121. Strangers to strategic partners: Thirty years of Sino-Saudi relations

Abstract:
This year marks the thirtieth anniversary of diplomatic relations between China and Saudi Arabia. Over the past three decades, the bilateral relationship has transitioned from one of marginal importance for both countries to a comprehensive strategic partnership, largely on the back of a trade relationship founded on energy. This report begins with a brief historical overview of Sino-Saudi relations, describing how the two countries transitioned from mutual hostility to diplomatic relations, and then how political and economic cooperation strengthened the relationship to the point that they signed a comprehensive strategic partnership in 2016. It then discusses how the partnership has developed through the 1+2+3 cooperation pattern, especially through projects linking China’s Digital Silk Road with Saudi vision 2030, as well as nascent levels of security cooperation. It ends with an analysis of the bi- lateral relationship within the context of the US-Sino-Saudi triangle: How does it affect each state’s larger strategic interests, and can issues where their interests diverge put a ceiling on future Sino-Saudi ties?

Abstract:
The Kingdom of Saudi Arabia has been a close security and economic partner of the United States for most of the Kingdom’s history. But the United States cannot ignore Saudi Arabia’s gruesome acts and abuses, nor allow them to be swept under the rug. The two countries have critical differences on a number of key issues, including those related to terrorism, human rights, and regional security threats. Two particular actions taken by Saudi Arabia have caused Congress to revisit the US-Saudi relationship: Saudi-led military operations in Yemen that have killed thousands of innocent civilians and left millions on the brink of starvation; and The 2018 brutal murder of Washington Post journalist Jamal Khashoggi—a Saudi citizen and US resident—carried out by the Saudi government in Istanbul, Turkey. In the face of Saudi Arabia’s dangerous and destabilizing behavior, President Trump has doubled down on his support for the Kingdom and defied bipartisan congressional opposition to continue to sell arms to the Saudi government. Instead of permitting President Trump to allow autocrats and dictators to operate with impunity and commit acts of unimaginable horror, Congress must reassert its foreign policy decision-making power, impose targeted consequences on the Kingdom for its actions, and withdraw support for Saudi-led military operations in Yemen.

Abstract:
In the December issue of Beehive, Adam Hoffman analyses the online discourse on Twitter revolving around the G20 summit hosted in Riyadh in November, among Saudi social media users and the key messages promoted by the Saudi regime. Last November, Saudi Arabia hosted the fifteenth summit of the Group of Twenty (G20). The G20 is an important international economic forum, in which 19 governments and the European Union participate. This year, the summit was for the first time hosted in an Arab capital, and Riyadh saw it as a unique opportunity to present itself to the world. Despite this, the event was overshadowed by the global Coronavirus pandemic and criticism of Saudi Arabia’s poor human rights record. Moreover, the current presidential transition in the US, following Joe Biden’s victory in the recent elections, added an additional layer of complexity, in light of the potential implications of a Biden Administration for US-Saudi relations.

126. OPEC+ as a new governor in Global Energy Governance

Abstract:
This article tries to evaluate the roots of the OPEC+ agreement, how it operates, and its prospects for the future. It argues that OPEC+ is a new governor in the Global Energy Governance (GEG) “regime complex”. It grew out of a convergence of the interests and capabilities of OPEC and non-OPEC exporters. The article shows that the emergence of OPEC+ is a consequence of over three decades of competition and occasional cooperation between exporters united in OPEC and those outside the organization. That cooperation was always a consequence of the price war and the demand of OPEC members for cooperation with non-OPEC exporters. Intensive consultations and three agreements on production cuts between both groups of countries in the years 2016-2019 made it possible to begin the institutionalization of cooperation among them. Cooperation within the OPEC+ agreement is nonformalized, based on government-to-government negotiations, and flexible. The signatories to the OPEC + agreement decided to avoid founding any formal IGO, and OPEC + continues to exist as a summit process.
