territories and natural resources, it is obvious that it will continue to preserve its geopolitical, geo-economic and geo-cultural importance in future. The assumption of King Abdullah as the ruler of the country provided an opportunity to restructure the country's foreign policy. The new king began to follow a more pragmatic, rational, interdependent, multilateral and multidimensional foreign policy. He pursues an active foreign policy required to be less dependent on a single state (the United States) and on a single product (oil).

A few weeks ago I found myself on the outskirts of a remote village in the Jordanian desert. One of my travel companions received a call on his mobile phone. It was a member of Jordan’s security services, saying we should call if we needed anything as they would have people nearby at all times. It was then I began to realize that the small projects I had come to observe had a global impact. I am not a traditional international relief worker. I grew up in a small town in Kansas, became a corporate finance lawyer, worked on the management team of a movie studio, and ran a startup healthcare services company. Perhaps this corporate background contributed to my skeptical view of the value of the U.S. spending overseas during bad economic times. During my two-week trip to Jordan and Iraq, however, I witnessed first-hand how seemingly minor development programs can help support stability and international values. Although Jordan projects an image of tourist-friendly calm, its location between Israel, Syria, Iraq, and Saudi Arabia makes it a strategically important player in any Middle East peace process – or conflict. All its borders, except those with Israel, are porous, and the country has received over 750,000 Iraqi refugees since 2003. Recently, over 140,000 refugees crossed from Syria as that country’s conflict has escalated. In the small town of Mafraq in northern Jordan, I met a Syrian woman and her three daughters who had fled their home the morning after Syrian forces killed all of the males in the home next door, including children. She has had no contact with her husband and sons since she left. The Jordanian people and government have responded compassionately, absorbing refugees into their homes and neighborhoods. A consequence of this kindness, however, is that communities are finding themselves overburdened. Jordan’s severe water shortage leaves most areas with running water only two days a week. Doubling or tripling the size of households turns water rationing from inconvenience into impossibility. The same is true for sewage, waste management, and public infrastructure as antiquated systems are pushed past their capacity. Even the free market works against the Jordanian hosts, as the swelling refugee population drives up the price of housing, food, and other commodities, while pushing down wages.
