111. Saudi Arabia’s Policy in Africa : Vectors and Objectives

Abstract:
Until recently, Saudi Arabia was the country out of the Gulf countries that had the greatest number of diplomatic missions in Africa. Although it is now outstripped by Qatar, which has been striving since the beginning of the Emirati-Saudi embargo that started in June 2017 to open a large number of diplomatic posts in Africa. The Saudi diplomatic network was formerly established in predominantly Muslim states (in the Maghreb, West Africa and in the Horn of Africa) and in South Africa. The kingdom can mainly rely on experienced diplomats, who have maintained a presence in Africa since the 1970s, boosted after the 1979 Iranian Islamic Revolution and the desire to prevent a spread of Shiism on the continent. Nowadays, Saudi Arabia is also clearly involved in Africa as elsewhere, to counter the influence of its Qatari neighbor.

Abstract:
To keep recent rebel victories from cascading into a wider military collapse, Washington must urge the Gulf coalition to firm up the government’s forces and move more quickly on peace talks. On March 2, Yemen’s Houthi rebels seized the capital of al-Jawf province in the latest phase of a forty-five-day campaign along multiple fronts. Stemming from shifts in the country’s increasingly fragile military balance since last fall, the offensives show that Saudi Arabia is providing insufficient frontline support to the internationally recognized government of President Abdu Rabu Mansour Hadi and its allies, while also failing to complete backchannel peace talks with the Houthis. Unless talks reach fruition or the Houthis are checked militarily, rebel forces will continue to use their ever-widening array of advanced Iranian weapons to exploit the government’s weakness with more offensives.

Abstract:
The latest crackdown appears to have targeted senior defense and interior officials, spurring speculation that they are linked to previously detained princes rumored to be plotting a coup. On March 15, Saudi Arabia announced that 298 individuals have been arrested for bribery, embezzlement, wasting public funds, and other corruption offenses. Although none of the detainees has been named, they reportedly include high-ranking officers in the Defense and Interior Ministries, adding to rumors that recent royal crackdowns may be related to a planned coup.

Abstract:
The examples of Egypt and Saudi Arabia show the risks in betting on the stability of autocratic regimes in the region. Despite the Arab uprisings of the last decade, most countries in the Middle East remain in the grip of autocrats, with a widespread view that this is the 'default setting' for the region. However, an examination of Egypt and Saudi Arabia, where authoritarianism has been revived, reveals both regimes are struggling for popular legitimacy. Increasingly reliant on repression, these regimes risk provoking civil unrest, and external powers should reconsider their assumption that autocracy guarantees stability in the Middle East.

Abstract:
Since early 2015, when the onset of war led to the cessation of large-scale oil exports, Yemen has been almost completely dependent on three main external sources to secure foreign currency inflows and stimulate economic activity: foreign humanitarian aid, Saudi financial support to the Yemeni government, and – by far the most significant – remittances from Yemeni expatriates, most working in Saudi Arabia. All three of these foreign currency sources have dramatically declined in 2020. The Saudi response to the COVID-19 global pandemic, in concert with record low oil prices, led to historic economic contractions and spending cuts in the kingdom, in turn undermining the ability of hundreds of thousands of Yemenis to work there and send money home. This occurred alongside a steep decline in international donor funding for the Yemen relief effort and the Central Bank of Yemen in Aden effectively exhausting the US$2 billion Saudi deposit it received in 2018. Roughly half the population in Yemen was already food insecure before the onset of the current armed conflict. The general economic collapse the war precipitated led to millions more requiring emergency food assistance to survive. The current acute shortage of foreign currency sources has profound implications for the value of Yemen’s domestic currency, and the country’s ability to finance fuel and basic commodity imports, and is likely to lead to the rapid intensification of the humanitarian crisis. This paper presents policy recommendations to address this situation for the United Nations and other international stakeholders, Saudi Arabia and other Gulf states, as well as the internationally recognized Yemeni government and the de facto authorities in Sana’a (the armed Houthi movement, Ansar Allah).

Since the mid-twentieth century, the United States and Saudi Arabia have built a close but often troubled alliance. In this critical history, Victor McFarland reveals the deep ties binding the leaders of the two nations. Connecting foreign relations and domestic politics, McFarland challenges the view that the U.S.-Saudi alliance is the inevitable consequence of American energy demand and Saudi Arabia’s huge oil reserves. Oil Powers traces the growth of the alliance through a dense web of political, economic, and social connections that bolstered royal and executive power and the national-security state. McFarland shows how U.S. and Saudi elites collaborated to advance their shared interests against rivals at home and abroad. During the 1970s, as higher oil prices enriched the Saudi government, destabilized the American economy, and changed the balance of power in the Middle East, leaders of both countries responded by consolidating their alliance. Facing objections from their own people, Washington and Riyadh chose to shield their partnership from public oversight and accountability. While American support empowered the Saudi royal family and helped the kingdom expand its influence across the Middle East, Saudi elites also encouraged a rightward shift in U.S. foreign and economic policy—with profound long-term effects. Oil Powers reveals the role of the U.S.-Saudi alliance in laying the groundwork for American military involvement in the Middle East and the entrenchment of a global order fueled by oil.
